MAYOR LOWE ANNOUNCED FILING FOR THE CITY ELECTION FOR MAYOR AND
COi1NCIL POSITION WILL END MARCH 23RD AT 5 : 00 P . M . FOR ANYOt1E THAT
IS INTERESTED . "
MAYOR LOWE ANNOUNCEA THE CONSTABLE FLECTION RESULTS HAVE BEEN
CHALLENGED AND THERE WILL BE A RE-COUNT TO UETERMINE THE WINNER .
MAYOR LOWE ANNOUNCED COUNCILMAN NEWMAN IS OUT OF TOWN AND IS
UNABLE TO BE HERE THIS EVENING .
MAYOR LOWE REPORTED THAT OUR ACTING CITY MANAGER MELVIN MEINECKE
HAD A HEART ATTACK aVER THE 4JEEKEND AND IS IPl I�fETHODIST HOSPITAL
AND I UNDERSTAND HE IS ASKING FOR A PHONE TO SEE HOW THINGS ARE
IN THE CITY .
COUNCILMAN WICKLANDER THANKED EVERY�NE THAT VOTED LAST TUESDAY
AND FOR SUPPORTING HIM IN THE RACE F'�R COUNTY COr4MISSIONER
PRECINCT THREE . COUNCILMAN WICKLANDER REPORTED THAT WINDEMERE
ROAD HAS BEEN CLOSED OFF WITH POSTS AND CABLES BUT DO NOT KNOW
WHO CLOSED IT OFF .
MAYOR LOWE STATED THE RESIDENTS IN THAT AREA THINK THAT WINDEMERE
ROAD HAS BEEN USED FOR DRUG TRAFFIC AND THINGS OF THAT NATURE AND
HAVE BEEN ASKING THE CITY TO ASSIST IN GETTING THE ROAD CLOSED .
MAYOR LOWE REPORTED HE HAS TALKED T� THE COUNTY JUDGE , COUNTY
COP9MISSION AND LEAGUE CITY AND ALSO THE CONTRACTOR WHO WILL BE
WORKING ON FM 518 FROM FRIENDSWOOD TO LEAGUE CITY AND ALL THOSE
CONCERNED WANT THE ROAD CLOSED .
PAUL SCHRADER ANNOUNCED THAT ON THE FIRST DAY OF FILING FOR
ELECTION FOR CITY OFFICE HE FORMALLY BECAME A CANDIDATE FOR THE
POSITION OF MAYOR AND STATED HIS POLITICAL PLATFORM.

BOULEVARD INTO THE JUNCTION IN FRIENDSWOOD AT THE CURVE AT
THE INITIAL TAP .
SECONDED BY COUNCILMAN PRIHODA . MOTION APPROVED UNANIMOUSLY .
MAYOR LOWE RESENTED HIS PROPOSAL FOR SITE FOR TAKE TANK AND
LOCATION OF SURFACE WATER METER AND REQUESTED AN OUTSIDE ENGINEER
REVIEW THE PROPOSALS AND GIVE A RECOMt4ENDATION AS TO WHAT IS BEST
FOR THE CITY .
COUNCILMAN WICKLANDER STATED HE FELT AN OIITSIDE REVIEW SHOULD BE
DONE TO REVIEW THE ALTERNATIVES AND COUNCIL SHOULD AUTHORIZE THE
ALTERNATIVES BE DRAWN AND WRITTEN WITH COUNCIL APPROVAL AND
SUBMIT TO OUTSIDE ENGINEER WHO HAS NOT BEEN INVOLVED AND HAS A
LOT OF MUNICIPAL BACKGROUND REVIEW AND RECOMMENDATIOtd FOR
COUNCIL . MAYOR LOWE WIGL WORK WITH THE COMMUNITY DEVELOPMENT
DIRECTOR TO PREPARE THE PAPERWQRK FOR ANALYSIS .
DISCUSSION WAS HELD REGARDING STREET PROGRAM WITH MAYOR LOWE
REPORTTNG THE CULVERT QN LUNDY LANE IS A PROBLEM AND REPQRTED HE
HAS ASKED GALVESTON COUNTY TO COME OUT AND LOOK AT THE PROBLEM

