MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT .
WAS HELD ON OCTOBER 29 , 1987 AT CITY HALL AT 6 : 00 PM WITH THE
FOLLOWING PRESENT CONSTITUTING A QUORUM:

� MAYOR ANNOUNCED THE ground breaking FOR VILLAGE ON THE PARK
(� RETIREMENT CENTER ON FM 528 WAS HELD SATURDAY AND WAS WELL
� ATTENDED AND ENJOYED BY ALL .
� COUNCILMAN LEE REMINDED EVERY�NE OF THE FIRST CLEAR CREEK
m PADDELING SAFARI TO BE HELD THIS SUNDAY BEGINNING AT FAANKIE
Q CARTER RANDOLPH PARK AND ENDING AT CHALLENGER PAAK . THIS EVENT IS
A JOINT VENTURE BETWEEN THE CITY OF FRIENDSWOOD AND HARRIS COUNTY
PRECINCT 1 PARKS COMMITTEE .
COUNCILMAI3 JORDAN PRESENTED A BRIEF REPORT ON THE
REFINANCING OF BONDS IN 1986 . COUNCILMAN JORDAN STATED THAT THE
STOCK MARKET HAPPENINGS LAST WEEK OPENED UP A NEW MARKET WHICH
THE CITY COULD TAKE ADVANTAGE OF AND WOULD RESULT II3 A PROFIT OF
$40 , 000 TO THE CITY AT NO EXPENSE TO THE CITY , COUNCILMAN JORDAN
RECO1�iMENDED THE CITY TAKE ADVANTAGE OF THIS TRADE AND ALL�W THIS
TRADE T� BE HANDLED IN THE MORNING AND ACTION BE RATIFIED AT THE
NEXT MEETING . COUNCIL HAD NO OBJECTIONS TO THTS TRADE AND WILL
RATIFY EXECUTION OF THE NECESSARY DOCUMENTS .
COUNCILMAN WICKLANDER ANNOUI3CED THERE WOULD BE AN APPRECIATION
SUPPER FOR COMMISSIONER RON CROWDER ON NOVEMBER 7 FROM �4 TO 7
P .M. AT JONES HANGAR AND THE COST FOR THE CHILI SUPPER WILL BE
$5 . 00 PER PERSON .
COUNCIL CONVENED IN EXECUTIVE SESSION ACCORDING TO TEXAS OPEN
MEETINGS LAW ARTICLE 6252-17 , TEXAS VERNONS CIVIL STATUTES ( e )
SEEKING ATTORNEYS ADVICE WITH RESPECT TO PENDING OR CONTEMPLATED
LITIGATION , OR SETTLEMENT OFFERS .
• COUNCIL RE-CONVENED IN OPEN SESSION .
MAYOR LOWE READ THE FOLLOWING STATEMENT INTO THE RECORD , "AS
EVERYONE IS AWARE , WE ' VE HAD PROBLEMS GETTING STREET PROJECT IV
COMPLETED . THE CITY � S CONTRACTOR , TRAX CONSTRUCTORS , ABANDONED
THE JOB SEVERAL WEEKS AGO . THEY NOTIFIED US THAT THEY ABANDONED
THE JOB BECAUSE THEY DID NOT RECEIVE DAILY REPORTS OF WORK THEY
HAD DONE FROM THE FROJECT REPRESENTATIVES ON CERTAIN DAYS � AND
THAT THE PROJECT ENGINEER AND TESTING LABORATORY HAVE BEEN
UNREASONABLE . WE HAVE MET WITH REPRESENTATIVES FROM TRAX AND
THEIR BONDING COMPANY IN AN ATTEMPT TO GET TRAX BACK ON THE JOB.
HOWEVER , THE CITY COUNCIL CANNOT AGREE TO CERTAIN OF THE
CONDITIONS DEMANDED BY TRAX , NAMELY , THAT THE CITY ' S ENGINEER ,
MALCOLM COLLINS , AND THE LABORATORY TESTING COMPANY BEING USED BY
MR . COLLINS , BOTH BE REMOVED FROM THE JOB . � THEREFORE , IN VIEW OF
THE CRITICAL NEED TO COMPLETE THE JOB AND TO PROTECT THE INTEREST
OF OUR CITIZENS , I MAKE THE FOLLOWING MOTION .

SECONDED BY COUNCILMAN NEWMAN . MOTION APPROVED UNANIMOUSLY .

R87-23 , ENDORSING THE PASSAGE OF REFERENDUM PROPOSITION N0 . 2
$1 ENHANCED 9-1-1 EMERGENCY SYSTEM WHICH WILL APPEAR ON THE NOVEMBER
3 , 1987 GALVESTON COUNTY BALLOT .
SECONDED BY COUNCILMAN LEE . MOTION APPROVED UNANIMOUSLY .
MAYOR LOWE REPORTED HE DID MEET WITH DICK GAY WITH BROWN , GAY &
ASSOCIATES , INC . REGARDTNG BILL AND HAS NO PROBLEM WITH PAYTNG
THE $21 , 668 . 08 INVOICE FOR ENGINEEAING FOR SURFACE WATER .
COUNCILMAN JORDAN PROVIDED COUNCIL WITH A COPY OF LETTER OF
INSTRllCTIONS THAT THE MAXOR HAS EXECUTED IN REGARDS TO THE BOMD
TRADE AND. WANTED TO MAKE COUNCIL AWARE THAT SfiE IS AN EMPLOYEE OF
THE COMPANY HANDLING THIS TRADE AND WILL NOT BE RECEIVING ANY
COMPENSATION FROM THIS TRANSACTION .
