LUCHT DAY" IN FRIFNDSWOOD . P9R . AND MRS . LUCHT ACCEPTED THE
PROCLAMATION ON BEHALF OF ROBBIE WHO F�AS BEEN IN A COP9A FOR OVER
4 YEARS AND INVITED EVERYONE TO PARTICIPATE IN THE "ROBBI� LUCHT
DAY" FUND RAISING FESTIVITIES TO BE HELD AT THF FRIENDS CHURCH ON
SATiIRDAY BEGINNING AT 12 : 00 NOON .
PAUL SCHRADER APPEARED BEFORE COUNCIL �1ND REPORTED ON RESEARCH
FOR AN ELECTRONIC COMMUNITY SIGN . MR . SCHRADER INTRODUCED
REPRFSENTATIVE FROM NATIQNAL DISPLAX SYSTEMS WHO PRESENTED A
PACKAGE PROPOSAL FOR A COMMUNITY SIGN WHICH COULU BE PATU FQR BY
ADVERTISERS AND THEN COULD $E DONATED TO THE CITY . THE SIZE OF
THE PROPOSED SIGN WILL BE 1 �# ' 6" HIGH WITH ADVERTISING SPACE OF
2 ' 7" WITH A TOTAL SQUARE FOOTAGE OF 68 SQ . FT . FOR A TOTAL COST
OF $29 , 000 . COUNCIL STATED THEY WOULD REVIEW THIS PROPOSAL AP�D
ALSO REVIEW AREAS FOR LOCATION .
MR . STACX LACY , PRESIDENT OF TEXAS COMMERCE BANK APPEARED BEFORE
COUNCIL TO PRESENT A CHECK IN TfiE AMOUNT OF $48 , 293 . 00 AS THE
CITY OF FRIENDSWOODS PROFIT FROt4 THE RE—FINANCING OF THE 1986
BOND SERIES AS PROVIDED BY COUNCILMAN JAN JORDAN .
DISCUSSION WAS HELD REGARDING RECOMMENDATION OF PARKS AND
RECREATION BOARD PRESENTED BY CHAIRMAN JUDY RAGLAND FOR FACILITY
USAGE FEES WITH NO ACTION BEING TAKEN . MAYOR LOWE APPOINTED
COUNCILMAN LEE AND COUNCILMAN HARRELL TO WORK WITH THE PARKS
COMMITTEE REGARDING TFiESE CHARGES AND MAKE A RECOMMENDATION BACK
TO COUNCIL .
CITY MANAGER AND STAFF PRESENTED A REPORT O,N THE PROPOSED
LOCATION OF SURFACE WATER SUPPLX LINE WITH A LENGTHY UISCUSSION
FOLLOWING WITH COUNCIL AUTHORIZING MAYOR LOWE TO W4RK WITH STAFF

SCHEDULE . RELOCATION OF UTILITY LINES ON FM 518 WAS BUDGETED FOR
$90 , 000 BUT WILL COST APPROXIMATELY $ 120 , Q00 DUE TO THE NEW STATE
LAW ON TRENCHING . CITY MAtaAGER PRESENTED PERFORMANCE EVALUATION
FORMS USED BY CITY OF I�OUSTON FOR PROFESSIONAL CONTRACTS AND
ASKED IF COUNCIL WOULD LIKE TO USE THESE FORMS . COUNCIL STATED
IT WOULD BE A GOOD IDEA TO INITIATE SOME FORM OF EVALUATION AND
COULD ADD COMMENTS FROM HOMEOWNERS . COUNCIL SUGGEST'ED PLACING ON
THE AGENDA FOR RECOMMENDATION AT THE NEXT MEETING . CITY MANAGER
AND ROBERT MCKAY FROM THE AMBULANCE DIVISION REPORTED TO COUNCIL
THEY HAVE BEEN UNABLE TO COP9PLETE THE CONTRACT WITH GALVESTOIJ
COUNTY FOR A PAID PARAMEDIC . COUNCILMAN WICKLANDER SUGGESTED A
MEETING BE SET UP FJITH CITY MANAGER AND ROBERT MCKAY TO WORK QN
THIS PROJECT . CITY MANAGER REPORTED SHE AT'TENDED A FUTURE OF
TEXAS CONFERENCE LAST FRIDAY .
COUNCILMAN WICKLANDER ASKED CITY MANAGER ABOUT THE LET'TER TO ROPJ
CROWDER REGARDING THE PAVIt1G OF THE PARKING LOT AT THE LII3RARY
AND ASKED WAS THIS BEING ADDED ON THE STREET PAVING FROGRAM?
CITY MANAGER REPORTED THAT COUNCILMAN HARRELL ASKED COULD T'HE
PARKING LOT F3E PAVED WHILE THE COUNTY WAS DOING PAVING IN THE
CITY AND THEREFORE A LETTER SIGNED BY THE MAYOR WAS SENT ASKING
THE PARKING LOT BE PATCHED . PUBLIC WORKS DIRECTOR STATED HE WAS
UNDER THE UNDERSTANDIIJG THIS WAS THE STRTP ALONGSIDE THE BUILDING
AND HAD DISCUSSED THIS WITH THE COUNTX SUPEAINTENDENT . DUE TO
THE CONFUSION QF WHAT WAS BETNG REQUESTED THE CITY MANAGER WAS
ASKED TO RECIND THE LE�'TER OF REQUEST APID HAVE COUNCILMAN
WICKLANDER CALL COMMISSIONE�i CROWDER 'TO RESOLVE THE CONFUSION .
MAYOR LQWE ASKED FOR A REPORT ON THE I . R . S . MATTER . CITY MANAGER
ADVISED THAT THE CITY PAID TIiE $40 , 000 PENALTY AND INTEREST TO
STOP ONG�ING CHARGES AI3D THEN Z'HE CITY WILL AFPEAL AS THE CITY
HAS DOCUMENTATION OF PAXMENTS Tf�AT WERE NOT RECEIVED BY I . R . S . .
