LOWE MAYOR PRO-TEM PHYLLIS LEE COUNCILMAN JIM HARRELL COUNCILMAN JAN JORDAN COUNCILMAN EVELYN NEWMAN COUNCILMAN JOE PRIHODA COUNCILMAN BOB WICKLANDER CITY ATTORNEY JOHN OLSON CITY MANAGER ANNETTE BRAND CITY SECRETAAY DELORIS MCKENZIE � � INVOCATION WAS GIVEN BY COUNCILMAN JIM HARRELL . � MAYOR LOWE ANNOUNCED COUNCILMAN BOB WICKLANDER HAS BEEN APPOINTED � TO THE GALVESTON COUNTY PARKS BOARD . MAYOR LOWE REPORTED THE CL� TEXAS HIGHWAY DEPARTMENT IS PUTTING ZN A TRAFFIC SIGNAL AT FM-528 GZ AND WINDING WAY AND THAT THE HIGHWAY DEPARTMENT SHOULD BE COMMENDED FOR MOVING ON THIS AEQUEST SO FAST DUE TO THE NUMEROUS ACCIDENTS AT THIS INTERSECTION . MAYOR LOWE ANNOUNCED THE PRESENTATION BY THE FINE ARTS COMMISSION OF THE FREIBURG ORCHESTRA AT THE HIGH SCHOOL WAS VERY S�CCESSFUL , TWO CITY OF FRIENDSWOOD PLATES WERE PRESENTED FOR DIGNATARIES AND ADOPTION CEREMONIES WERE CONDUCTED BY COUNCILMAN NEWMAN TO ADOPT THE ORCHESTRA MEMBERS AS TEXANS . MAYOR LOWE PROCLAIMED SEPTEMB�R 25TH THRU OCTOBER 4TH AS KNIGHTS OF COLUMBUS "DAYS FOR DEAF CHARITIES" . COUNCILMAN LEE REMINDED COUNCIL THAT HARRIS COUNTY MAYORS AND COUNCILMEN � S ASSOCIATION WILL MEET THIS THURSDAY AND THAT JUDGE JON LINDSEY WILL BE THE GUEST SPEAKER . PAUL SCHRADER APPEARED BEFORE COUNCIL ON BEHALF OF FINE ARTS COMMISSION AND THANKED COUNCIL , ESPECIALLY MAYOR LOWE AND COUNCILMAN. NEWMAN FOR PARTICIPATION IN CONJUNCTION WITH THE FREIBURG ORCHESTRA PERFORMANCE . DAVID HEARN APPEARED BEFORE COUNCIL ALONG WITH NUMEROUS HOMEOWNERS ON WINDSONG LANE TO EXPRESS REQUEST FOR PAVING OF WINDSONG LANE . A LENGTHY DISCUSSION WAS HELD BY COUNCIL MEMBERS REGARDING THE PROPOSED BUDGET WITH DIFFERENT VIEWPOINTS BEING MADE WITH THE CITY MANAGER RESPONDING TO THOSE VIEWPOINTS . • �*MOTION WAS MADE BY COUNCILMAN NEWMAN TO APPROVE ORDINANCE T87— 2b , APPROVING AND ADOPTING THE CITY OF FRIENDSWOOD , TEXAS , GENERAL BUDGET FOR THE FISCAL YEAR 1987-1988; MAKING APPROPRIATIONS FOR THE CITY FOR SUCH FISCAL YEAR AS REFLECTED IN SAID BUDGET; AND MAKING CERTAIN FINDINGS AND CONTAINING CERTAIN PROVISIONS RELATING TO THE SUBJECT . SECONDED BY COUNCILMAN JORDAN . MOTION APPROVED . MAYOR LOWE AND COUNCTLMAN WICKLANDER OPPOSED . MALCOLM COLLINS WITH COENCO APPEARED BEFORE COUNCIL AND STATED HE HAD A DIFFERENCE OF OPINION WITH THE FIGURES THAT WERE PRESENTED BY THE CITY MANAGER AND STAFF IN RELATION TO THE WORK THAT COENCO HAS PROVIDED IN THE PAST . � 1 � � 326 K . SPECK APPEARED BEFORE COUNCIL REQARDING THE 5 YEAR ROAD PROQRAM AND TIME FRAME FOR LEISURE LANE . COUNCIL ASSURED MR . SPECK THAT THE ROAD PROGRAM IS A PRIORITY AND WILL CONTINUE TO WORK ON THIS PROGRAM. ��MOTION WAS MADE BY COUNCILMAN LEE TO APP�OVE OADINANCE T87-25 , APPROVING AND ADOPTING THE CITY OF FRIENDSWOOD , TEXAS , REVENUE ' SHARING BUDGET FOR THE FISCAL YEAR 1987-1988 ; MAKING � APPROPRIATIaNS FOR THE CITY FOR SUCH FISCAL YEAR AS REFLECTED IN • ,3 SAID BUDGET; AND MAKING CERTAIN FINDINGS AND CONTAINING CERTAIN PROVISIONS RELATING TO THE SUBJECT . MOTION APPROVED UNANIMOUSLY . �� **MOTION