MEETING WITH HARRIS AND GALVESTON COUNTY Ta DISCUSS WHAT IS
HAPPENING TO THE CLEAR CREEK PROJECT . MAYOR LOWE REPORTED HE WAS
INFORMED THERE WERE OTHERS CONCERNED AND THAT A MEETING WILL BE
HELA THIS THURSDAY AT 1 : 30 PM WITH THE CORP OF ENGINEERS .
MAYOR LOWE ADVISEA COUNCIL THAT JUDGE HOLBROOK HAS REQUESTED THE
USE OF COUNCIL CHAMBER AS A POLLING PLACE FOR PRECINCT 56 FOR
ELECTION ON NOVEMBER 3 , 1987 AND IF THERE ARE NO �BJECTIONS , THE
CITY SECRETARY WILL ADVISE THE JUDGE HIS REQUEST IS APPROVED .
MAYOR LOWE ANNOUNCED THE VILLAGE ON THE PARK RETIREMENT CENTER
LOCATED ON FM 528 WILL HAVE A RIBBON CUTTING CEREMONY ON OCTOBER
24 , 1987 .

DISCUSSION OF THIS PROPOSED SUBDIVISION � COUNCIL REQUESTED
PLANNING AND ZONING , THE OWNERS OF THE PROPERTY AND FIRE
DEPARTMENT WORK TOGETHER ON THIS PROJECT .
COUNCILMAN NEWMAN ARRIVED AT THIS TIME .
ROBERT MOTT , DELINQUENT TAX ATTORNEY APPEARED BEFORE COUNCIL TO
PRESENT HIS QUARTERLY REPORT ON COLLECTION OF DELINQUENT TAXES .
" COUNCIL ASKED MR . MOTT ABOUT HIS METHOD OF COLLECTION AND STATED
THEIR APPRECIATION FOR HIS REPORT .
ATTORNEY DICK GREGG REPRESENTING TRAX CONSTRUCTORS APPEARED
BEFORE COUNCIL AND STATED TRAX . IS MAKING AN EFFC�RT TO RESOLVE THE
DIFFERENCES AS THEY HAVE BEEN TRYING TO AO FOR THE LAST MONTH AND
IF THE DIFFERENCES CAN BE RESOLVED PLAN ON BEING BACK ON THE JOB.

IV AND THE CONCEAt3 dF THE CITIZENS ON THESE STREETS . VARIOUS
OTHER CITTZENS ADDRESSED THEIR CONCERNS REGARDING ALLOWING TRAX
TQ RETURN TO THE JOB AND QUESTIQNED PAYMENTS THAT HAVE HE�N MADE .

COUNCILMAN NEWMAN STATED THAT RUMOR WAS THAT THE WOAKERS WERE
TOLD TO PULL OFF THE JOB TO GO TO A BIGGER JOB IN BAY CITY .
COUNCIL AGREED FOR A MEETING TO BE HELD WITH THE ATTORNEY 'S FOR
TRAX, CITY OF FRIENDSWOOD , TRAX REPRESENTATIVE , MAYOR LOWE AND
CITY MANAGER ATTENDTNG TO TRY TO RESOLVE THESE DIFFERENCES . _.
MAYOR LOWE SUGGESTED THE MEETING BE SET FOR 9 : 00 A .M. ON
WEDNESDAY AT CITY HALL . '

COUNCIL TO ANNOUNCE THE FIRST ANNUAL CLEAR CREEK PADDELING SAFARI
SCHEDULED FOA NOVEMBER 1 , BEGINNING AT 1 : 00 PM AT FAANKIE CARTER
RANDOLPH PARK . MR . PLANK ADVISED THAT EVENT INSURANCE IS
REQUIRED AND REQUESTED THE CITY OF FRIENDSWOOD TO SPONSOR THE
EVENT AND PROVIDE THE INSURANCE . IN ORDER TO OBTAIN THE
INSURANCE THE EVENT MUST BE INITIATED BY THE CITY , PUBLISHED BY
THE CITY AND SUPERVISED BY THE CITY , COUNCIL AGREED �'OR
COUNCILMAN LEE TO WORK ON OBTAINING THE INSURANCE AND OBTAINING
THE COST WITH MR . PLANK STATING HIS COMMITTEE WOULD TAKE CARE OF
ANY COST FOR INSURANCE .

CITY MANAGER READ CORRESPOI3DENCE RECEIVED FROM CHUCK TALBOT
REGARDING EMPERE CHATEAU PARK PROPERTY WHICH HE PURCHASED THROUGH
A SHERIFF ' S SAL� AND THEN WAS NOTIFIED THAT DUE TO A TECHNICALITY
THE SALE WAS NOT LEGAL AND THE PROPERTY WOULD AEVERT TO THE THREE
TAXING ENTITIES . MR . TALBOT IS STILL INTERESTED IN THE PROPERTY
AND REQUEST CONCURRENCE FROM THE ENTITTES TO ALL,OW HIM TO
PURCHASE THIS PROPERTY FOR THE $2 , 000 WHICH WHAT HE HAD PAID FOR
IT IN THE SHERTFF ' S SALE AND HE WOULD ASSUME RESPONSIBILITIES FOR
THE TAXES ON THE DATE OF CLOSING . COUNCTL REQUESTED THE CITY
ATTORNEY LOOK INTO THE LEGALITIES OF THIS PROPOSAL AND ADVISE
CO[3NCIL AT THE NEXT MEETING .

CITY MANAGER REPORTED THAT RELATIVE TO BUILDING THE HUMANE
FACILITY THAT THE CITY HAD PAID CITY OF ALVIN TO HOUSE
FRIENDSWOOD ' S ANIMALS , THAT FRIENDSWOOD HAD PAID ALVIN $9 , 53�
FRQM QCTOBER , 1986 TO SEPTEMBER , 1987 . DISCUSSION WAS HELD
REGAADING AT�VERTISING FOR BIDS FOR HUMANE FACILITIES WITH MAYOR
LOWE REPORTING HE HAD REQUESTED GAKY ' SHIRLEY TO ATTEND THIS
MEETING TO PRESENT A STATUS REPORT . GARY SHIRLEY STATED THE '
BASIC PLANS AND SPECIFICIATION WERE READY AT AN ESTIMATED COST OF
$25 , 000 BUT THAT IN-HOUSE COST WOULD BE PERMITS COSTS , SEWER • .�
MAIN, WATER TAP AND FILL DIRT . MR . SHIRLEY STATED CONSTRUCTION
SHOULD TAKE ABOUT 3d DAYS DEPENDING ON FILL DIRT WORK AND THE
WEATHER . MAYOR LOWE ASKED THE CITY ATTORNEY IF THE CITY WOULD
HIRE MR . SHIRLEY TO OVERSEE THIS PROJECT SINCE HE UNDERSTANDS
SETTER THAN ANYONE HOW TO PUT THIS BUILDING TOGETHER WITH THE
CITY ATTORNEY STATING YES THAT SOMEHOW THIS COULD BE WORKED OUT .
CITY MANAGER STATED SHE FELT THAT FIGURES NEED TO BE PULLED
TOGETHER AND WORK SCHEDULE DEVELOPED BEFORE GOING OUT FOR BIDS .
