LOWE MAYOR PRO-TEM PHYLLIS LEE , � COUNCILMAN JIM HARRELL COUNCILMAN JAN JORDAN COUNCILMAN EVELYN NEWMAN COUNCILMAN JOE PRIHODA COUNCILMAN BOB WICKLANDER CITY ATTORNEY JOHN OLSON CITY MANAGER ANNETTE BRAND CITY SECRETARY DELORIS MCKENZIE MAYOR LOWE ANNOUNCED PARKS BOARD CHAIRMAN JUDY RAGLAND ' S HUSBAND PASSED AWAY SUDDENLY YESTERDAY AND STATED COUNCIL SENDS REGRETS . �"� MAYOR LOWE ANNOUNCED THE BENEFIT FOR ARTIST LAURIE WHITEHEAD WAS � HELD SATURDAY AND MANY FRIENDSWOOD RESIDENTS ATTENDED THE � FUNCTION . � MAYOR LOWE STATED THE CITY ELECTION WILL BE SATURDAY , MAY 7TH AND m URGED ALL CANDIDATES TO PICK UP ALL POLITICAL SIGNS FOLLOWING Q ELECTTON NIGHT. MAYOR LOWE STATED THAT CANVASS OF THE ELECTION AND SWEARING OF NEWLY ELECTED OFFICIALS WILL BE HELD MONDAY MAY 9TH. MAYOR LOWE ANNOUNCED THAT ABSENTEE VOTING CLOSES TUESDAY AT 5 : 00 PM IN THE CITY SECRETARY ' S OFFICE . MAYOR LOWE PRESENTED PROCLAMATIONS TO CHAMBER OF COMMERCE SCHOLARSHIP RECIPIENTS KATHY YERETSKY AND DAVID GAMBLE . MAYOR LOWE PROCLAIMED THE MONTH OF MAY AS "SETTER HEARING AND SPEECH MONTH" IN THE CITY OF FRIENDSWOOD . MAYOR LOWE PROCLAIMED MAY 2 , 1988 AS "LIEUTENANT GARY EDWARDSTM AND "OFFICER MIKE TOLLETT" DAY IN FRIENDSWOOD IN RECOGNITION FOR THE MANY HQURS OF DEDICATION AND EFFORTS BY THESE OFFICERS TOWARDS THE APPREHENSION OF RICHARD G . FINLEY , OF FRIENDSWOOD , WANTED BY THE F .B . I . . CHIEF MITCH WRIGHT AND CAPTAIN JIMMY HOLLAND PARTICIPATED IN THE PRESENTATION OF THE PROCLAMATIONS . DISCUSSION WAS HELD REGARDING DONATIONS FOR REWARD FOR INFORMATION LEADING TO THE APPREHENSI�N OF PERSON OR PERSONS RESPONSIBLE FOR THE ATTACK THAT OCCURRED TUESDAY , APRIL 26 , 1988 . THE CITY ATTORNEY STATED HE QUESTIONED THE VALIDITY OF USING CITY FUNDS FOR THIS PURPOSES BUT THAT THE CITY COULD ACCEPT DONATIONS . MAYOR LOWE SUGGESTED THAT DUE TO THE POLITICAL NATURE OF THE ATTACK THAT POSSIBLY AN OUTSIDE AGENCY SHOULD INVESTIGATE . AFTER DISCUSSION WAS HELD IT WAS AGREED ON BY COUNCIL TO DETERMINE WHICH AGENCY WOULD BE RESPONSIBLE FOR THIS TYPE OF INVESTIGATION AND ASK THEIR HELP IN THIS MATTER . AT THIS TIME COUNCILMAN PRIHODA REQUESTED CITY MANAGER PROVIDE AN UPDATE ON THE CASE WHICH THE CITY MANAGER REVIEWED THE SEQUENCE OF EVENTS . SEVERAL CITIZENS ASKED QUESTIONS CONCERNING THE POLITICAL NATURE AND THE REPORT THAT APFEARED IN THE HOUSTON CHRONICLE . CITY MANAGER AND COUNCILMAN JORDAN RESPONDED TO THOSE QUESTIONS . MR . TOM MANISON ADDRESSED COUNCIL AND STATED HE FELT VERY STRONGLY ABOUT THIS ATTACK AND FEELS A REWARD FOR THE APPREHENSION OF THE ATTACKER SHOULD BE OFFERED AND VOLUNTEERED TO WORK ON A COMMITTEE IF ONE IS FORMED . , PRESENTATION WAS MADE REGARDING PROCEDllRES USED AND COLLECTION OF DELINQUENT TAXES BY MR . ROBERT MOTT , ATTORNEY AT LAW WITH QUESTIONS AND ANSWER SESSION FOLLOWING . COUNCIL STATED THEY APPRECIATED THE JOB MR . MOTT IS DOING IN THE COLLECTION OF DELINQUENT TAXES . 