WITH THE FOLLOWING PRESENT CONSTITUTING A QUORUM: MAYOR RALPH L . LOWE MAY�R PRO-TEM PHYLLIS LEE , , COUNCILMAN JIM �HARRELL COUNCILMAN JAN JORDAN COUNCILMAN EVELYN NEWMAN COUNCILMAN JOE PRIHODA COUNCILMAN BOB WICKLANDER CITY MANAGER ANNETTE BRAND CITY SECRETARY DELORIS MCKENZIE INVOCATION WAS GIVEN BY JOHN CARTMILL FROM THE FRIENDSWOOD CHURCH . MAYOR LOWE THANKED MEMHERS OF THE LOWE FAMILY FOR ATTENDING THIS T'I COUNCIL MEETING . MAYOR LOWE THANKED ALL THE CANDIDATES FOR � PICKING UP THE POLITICAL SIGNS SO PROMPTLY . � MAYOR LOWE PROCLAIMED MONDAY MAY 16 , 1988 AS "WESTWOOD ELEMENTARY � DAY" IN FRIENDSWOQD AND URGED EVERYONE TO PARTICIPATE IN THE 20TH � ANNIVERSARY CELEBRATION WHICH WILL BE AT 7 : 00 PM ON MAX 16 , � 1988 Q AND PRESENTED THE PROCLAMATION TO MARY WARD . ��MOTION WAS MADE BY COUNCILMAN NEWMAN TO RECOMMEND THE MEETING �/ FOR MAY 16TH BE CHANGED TO MAY 23RD IN ORDER THAT COUNCIL MAY l� PARTICIPATE IN THE WESTWOOD FESTIVITIES . SECONDED BY COUNCILMAN HARRELL . MOTION APPROVED UNANIMOUSLY . l � MAYOR LOWE� REPORTED HE HAD RECEIVED A REPORT FROM THE SHERIFF ' S DEPARTMENT ON THE ATTACK OF COUNCILMAN JORDAN AND ASKED THE CITY SECRETARY TO DISTRISUTE COPIES TO COUNCIL AND THAT THE NEXT REPORT WILL BE GIVEN MONDAY MAY 16 , 1988 . MAYOR LOWE STATED THAT THE CITY UTILIZED A NEW BALLOT TABULATION SYSTEM AND ASKED CENTRAL COUNTING STATION JUDGE RUTH PRENGLE TO REPORT ON THE SYSTEM. JUDGE PRENGLE REPORTED THE AIS BALLOT TABULATOR DID EXACTLY AS IT WAS REPRESENTED TO D0 , GENERATING PRECINCT REPORTS AND INFORMATIONAL PERCENTAGES . THERE WERE SOME PROBLEMS EXPERIENCED , SUCH AS VOTER UNDERSTANDING USE OF THE NEW HALLOT WHICH CAUSED A LOT OF BALLOTS TO GO TO THE RESOLUTIONS COMMITTEE , VOTERS NOT VOTING THE SECOND BALLOT DUE TO THE LENGTH OF THE BALLOT WHICH STOPPED THE TABULATOR EACH TIME , NOT LEARNING UNTIL LATE ON ELECTION DAY THAT BALLOTS WERE ELECTRONICALLY CODED TO EACH PRECINCT AND COULD NOT BE TRANSFERRED WHERE NEEDED THEREFaRE BALLOTS WERE DUPLICATED AND CODED AND COULD NOT BE COUNTED BY THE TABULATOR AND THE HAND TALLY AND DOUBLE CHECK WAS A TIME CONSUMTNG JOB WHICH RESULTED IN LATE RESULTS . COUNCILMAN NEWMAN EXPRESSED THANKS TO COUNCILMAN JIM HARRELL AND STATED SHE HAD ENJOYED SERVING ON COUNCIL WITH HIM ANA OTHER COUNCIL MEMBERS CONCURRED . �*MOTION WAS MADE BY COUNCILMAN WICKLANDER REGARDING RESOLUTION � N0 . SECONDED BY COUNCILMAN HARRELL . MOTION APPROVED UNANIMflUSLY . JUDGE JIM WOLTZ PRESIDED OVER THE SWEARING IN OF PAUL SCHRADER AS MAYOR . MAYOR LOWE THANKED EVERYQNE THAT PARTICIPATED IN THE ELECTION , THANKED HIS MANY SUPPORTERS AND HIS FAMILY