MINOTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT
WAS HELD ON JULY 25 , 198$ AT CITY HALL AT 6 : 30 PM WITA THE
FOLLOWING PRESENT CONSTITUTING A QUORUM: � ,,

HEAR COMPLAINTS OR CHARGES AGAINST SUCH OFFICER OR EMPLOYEE ( 1 )
'� INTERVIEWS FOR TEMPORARY MUNICIPAL JUDGE .
COUNCIL RE-CONVENED IN OPEN SESSION AND PROCEEDED WITH THE
COUNCIL MEETING .
COUNCILMAN WICKLANDER ARRIVED AT THIS TIME .
INVOCATION WAS GIVEN BY REVEREND CLARK HEAD , EASTWOOD BAPTIST
CHURCH .
MAYOR SCHRADER STATED HE HAS REQUESTED THE CITY MANAGER TO HAVE
THE ENTRANCE SIGNS INTO THE CITY THAT HAVE DETERIORATED BE
REPLACED WITH CITY SIGNS UNTIL SUCH TIME AS THE COt4MUNITY
APPEARANCE BOARD IS ABLE TO DEVELOP AN APPROPRIATE ENTRANCE SIGN
FOR THE CITY .
MAYOR SCHRADER REPORTED A MEETING WAS HELD THIS MORNING WITH THE
STATE HIGHWAY DEPARTMENT , WITH COUNCILMAN RITTER AND HIMSELF
ATTENDING TO DISCUSS CONSTRUCTION ON FM 2351 AND SIDEWALKS ON THE
NEW FM 2351 BRIDGE . THE STATE HIGHWAX DEPARTMENT HAS AGREED TO
PLACE THE SIDEWALKS ON THE BRIDGE , TO EXTEND THE SIDEWALK A
SIGNIFICANT DISTANCE AND THE HIGHWAY DEPARTMENT WILL FUND THE
PROJECT .
MAYOR SCHRADER PRESENTED A DRAFT PROPOSAL FOR COUNCIL REVIEW AND
INPUT TO INCREASE THE VOLUNTEERS IN THE CITY BY CREATING A TALENT
BANK AND SUGGESTED THIS COULD BE INCLUDED IN THE NEXT NEWSLETTER .
COUNCILMAN RITTER STATED THE MEETI�G WITH THE STATE HIGHWAY
DEPAaTMENT THIS MORNING WAS VERY SUCCESSFUL , THAT A PROTECTED
WALKWAY ACROSS THE FM 2351 BRIDGE AT CLEAR CREEK WILL BE INCLUDED
IN THE CONTRUCTION ON FM 2351 WHICH WILL BE A FOUR LANE ROAD
DIVIDED WITH A MEDIAN ALL THE WAY TO THE GULF FREEWAY SCHEDULED
TO GO OUT FOR BID IN DECEMBER � 1989 AND THE HIGHWAY DEPARTMENT
HAS BEEN REQUESTED TO INCLUDE 1� OF THE TOTAL . CONSTRUCTION COST
FOR LANDSCAPING . �
MR . STEVE HULSEY APPEARED BEFORE COUNCIL TO REQUEST COUNCIL
CONSIDER EXCEPTION TO ZONING ORDINANCE ON LANDSCAPING (FENCING)
REQUIREMENT ON SUNSET DRIVE . MAYOR SCHRADER REQUESTED MR . HUL3EY
PUT HIS REQUEST IN WRITING FOR THE CITY ATTORNEY TO REVIEW AND
GIVE COUNCIL HIS OPINION REGARDING THIS REQUEST .
COUNCILMAN JORDAN ARRIVED AT THIS TIME .

MR . JACK COLOVIN APPEARED BEFORE COUNCIL TO PRESENT THE
CAPABILITIES FOR FREE 24 HOUR LIVE CABLE T . V . CHANNEL FOR `
FRIENDSWOOD . MR . COLOVIN STATED THIS COULD BE USED FOR LIVE
COVERAGE OF COUNCIL MEETINGS , SCHOOL BOARD MEETINGS , SPORTS , 4TH
OF JULY EVENTS , FINE ARTS CONCERTS AND OTHER SPECIAL EVENTS . MR .
COLOVIN STATED IN ORDER TO ACCOMPLISH THIS , IT IS NECESSARY TO . ,,
HAVE A MOBILE VAN WHICH THERE IS NO FUNDING FOA AND STATED THOSE
INTERESTED COULD MAKE CONTRIBUTIONS TOWARDS THIS PROJECT AND THAT
HE COULD BE CONTACTED THRU F . I . S .D . .
A LENGTHY DISCUSSION WAS HELD REGARDING ECONOMIC DEVELOPMENT ,
WHAT HAS HAPPENED IN THE PAST � WHAT IS GOING ON AT PRESENT , WHAT
IS PLANNED FOR THE FUTURE WITH PARTICIPATION FROM MEMBERS OF
COUNCIL , FRIENDSWOOD CHAMBER OF COMMERCE , FRIENDSWOOD INDUSTRIAL
DEVELOPMENT CORPORATION , CLEAR LAKE ECONOMIC DEVELOPMENT BOARD ,
GALVESTON COUNTY ECONQMIC DEVELOPMENT CORPORATION , INDIVIDUALS
FROM THE BUSINESS COMMUNITY AND INDIVIDUAL CITIZENS .
A FIVE MINUTE BREAK WAS HELD AT THIS TIME .
CITY MANAGER REPORTED ON THE STREET PROGRAM , FRIENDSWOOD LINK
BRIDGE SCHEDULED FOR COMPLETION MID-AUGUST , UPDATE ON SWIMMING
POOL , AND REPORTED THE HUMANE DEPARTMENT IS ON ALLIGATOR PATROL
IN SUNMEADOW SUBDIVISION .

BE DEVELOPED AND COUNCIL CONCURRED WITH THIS APPOINTMENT .

��ATTORNEY TO DRAFT AN ORDINANCE REGARDING TYPES OF ROOF COVERINGS
IN SUBDIVISIONS , TO INCLUDE THE PERCENTAGE OF COVERINGS TO BE
ADDRESSED AND TO ALLOW COUNCILMAN PRIHODA TO WORK WITH THE CITY
ATTORNEY .

BETTY JANE WELLS REQUESTED THE CITY LOOK INTO THE WATER STANDING
IN THE DITCH ON THE RIGHT HAND SIDE OF THE DRIVE INTO THE SCHOOL
GROUNDS .
