LOWE . ,A MAYOR PRO—TEM PHYLLIS LEE COUNCILMAN JIM HARRELL COUNCILMAN EVELYN NEWMAN COUNCILMAN JOE PRIHODA COUNCILFiAN BOB WICKLANDER CITY ATTORNEY JOHN OLSON CITY MANAGER ANNETTE BRAND CITY SECRETARY DELORIS MCKENZIE ABSENT FROM THE MEETING WAS COUNCILt9AN JAN JORDAN . � INVOCATION WAS GIVEN BY COUNCILMAN JIM HARRELL . � MAYOR LOWE ANNOUNCED THE REASON COUNCIL MEE'I'ING IS BEING HELD AT � THIS TIME IS TO ALLOW COUNCIL MEP4BERS TO PARTICIPATE IN THE TREE (� LIGHTING CEREMONIES AT 7 : 00 PM AND URGED EVERY�NE T� ATTEND . m MAYOR LOWE ANNOUNCED HE DID MEET WITH THE GULF COAST WASTE Q DISPOSAL AUTHORITY AND THE OTHER PARTICIPANTS AND THEY FBEL THERE WILL BE A SLIGHT INCREASE IN THE SEWERAGE THIS YEAR AND THAT THERE IS A PROPOSED b� SALARY INCREASE . COUNCILMAN NEWMAN REPORTED THE WALDEN POND CLEAN UP PROGRAM IS STILL BEING WORKED ON . THE WALDEN POPaD PROJECT WAS TURNED OVER BY F . S . L . I . C . TO F .A .D .A . WHICE� HAS MOVED TO ATLANI'A ANA f1AVE NOT BEEN REACHED AT THIS TIME . THE CITY ATTORNEY SUGGESTED CONTACTING OUR CONGRESSMAN FOR HELP IN WORKING WITH F . A .D . A . IN GETTING THIS PROJECT CLEA[3ED UP . THE CITY ATTORNEY ADVISED THAT THE CITY COULD NOT SPEND CITY FUNDS TO CLEAN UP THIS PRUJECT . COUNCILMAN WICKLANDER REPORTED THAT ON DECEr4BER 1 , HE P4ET WITH THE HOMEOWNERS ASSOCIAI'IOt� OF RANCHO VIEJO AND THEX FiAD S�ME RUESTIONS REGARDING THE PROPOSED PARK OFF WINDEMERF RUAD , INSTALLATION OF DEAD END STREET SIGNS AT THE ENTRANCE , SPEED LIMIT SIGNS ON $OTH STREETS , INSTALLATION OF STREET LIGHTS AND DRAINAGE . AND PAT HALLISEY , EXECUTIVE DIRECTOR OF GALVESTON COUNTY BEACH PARK BOARD , REGARDING THE T'RANSFER OF THE LETZERICH PROPERTY FROM THE SPECK FOUNDATION TO THE TEXAS PARKS AND RECREATION , INC . . THE TRANSFER LOOY.S VERY PRQMISING AND GALVESTON COUNTY IS PURSUING DEVELOPMENT OF THIS PROPERTY INTO A COUNTY PARK . COUNCILMAN WICKLANDER ANNOUNCED HE IS CONSIDERING RUNNING FOR COUNTY COMMISSIONER OF PRECINCT THREE AND WILL MAKE A FIt3AL DECISION IN TWO WEEKS . CITY MANAGER REPORTED THE RAIN HAS CAUSED PROBLEMS ON STREET PROJECT IV , THE CONTRACTOR IS PUMPING WATER AND DRYING OUT AND GETTING READY TO SET FORMS AND COULD POUR FRIDAY . , STREET PROJECT V IS MOVING ALONG WITH CONGRETE BEING CURED OI� MAGNOLIA BY THE POST OFFICE SIDE AND THE OTHER SIDE IS IN THE PROCESS OF BEING CUftED AT THIS TIME . THE PRELIr1INARY PLANNING FOR THE NEXT UPCOMING STREET PROJECT HAS HEGUN WITH A �9EETING BEING HELD WITH TfiE PEOPLE ON LEISURE LAND AND CLEAR CREEK DRIVE AND THEY WOULD LIKE TO SEE THE