MEMBERS THAT HAVE STOOD BEHIND HIM DURING HIS POLITICAL CAREER . MAYOR LOWE RECEIVED A STANDING OVATION AS HE LEFT THE COUNCIL CHAMBERS WITH HIS FAMILY . JUDGE JIM WOLTZ PRESIDED OVER THE SWEARING IN OF RON RITTER TO COUNCIL POSITION �1 , EVELYN NEWMAN TO COUNCIL POSITION �d3 AND JAN JORDAN TO COUNCIL POSITION #5 . COUNGILMAN HARRELL STATED HE HAD ENJOYED SERVING THE TWO YEARS ON COUNCIL AND THANKED EVERYONE FOR WORKING WITH HIM . MAYOR SCHRADER THANKED EVERYONE VOTING IN THE ELECTION AND EXPRESSED SPECIAL THANKS TO HIS MANY SUPPORTERS AND MEMBERS OF ! HIS FAMILY AND MADE HIS MAXORAL STATEMENT WHICH ENDED WITH A i POEM $Y SHAKESPEARE ON "TIDES IN THE AFFAIRS OF MEN" AND THEN MAYOR SCHRADER STATED ��THAT SAME TIDE FLOWS IN FRIENDSWOOD AND I ASK YOU T� JOIN WITH US AS WE BEGIN THIS MARVELOUS VOYAGE , BECOME A PART OF IT ; BE FRIENDLY AND PARTICIPATE" , THANK YOU AND GOD BLESS US ALL . CANDIDATES CHUCK TALBOT AND LINDA YEAGER THANKED EVERYONE THAT PARTICIPATED IN THE ELECTION PROCESS AND STATED THEY WOULD REMAIN INVOLVED IN THE COMMUNITY . A BRIEF RECESS WAS HELD AT THIS TIME TO HONOR OUTGOING MAYOR LOWE AND COUNCILMAN HARRELL AND TO HONOR INCOMING MAYOR SCHRADER , COUNCILMAN RITTER , COUNCILMAN NEWMAN AND COUNCILMAN JORDAN . MAYOR SCHRADER CALLED THE MEETING BACK TO ORDER AND AT THIS TIME PRESENTED COUNCILMAN JIM HARRELL WITH A PLAQUE OF APPRECIATION FOR HIS DEDICATED SERVICE TO THE CITY DURING THIS TWO YEAR TERM AS COUNCILMAN , PRESENTED THE CITY FLAG AND PRESENTED HIS "OFFICIAL" COUNCIL PORTRAIT . COUNCILMAN JORDAN PRESENTED A OVERVIEW OF THE TRANSACTIONS TOWARDS WORKING ON THE SALE OF FOREST BEND CIVIG BUILDING TO FOREST BEND HOMEOWNERS ASSOCIATION AND PURCHASE BY THE CITY FROM FOAEST BEND HOMEOWNERS ASSOCIATION OF THE FIRE STATION BUILDING LOCATED IN FOREST BENA . COUNCILMAN RITTER REQUESTED THE ACTION BE TABLED , UNTIL NEXT COUNCIL MEETING TO ALLOW THE NEW MEMBERS OF COUNCIL TIME TO REVIEW THE PROPOSAL . SECONDED BY COUNCILMAN JORDAN . MOTION APPROVED UNANIMOUSLY . CITY MANAGER PRESENTED A REPORT ON THE HOURS WORKED ON BY THE POLICE DEPARTMENT ON THE FINLEY/HADLEY CASE . CITY MANAGER REPORTED THE POLICE DEPARTMENT WQULD LIKE TO INVITE COUNCIL TO POLICE MEMORIAL SERVICES ON FRIDAY AT 10 : 00 AM IN STEVENSON T"'I FARK TO HONOR THOSE POLICS OFFICERS WHO HAVE LOST THEIR LIVES IN � THE LINE OF DUTY . CITY MANAGER PRESENTED A LIST OF PROJECTS FOR � THE NEXT THREE MONTHS . � COUNCILMAN PRIHODA ASKED CITY MANAGER IF THERE WILL BE A WALKWAY m OR SIDEWALK ACROSS FRIENDSWOOD LINK ROAD BRIDGE AND COUNCILMAN "Q RITTER ASKED CITY MANAGER TO ALSO LOOK INTO WALKWAY ON FM 2351 BRIDGE .
