MAYOR LOWE REPORTED COUidCIL P4ET WITH PLANNING AND ZONING LAST WEEK TO ��IORK ON A SUBDIVISION DEVELOPMFNT PAOBLEM , MAYOR LOWE REPORTED THE CORP OF ENGINEERS F1ILL P�lEET WITH CITY OFFICIALS ON FEBRUARY 8TH AT T'FiE FR]:ENDSWOOD I,If3RARY T'0 PRESENT AN UPDATE ON THE PROGRESS ON CLEAR CREEK PROJECT . MAYOR LOWE REPORTED COUNCILMAN LEE IS WORKING WITH HIM UN TfiE PROJECT AND � COUNCILMAN LEE REPORTED THE PRELIMINARY PLANNING HAS BEGUN AND A LIST OF THOSE TO SEND INVITATIONS TO IS BEING COMPILED FOR THE MEETING . COUNCIL WILL P�EED TO VOTE NEXT WEEK TO CHANGE THE MEETING TIME FROM 7 : 00 PM TO 6 : 00 PM ON FEBRUARY 8TH TO ALLOW COUNCIL TO ATTEND . MAYOR LaWE REPORTED COUNCILMAN JORAAN IS OUT ILL AND COUNCILMAN WICKLANDER IS OUT DUE TO BUSINESS COMMITMENTS AND UNABLE T� ATTEND THE COUNCIL MEETING THIS EVENING . COUNCIL�4AN NEWMAN REPORTED SHE HAS RECEIVED CORRESPONDENCE FROM A RESIDENT ON IMPERIAL DRIVE REGARDING WHETHER OR NOT THIS STREET WOULD BE FIXED THIS WEEK . COUNCILMAN NEWMAN REPORTED SHE ADVISED THIS RESIDENT THAT PLANS WERE FOR THE CONTRACTOR TO WORK ON THIS STREET AS SOON AS WEATHER PERMITS . MS . MARLENE MORGAN APPEARED BEFORE COUNCIL TO ADDRESS THE ISSUE OF THE "976" PORNOGRAPHIC TELEPHONE MESSAGES AND URGED COUNCIL TO SUPPaRT THE BLOCKING OF THIS NUMBER . PAUL SCHRADER ANNOUNCED HIS PLANS TO FILE FOR THE OFFICE OF MAYOR AT THE APPROPRIATE 7'IME . CITY MANAGER REP�RTED THAT COUNCILMAN LEE ASKED ABOUT THE STATUS OF THE PROPOSED CLOVER ACRES DRAINAGE AND PRESENTED A BRIEF RECAP OF THE PAST EVENTS. CITY MANAGER REPORTED SHE HAD SPOKEN WITH FRANK FRANKOVITCH OF THE DRAINAGE DISTRICT REGARDING THE STUDY AND HE ADVISED FIE WILL BE MEETING WITH BRAZORIA COUNTY DRAINAGE DISTRICT FOR TEiEIR INPUT AND THEN WILL SET UP A MEETING FOR THOSE INTERESTED . CITY MANAGER REPORTED THE SEWER LINE RELOCATION ON FM. 518 IS MOVING ALONG VERY NICELY . CITY MANSGER PRESENTED AN UPDATE ON STREET PROJECT IV AND STREET PROJECT V . THE AMOCO GAS LINE AGREEMENT HAS BEEN SIGNED BY THE MAYOA AND BY AP90C0 AND AFTER COST ESTIMATE IS DETERMINED AND IF THE ESTIMATES ARE IN THE 1 366 RANGE THE MAYOA IS AUTHORIZED 7'0 APPROVE , TFiE CHANGE OADER WIIaI. THE 1987 AUDIT IS SCHEDULED TO BE FINISHED BY JANUARY 28 . THE PAPERWORK TO FILE FOR ABATEMENT FROM THE PAYMENT MADE TO THE IRS HAS BEEN COMPLETED AND WILL BE REVIEWED BY THE AUDITOR AND MAILED TOMORROW . PRESENTED A REPORT , ON THE PAPERTRAIL ON INTEREST EARNED ON THE ROLLOVER ESCROW FIIidD THAT COUNCILMAN JORAAN WAS ABLE TO GET FOR THE CITY . COUtdCILFiAN PRIHODA REQUESTED THE CITY MANAGER TO CHECK ON THE STATUS OF �y WHISPEAING PINES BRIDGE AND AEPORT BACK TO COUNCIL . A LENGTHY DISCUSSION WAS HELD REGARDING PRESENTATION BY MAYOR LOWE ON PROPOSED LOCATED OF SURFACE WATER SUPPLY LINES AND FINANCING . MAYOR LOWE RECOMMENDED A COMPARISON ON THE COST � S HE HAS PRESENTED AND THE COST ' S T'HE STAFF HAS PR�PARED ON THE TWO SITES IN QUESTION . MAYOR LOWE READ CORRESPONDENCE INTO THE RECORD FROM CITY OF IiOUSTON DA'PED JANUARX 1 1 , 1 988 IN RESPONSE 'I'0 CITY OF FRIENDSWOOD CORRESPONDENCE DATED DECEP9BER 16 , 1987 REGARDING PAYMENTS BY THE CITY OF FRIENDSWOOD WITH 8 . 1 � FINANCING FOR CAPITAL COST SHARING PROJECT FOR THE SOUTHEAST WATER PURIFICATION PLANT . FRANK ILDEBRANDO BRIEFED COUNCIL ON A REQUEST THAT WILL BE COMING BEFORE COUNCIL TO PASS A RESQLUTI4N TO HELP SOLVE A S�1ALL PRODLE41 IN REGARDS TO THE ESCROW ACCOUNT THAT WAS SET UP ON THE REFUPIDING BONDS A YEAR AND A HALF AGO ON ONE OF THE 108 BOND ISSUES��� WHICH WAS SUBJECT TO A CALL FEATURES . THE CALL FEATURE WAS PUBL'ISHED IN ERROR AND THE ALLIED BANK . HAS CONTINUED TO PAY �N THOSE BONDS EV�N THOUGH THE CASH WAS NOT AVAILABLE TO THEh9 . THE CASH IS IN THE ESCROW ACCOUNT AND WILL BE MADE AVAILABLE TO ALLIED BANK OVER THE NEXT FEW YEARS . ALLIEU BANK HAS AGREED TO GO AHEAD AND PAY THE BOND HOLDERS ACCORDING TO THE CALL FEATURES AND ACCEPT THE PAYMENTS FROM THE ESCROW ACCOUNT IN THE YEARS TO COME . CITY MANAGER REPORTED SHE COULD NOT RECOt�IMEND THE CONSTRUCTION AND MAINTENANCE AGREEMENT BETWEEN THE CITY OF FRIENDSWOOD AND TFiE STATE DEPARTMENT OF HIGHWAYS AND PU$LIC TRANSPORTATION FOR BRIDGE REPLACEMENT OR REHABILITATION OFF THE STATE SYSTEM LOCATED AT BAKER ROAD AT COWART CAEEK AND MARY � S CROSSING AT MARY � S CREEK DUE TO THE FACT THAT THE BRIDGE AT BAKER ROAD IS BASICLY .USED BY EXXON AND THEY SHOULD INCUR THE COST AND THE BRIDGE AT MARY � S CREEK WOULD HAVE TO BE BUILT TO STATE HIGHWAY DEPARTMENT SPECIFICATIONS AND THE CITY ' S SHARE WOULD BE APPROXIMATELY $6� , 200 .
