MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT
WAS HELD ON FEBRUARY 22 , 1988 AT CITY HALL AT' 7 : 00 PM WIT'H THE
FOLLOWING PRESENT CONSTITUTING A QUORUM: _

PEOPLE ATTENDING . MR . WRIGHT STATED THAT SAN JACINTO COLLEGE HAS
ALL PAPERWORK ON THE PROPOSAL FOR REVIEW , COMMENTS R�GARDING THE
PROPOSAL MUST BE SUBMITTED TO E . P . A . IN WRITING BY MARCFi 1ST .
MR . WRIGHT STAT'ED MOST COMMENTS BY CITIZENS AT"I'ENDING THIS "
MEETING WERE FOR TOTAL CLEAN UP , WAP1T THE FENCE REMOVED FROM
AROUND THE SITE , REGULAR MAINTENANCE OF MUD GULLY , SAFETY OF
INCINERATION AND OTHER ALTERNATIVES OF DISPOSAL OF CONTAMINATED
SOIL . MR . LOU BARINKA ADDRESSED TFIE ALTERNATIVES AND PRESENTED
HANDOUTS SHOWING THE VARIOUS METHODS OF DISPOSAL .
COUNCIL DISCUSSED THE VARIOUS OPTIONS AVAILABLE AND THE CONCERNS
OF THE AREA CITIZENS AND THANKED E . P . A . FOR ATTENDING THIS
MEETING AND PRESENTING THIS INFORr1ATI0N .
A BRIEF RECESS WAS HELD AT THIS TIME .
COUNCILMAN PRIHODA LEFT THE COUNCIL CHAMBERS AT THIS TIME .
COUNCILMAN WICKLANDER ASKED ABOUT THE LEGALITY OF THE ADDITION OF
THE AGENDA ITEM TO DISCUSS 4TH OF JULY STAFF'ING , FINAPdCING , AND
COUNCIL APPOINTMENT OF VOLUNTEERS TO SERVE ON THIS COMP4ITTEE .
MAYOR LOWE STATED HE WOULD LIKE FOR THE RECORDS TO REFLECT HE WAS
NOT CALLED TO REQUEST THIS AGENDA ITEM BE PLACED ON THE AGENDA .
COUNCILMAN JORDAN STATED SHE TRIED TO REACH THE CITY SECRETARY ' S
dFFICE AND WAS UNABLE TO REACH ANYONE AND REQUESTED THE CITY
� MANAGER CHECK WITH F�UR COUNCILMEMBERS TO SEE IF THERE WAS ANY
OBJECTION TO ADDING THE 4TH OF JULY SUBJECT TO THE AGENDA WHICH
THERE WAS NO OBJECTION AND THEREFORE REQUESTED THE CITY MANAGER � S
OFFICE PREPARE THE ADDENDUM .
COUNCILMAN LEE RECOMMENDED A �lTH OF JULY COMt9ITTEE MEETING BE
POSTED FOR 7 : 00 NEXT MONDAX AND THAT THE AGENDA INCLUDE THE
APPOINTMENT OF A TEt7PORARY CfiAIRMAN , OVERVI�W OE. THE 4TH OF JULY ,
SELECTION OF SUB—COMMITTEES , SETTING �F DATE AND TIME OF NEXT
MEETING AND ADJOURNMENT . COUNCILMAN LEE ALSO RECOP4MENDED THAT
LONG TERM SOLUTION COMMITTEE CONSISTING OF THE 87 CHAIRT4AN , BENNY
BAKER , THE 88 CHAIRMAN , TO BE DETERMINED , A MEr9BER OF CITY
COUNCIL , JIM HARRELL (WHO AT THAT TIME WILL NOT BE A CITY COUNCIL
1�9EMBER WHO HAS EXPRESSED AN INTEREST IN LOtJG RANGE PLANNING) AND
KATHLEEN HOLT AND THAT TF�EY DE ASKEA TO PRESENT THEIR
RECOMMENDATIONS TO THIS GROUP AFTER THE 4TH OF JULY BUT NO LAT'ER

ASSISTANCE AND WITH THE HIRING OF A NEW RECREATION COORDINATOR
THE VOLUNTEER COMMITTEE SHOULD BE ABLE TO GET THE STAFF SUPPORT �

COUNCILMAN PRIHODA RETURNED TO THE COUNCIL CHAMBERS AT THIS TIME .

�� POLICY AS RECOMMENDED , BY COUNCILMAN LEE AS STATED ABOVE .

COUNCILMAN WICKLANDER LEFT THE C�UNCIL CHAMBERS AT THIS TIME .
COUNCILMAN LEE STATED SHE HAS CONTACTED AS MANY OF THE UOLUNTEERS
FOR THE 4TH OF JULY COMMITTEE THAT WERE ON THE LIST THAT WAS
APPROVED BY COUNCIL TO SEE IF THEY WANTED TO SERVE ON THIS
COMMITTEE AND IN SIIMMARY , HAS 10 YES , 6 N0 , 1 QUALIFIED YES AND 3
PEOPLE WERE UNABLE TO BE REACHED .
A LENGTHY DISCUSSION WAS HELD REGARDING STATEMENTS THAT WERE hiADE .
LAST WEEK REGARDING CONTRACTING OUT FOR THE 4TH OF JULY
CELEBRATION WITH COUNCILMAN PRIHODA REQUESTING CHAr4BER PRESIDENT
LINDA YEAGER TO CLARIFY HER COf9MENT FROM LAST WEEK , WHICH SHE
DID . SANDY MUSGROVE AND FRANK WEBB ADDRESSED COUNCIL REGARDING
THEIR CONCERNS REGARDING THE 4TH OF JULY COMMITTEE .
COUNCILMAN WICKLANDER RETURNED TO THE COUNCIL CHAMBERS AT THIS
TIME .
COUNCILr4AN WICKLANDER STATED HE QUESTIONS THE LEGALITY OF THE
ADDENDUM AND REQUESTED HE BE ALLOWED NOT TO VOTE ON THE MOTION . "
COUNCILMAN NEWMAN STATED THAT DUE TO THE IMPORTANCE OF ACTING ON
THIS 4TH OF JULY MATTER THAT THE ADDENDUM TO THE AGENDA WAS
POSTED AND THAT SHE HAD NO PROBLEM WITH THAT ACTION .