DRAWINGS FOR t�ORE SPECIFIC DETAILS . THE CONSTRUCTION SIGNS FOR THE FRIENDSWOOD LINK BRIDGE ARE UP AND THE CONSTRUCTION WILL START DECErfBER 14 . A MEETINC WAS HELU WITH 1 354 � COUNCILMAN WTCKLIINUER , DR . HFAAN , AUf�Efl1' MCKAY AND CITY MANAGER AND ALL AGREED TO ADVERTISE E'UR A PAZU PARAMEU7C . THE APPLICATION FOR A GRANT WAS NOT AWARDED FOR DRUG PREVENTSON FOR FRIENDSWOOD WITH MOST OF THE GRANTS GOING TO COUNTY AGENCIES . CITY MANAGER STATED THE CITY NEEDED TO DETERMINE UISTRIBUTION �F FUNDS FOR THE SLUGS WHTCH MUCf� BE SPENT WIZ'HIN 30 UAYS . COUNCILMAPJ JORDAN SUGGESTED TRANSFERING INTO THE PAYROLL ACCOUNT ' AND THEN OTHER MONIES CpULU BE TRANSFERED OUT . COUNCILAfAN WICKLANDER SUGGESTED TRANSFERRING INTO ROAD FUND . AFTER � ,, DISCUSSION IT WAS DECIDED TO T'AKE ACTION ON THIS ALLOCATION AT THE NEXT MEETING . CITY MANAGER RECAPPED PAYMENTS TO I . R . S . AND THE PENALTY AND INTEREST CHARGES AND REPORTED THE CITY IS WORKING WITH THE I . R . S . TO REGAIN TH� FUNDS THAT WAS PAID IN TO SZ'OP THE PENALTY AND INTEREST BEING CHARGED . COUNCILMAN WICKLANDER ASKED THE CITY MANAGER TO REPORT ON THE RELOCATIOtJ OF WATER LINES ON FM 518 WITH THE CITY MANAGER ADVTSING AN OUTSIDE CONTRACTOR HAS BEEN BROUGHT IN AS CITY STAFF WAS PULLED OFF WORK ON STREET PROJECT V TQ DO EMERGENCY RELOCATION OF WATER AND SEWER LINES . LENGTHY DISCUSSION WAS HELD REGARDING PROPOSED LOCATION OF SURFACE WATER SUPPLX LINE AND FINANCIPIG OF SURFACE WATER SUPPLY LINE AND OTHE�i WATER AND SEWER CAPITAL PROJECT'S , WITH CITY STAF'F PRESENTING PLANS THAT WERE WORKED ON BY MAYOR LOWE , PUBLIG WORK.S DIRECTOR , ENGINEERING AND UTILITY SUPERVISOR . CITY ATTORNEY ADVISED HE MET WITH PUBLIC WORKS DIRECTOR JON VAN DEN BOSCH REGARDING A 7 1 !2 y6 FINANCF PLAN WITH THE CITY OF HQUSTON AND HAS DRAFTED A LET'TER OF AGREEl9ENT FOR THE COUPaCILS CONSIDERATION AND THE MAYORS SIGNATURE IF APPROVED . THE CITY MANAGER REPORTED OTHER FUNDING NEEDS TO $E OBTAINED AS SOON AS POSSIBLE FOR RIGHT OF WAY , TOWER ESTATES LINE FOR THE SPORTS COP9PLEX AP]D �4UD 55 WILL BE GOING OUT FOR BIDS FOR TfiE SHARRD LTNE TO BE AWARDED EARLY JANUARY AND REQUESTED APPROVAL TO CHECK WITH FR�NK ILDEBRANDO , UNDERWOOD NEUFiAUS REGARD.ING REGARDING THE IPIPACT UN THE BUDGET . ��MOTION WAS MADE BY COUNCII�T9AN HARRELL TO APPROVE CONSENT AGENUA FOR PAYMENT OF CAPITAL PROJECTS AS PRESENTED . SECONDED BY COUNCILMAN WICKLANDER . MOTION APPROVED UNANIMUUSLY . MAYOR LOWE LEFT THE MEETING AT THIS TIME . MAYOR PR—TEM PHYLLIS LEE PRESIDED OVER THE I�9EETING AT TH1S TIME .