AND HELP WITH THIS CULVERT AND FILL IN AREA AND �iAKE TWO LANES .
MAYOR LOWE ASKED CITY MANAGER IF THE CQt9MUNITY DEVELOPrfENT
DIRECTOR COULD WOAK WITH HIM ON THIS PROJECT AND MEET WITH HIM A'I'
9 : 00 OR 9 : 30 AM IN THE MORNING . CITY MANAGER STATED COMMUNZTY
DEVELOPMENT DIRECTOR WOULD BE ABLE TO MEET IN THE MORNING . TIAYOR
LOWE REPORTED HE SPOKE TO JOHN PINKSTON REGARDING THE DANGEROUS
CURVE AT THE INTERSECTION OF FM 528 AND LUNDY LANE AND THAT MR .
PINKSTON LOOKED AT THE AREA AND SAID HE DID NOT SEE A PROBLEM .
MAYOR LOWE RECOMMENDED THE HOMEOWNERS MEET WITH HIM TO SHOW HIM
THE PROBLEM AND THEN HE COULD CONTACT MR . PINKSTON AGAIN . MAYOR
LOWE REPORTED HE SPOKE TO GALVESTON COUNTY ROAD SUPERINTENDENT
AND COUNTY COMMISSIONER PRECINCT REGARDING THESE ROADS AND THEY
FEEL THE STREET WILL NOT HOLD UP DUE TO THE DRAINAGE . MAYOR LOWE
ASKED MR . GLEN EOX WHO WAS IN THE AUDIENCE AND LIVES IN THE AREA
IF THE DRAINAGE DISTRICT COULD HELP OUT AND PfR . BOX SAID TFiEY
PROBABLY COULD . MAYOR LOWE REPORTED HE WOULD DISCUSS T'HE DRAINAGE
PROBLEM WITH THE DRAINAGE DISTRICT AND WILL GET BACK WITH THE
HOMEOWNERS .
CITX MANAGER PRESENTED OVERVIEFJ OF THE CURRENT YEAR � S BUDGET IN
REGARDS TO THE CONTINUING 1988- 1989 STREET PROGRAM AND RECAPPED
BY YEAR STREET PROGRAMS AND REASONS FOR COST OVERRUNS . FINANCE
DIRECTOR PRESENTED OVERVIEW OF THE CURRENT YEAR BUDGET AND
PROJECTED OVERRUNS . CITY MANAGER PRESENTED REPORT ON FINANCIAL
STATUS OF STREET PROJECT IV ( IMPERIAL , FALLING LEAF , MISTY ,
MERRIEWOOD) ; PROJECT V (LORI WOODS ) ; AND THE COUNTY PROGRAM ( OAK
VISTA , PINE , WINDCREEK , WINDSONG , WINDWOOD ) ; PROJECTED , LEISURE

WITH COUNCILMAN PRIHODA AND STAFF ON LOOKING AT THE ROAD
PROJECTS .
DISCUSSION WAS HELD REGARDING LEFT—TURN LANE ON EAST WINDING WAY
AT FM-528 WITH NO ACTION BEING TAKEN AT THIS TIP4E . COUNCIL
REQUESTED CITY MANAGER PROVIDE A TRAFFIC COUNT OF THE AREA
APPROXIMATELY 90 DAYS AFTER THE BRIDGE OP� FAIENDSWOOU LINE ROAD
IS RE—OPENED .

MANAGER REPORTED THE SWIMMING POOL IS GETTING READY TO BE RE—
OPENED WITH THE ELECTRICAL REPAIRS MADE WHICH WERE UNDER
WARRANTY . CITY MANAGER PRESENTED TRAFFIC CONTROL DEVICE SCHEDULE
IN COMPLIANCE WITH ORDINANCE 300 WITH COPIES BEING DISBURSED TO "
, CITY MANAGERS OFFICE , CITY SECRETARYS OFFICE , POLICE DEPARTMENT ,
COURT OFFICE AND TO PUBLIC WORKS . THE NEW PRESIDENT OF
HOMEOWNERS ASSOCIATION OF KINGSPARK WHITEHALL AREA BROUGHT A LIST
OF TRAFFIC CONTROL DEVICES THAT WERE NEEDED AND FROM THAT AN
ANALYSIS WAS CONDUCTED AND IT WAS DETERMINED FIVE STOP SIGNS AND
TWENTY TWO YIELD SIGNS WHICH WILL BE INSTALLED AS SOON AS THE
WORK CAN TAKE PLACE . THE HUMANE DEPARTMENT HAS PURCHASED A NEW
TRAP FOR CATS AND RACOON AND HAS PURCHASED A TRANQUILIZER GUN AND
STAFF WILL ATTEND TRAINING FOR USE OF THE GUN . THE DISCUSSION
REGARDING FEES FOR AMBULANCE SERVICE WILL BE POSTPONED UNTIL
ROBERT MCKAY CAN MEET WITH US .