1 406 CITY MANAGEA REPORTED S7'REET PROJECT IV IS ALMOST COMPLETE . REPOATED THAT PUBLIC WORKS DIAECTOR MELVIN MEINECKE HAS AETURNED TO WORK FOR 1 /2 DAYS , REPORTED THE FRIENDSWOOD LINK BRIDGE IS ONGOING AND THE COMPLETION DATE IS STILL HOLDING . REPORTED MEETING WITH HOMEOWNERS IN COWARDS CREEK SUBDIVISION REGARDING DRAINAGE AND STATED THE HOMEOWNERS ARE VERY UNHAPPY . IT WILL BE NECESSARY TO MEET WITH HOMEOWNERS ON A STREET BY STREET BASIS TO ' WORK ON EACH PARTICULAR PROBLEM AND HAVE SCHEDULED A MEETING WITH MELVIN MEINECKE ON THURSDAY TO DISCUSS . MAYOR LOWE ASKED IF COUNCIL HAD ANY OBJECTIONS TO MR . FLORER GATHERING INFORMATION ON THE GATES TO BE BROUGHT BACK TO COUNCIL , WHICH COUNCIL HAD KO OBJECTIONS . DISCUSSION WAS HELD REGARDING PLANNING AND ZONING COMMISSION RECOMMENDATION TO DENY REQUEST FOR ROADWAY ABANDONMENT LOCATED IN A PROPOSED DEVELOPMENT OF 9 . 394 ACRES LOCATED ON MELODY LANE WITH NO ACTION TAKEN BY COUNCIL . DISCUSSION WAS HELD REGARDING PLACEMENT OF AN AD SUPPORTING PROPOSED CHARTER AMENDMENTS ON THE MAY 7 , 1988 BALLOT WITH CITY ATTORNEY ADVISING COULD NOT HE PAID FOR BY CITY FUNDS BUT THAT COUNCIL C4ULD PERSONALLY PLACE THE AD . CITX MANAGER STATED THERE HAS BEEN A LOT OF CONCERN FROM CITY EMPLOYEES ON PROPOSITION 4�7 REGARDING PERSONNEL POLICY AND REQUESTED COUNCIL NOT SUPPORT THIS PROPOSITION AT THIS TIME AND CONSIDER RE-WORDING THIS PROPOSITI�N THE NEXT TIME THE CHARTER IS AMENDED . B. I . OR TEXAS RANGERS SHOULD BE THE AGENCY TO INVESTIGATE THE ATTACK ON COUNCILMAN JORDAN . AFTER DISCUSSION , IT WAS DECIDED TO HAVE MAYOR LOWE CONTACT THE AGENCIES TO SEE WHOSE JURISDICTION THIS FALLS IN AND ALSO HOW FAST THE INVESTIGATION CAN BE WORKED ON DUE TO THE POLITICAL NATURE . MAYOR LOWE STATED HE WOULD CONTACT THE AGENCIES AND DISCUSS WITH CITY MANAGER AND THEN IF THEY AGREE ON THE AGENCY , THEN WILL PRESENTED TO FRIENDSWOOD POLICE DEPARTMENT FOR CONCURRENCE . CITY ATTORNEY ADVISED COUNCIL THAT THE INSURANCE COMPANY HAS ADVISED THEY WILL NOT BE REPRESENTING THE CITY ON THE TRAX CONSTRUCTORS CASE AND THAT ORAL ARGUMENT HAS BEEN SET FOR JUNE 28TH . COUNCIL CONVENED IN EXECUTIVE SESSION ACCORDING TO TEXAS OPEN MEETINGS LAW ARTICLE 6252-17 , TEXAS VERNONS CIVIL STATUTES (e ) SEEKING ATTORNEY ' S ADVICE WITH RESPECT TO PENDING OR CONTEMPLATED LITIGATION , SETTLEMENT OFFERS - SIGN ORDINANCE ( g) APPOINTMENT , EMPLOYMENT , EVALUATION , REASSIGNMENT , DUTIES , DISCIPLINE , OR DISMISSAL OF A PUBLIC OFFICE OR EMPLOYEE , OR TO HEAR COMPLAINTS OR CHARGES AGAINST SUCH OFFICER EMPLOYEE ( 1 ) CITY MANAGER EVALUATION . COUNCIL RE-CONVENED IN OPEN SESSION WITH NO ACTION BEING TAKEN . MR .