WAS MADE BY COUNCILMAN WICKLANDER TO APPROVE AUTHORIZING THE MAYOR TO EXECUTE AN INTERLOCAL AGREEMENT WITH GALVESTON �� COUNTY FOR PAVING OF CERTAIN STREETS WITHIN THE CITY LIMITS . SECONDED BY COUNCILMAN HARRELL . MOTION APPROVED UNANIMOUSLY . CITY MANAGER REPORTED THAT ROBERT MOTT , DELINQUENT TAX ATTORNEY WILL BE ABLE TO REPORT DURING OCTOBER , LOCAL TAX OFFICE SHOWS 125 ACCOUNTS HAVE BEEN PAID AND PAYMENT PLANS HAVE BEEN ESTABLISHED FOR 29 INAIVIDUALS COVERING 82 ACCOUNTS . THERE IS A PUBLIC HEARING SCHEAULED AT 10 : 00 THURSDAY BY THE GALVESTON COUNTY HOUSING AUTHORITY ON THE RETIREMENT CENTER TO BE BUILT ON FM-528 . CITY MANAGER REPORTED 9- 1 -1 WILL BE ON THE NOVEMBER BALLOT FOR GALVESTON COUNTY AND FRIENDSWOOD WILL BE ABLE TO OPT OUT OF THE GALVESTON SYSTEM IF APPROVED AS WE ARE IN THE HARRIS COUNTY 9- 1-1 SYSTEM. THE STREET PROGRAM ON IMPERIAL DRIVE , MISTY AND FALLING LEAF IS ONGO BUT HAS BEEN SLOWED DUE TO THE CURING OF THE CONCRETE . MAYOR LOWE STATED THAT SINCE THIS ROAD PROJECT IS GOING VERY SLaW THAT HE WOULD LIKE TO SEE REPRESENTATIVE FROM TRAX CONSTRUCTORS MEET WITH COUNCIL TO DISCUSS THIS PROJECT . CITY MANAGER STATED SHE HAS BEEN WORKING AND HAS BEEN NOTIFIED BY THE ENGINEER TO GET BACK ON IMPERIAL DRTVE AND THAT COENCO WAS OVERSEEING THE PROJECT . MAYOA LOWE LEFT THE COUNCIL CHAMBERS AT THIS TIME THEREBY ABSTAINING IN THE FOLLOWING VOTE . MAYOR PRO-TEM PHYLLIS LEE PRESIDED OVER THE COUNCIL MEETING AT THIS TIME . ���� **MOTION WAS MADE BY COUNCILMAN NEWMAN TO ACCEPT THE CITY MANAGER 'S RECOMMENAATION TO AWARD THE BID FOR� CONSTRUCTION OF ADDITION TO POLICE DEPARTMENT TO T . E . BURKE CONSTRUCTION IN THE AMOUNT OF $40 , 137 . SECONDED BY COUNCILMAN PRIHODA . MOTION APPROVED . • TOM BURKE ADDRESSED COUNCIL REGARDING BiD FOR RENOVATIONS TO RENWICK PARK BID WITH CITY MANAGER STATED THE SPECIFICIATIONS HAVE BEEN RE-DRAWN WITH ADVICE FROM MR . BURRE AND SINCE T .E . BURKE CONSTRUCTION WAS THE ONLX BIDDER THE CITY IS NEGOTIATING THE BID WITH BURKE . MAYOR LOWE RETURNED TO THE COUNCIL CHAMBERS AT THIS TIME . DISCUSSION WAS TABLED REGARDING ADVERTISTNG FOR BIDS FOR HUMANE FACILITIES AS THE CITY MANAGER DID NOT RECEIVE THE BID SPECIFICIATIONS FROM GARY SHIRLEY . DISCUSSION WA5 HELD WITH THE CITX ATTORNEY REGARDING THE POSSIBLE AMENDMENT TO THE WEED ORDINANCE PROVIDING FOR THE CITY MANAGER RATHER THAN THE MAYOR EXECUTE THE LIENS PLACED AGAINST .PROPERTIES WHICH IS FILED AT THE COUNTY COURT HOUSE . CITY ATTORNEX ADVISED THE CITY COULD ADOPT A POLICY WHEREBY THE MAYOR COULD DESIGNATE THE GITY MANAGER TO EXECUTE THE LIENS ON HIS BEHALF . CQUNCIL CONCURRED WITH THTS RECOMMENDATION TO DEVELOP THIS POLICY . 2 32� DISCUSSION WAS HELD WITH THE CITY ATTORNEY REGARDING THE NEW L�GISLATION REGAADING THE NEW VICIOUS DOG LAW WITfi THE CITY ATTORNEY ADVISING THE ORDINANCE SHOULD BE AMENDED TO COMPLY WITH STATE LAW . ��MOTION WAS MADE BY COUNCILMAN JORDAN TO CONCUR WITH THE MAYOR ' S � APPOINTMENT OF PAUL SCHRADER AS �H� SEVENTH MEMBER TO THE SIGN ����� REVIEW COMMITTEE .
