LOWE . COUNCILMAN JORDAN WAS OUT OF THE COUNCIL CHAMBERS AT THIS TIME . t"'� � A LENGTHY DISCUSSION WAS HELD BY COUNCIL l4EMHERS AND CITY MANAGER � REGARDING AUTHORIZATION FOR REFUND OF PROPERTY TAXES TO Ur CLEARFIELD REALTY . m *�MOTION WAS MADE BY COUNCILMAN NEWMAN TO ACCEPT THE CITY 'Q MANAGER 'S RECOMMENDATION TO AUTHORIZE THE REFUND OF $13 , 3�9 . 86 TO g��.� CLEARFIELD REALTY FOR TAXES COLLECTED ERRONEOUSLY IN 1986 . SECONDED BY COUNCILMAN HARRELL . MOTION APPROVED . COUNCILMAN WICKLANDER AND COUNCILMAN PRIHODA OPPOSED . COUNCILMAN JORDAN RETURNED TO THE COUNCIL CHAMBERS AT THIS TIME . *�MOTION WAS MADE BY COUNCILMAN PRIHODA TO CONCUR WITH THE e RECOMMENDATION OF STGN ORDINANCE REVIEW COMMITTEE TO APPOINT TOM a?��t�3 LAY , ED STUART AND CONNIE STAGNER TO THIS COMMITTEE . SECONDED BY COUNCILMAN WICKLANDER . MOTION APPROVED UNAMIOUSLY . DISCUSSION WAS HELD REGARDING APPOINTING THE SEVENTH MEMBER TO THIS COMMITTEE WITH PAUL SCHRADER AND LOREN WOOD BEING RECOMMENDED BY THE SIGN COMMITTEE . ACTION WAS TABLED UNTIL NEXT COUNCIL MEETING IN ORDER THAT THE NOMINEES BE CONTACTED TO SEE IF THEY WOULD SERVE ON THIS COMMITTEE . COUNCIL STATED THEY HAD NO OBJECTION TO THE COMMITTEE PRESENTING ADDITIONAL NAMES FOR NOMINATION . CITY MAI3AGER PRESENTED COUNCIL WITH REVISIONS TO THE PROPOSED 1987-1988 BUDGET . COUNCIL DID NOT HAVE ANY QUESTIONS REGARDING THESE REVISIONS . A BRIEF RECESS WAS HELD AT THIS TIME . AT 7 : 00 PM A DOCKETED PUBLIC BUDGET HEARING WAS HELD TO RECEIVE PUBLIC INPUT BOTH WRITTEN AND ORAL INPUT REGARDING THE PROPOSED 1987/ 1988 BUDGET INCLUDING REVENUE SHARING FUNDS ON HAND AND ANTICIPATED COLLECTIONS . CITY MANAGER PRESENTED A BRIEF OVERVIEW OF THE PROPOSED 1987/1988 BUDGET. FRANK WEBB ASKED IF THE RENOVATIONS TO RENWICK PARK , SURFACE WATER PROJECT AND THE NEW CITY HALL WERE BUDGETED FOR AND WAS TOLD THEY WERE INCLUDED IN THE BUDGET . , JOHN KING ASKED THE CITY MANAGER TO ADDRESS THE PROPOSED NEW CITY HALL AND THE RELATIONSHIP TO THE BUDGET . CITY MANAGER ADVISED THERE WAS $650 , 000 IN THE BUDGET FOR THE NEW CITY HALL BUT THAT WAS NOT ENOUGH FUNDS TO COMPLETE THE PROJECT . FRANK WEBB ASKED WILL THE FUNDS FOR CITY HALL REMAIN IF THEY ARE NOT SPENT WITH THE CITY MANAGER ADVISING THOSE F[JNDS WILL REMAIN . 1 � 320 JESS WILLIAMS ASKED WAS THE $650 , 000 IN THIS YEARS BUDGET NEW FUNDS OR A CARRYOVER WITH THE CITY MANAGER RESPONDING THIS WAS A > >' CARRY FORWARD FUND BUT THAT THE $650 , 000 IN THE 1986/87 BUDGET ' WAS USED TO BALANCE THE BUDGET GOING INTO THE 1987/88 BUDGET , � PROCESS BUT THAT COUNCIL HAD STRE5SED THE CITY HALL PROJECT B� A HIGH PAIORITY A�D THAT THE $650 , 000 WAS CARRIED FORWARD . . , PAUL SCHRADER ASKED CITY MANAGER TO HIGHLIGHT THE CAPITAL PROJECTS AND THE TAX RATE TO SUPPORT THESE PROJECTS WHICH THE CITY MANAGER MADE THIS PRESENTATION . COUNCILMAN LEE STATED THERE WAS NO TAX INCREASE PROJECTED THAT THE TAX RATE WOULD REMAIN THE SAME AS LAST YEAR . CITY MANAGER RECAPPED THE ANTICIPATED 1987/88 BUDGET REVENUES . VARIOUS CITIZENS ASKED ABOUT BUDGETING FOR DRAINAGE , STREET PROJECTS, HEALTH DEPARTMENT PROBLEMS WHICH THE CITY MANAGER ADDRESSED . CITY MANAGER STATED THE CITY HAS RECENTLY TAKEN STEPS IN ACTIVELY PURSUING DELINQUENT TAXES AND HAS ALSO TAKEN STEPS TO DECREASE OUTSIDE SERVICE COST FOR ENGINEERING BY USING IN-HOUSE STAFF . JESS WILLIAMS STATED THE CHAMBER BOARD APPOINTED A COMMITTEE OF CERTIFIED PUBLIC ACCOIINTANTS THAT LIVE IN FRIENDSWOOD WHICH WAS COMPOSED OF JESS WILLIAMS AND RON RITTER AS CO-CHAIRMEN AND PAUL TOMPKINS , DARLENE LATIMER AND KATHY ATKINSON TO REVIEW THE PROPOSED 1987/88 BUDGET . MR . WILLIAMS STATED THEY AND WOULD LIKE TO COMMENT THERE WERE AREAS THAT THEY FELT THE COUNCIL SHOULD LOOK AT SUCH AS THE TREND TO INCREASE BUDGET ITEMS E�ACH YEAR AND FELT COUNCIL SHOULD LOOK AT THE MAYOR AND COUNCIL BUDGETED AMOUNT AND THE DATA PROCESSING ADMINISTRATION AND ALSO URGED COUNCTL TO NOT REMOVE THE STEP PLAN PAY INCREASE THAT TOOK MANY � YEARS TO DEVELOP WITHOUT AT LEAST ONE YEAR ' S NOTICE TO EMPLOYEES . MR . WILLIAMS ALSO ASKED COUNCIL IF THEY ARE AWARE THEY ARE NOT ALLOCATING NEW FUNDS FOR A NEW CITY HALL IN THE 1987/88 BUDGET, THAT THE $650 , 000 IN THIS YEAR ' S BUDGET IS FROM THE 1986/87 BUDGET AND THAT NO NEW FUNDS WOULD BE ALLOCATED UNTIL 1988l89 BUDGET YEAR . COUNCIL AND CITY PtANAGER RESPONDED TO THE AHOVE REPORT AND STATED THAT ALL OF THESE THINGS HAD BEEN TAKEN INTO CONSIDERATION AND LOOKED INTO . MR . WILLIAMS ALSO ASKED WHAT ACCOUNTING DOES THE FIRE AND AMBULANCE DEPARTMENTS HAVE TO THE CITY IN REGARDS TO . THE FUNDS BUDGETED AS TAEY RECEIVE THEIR FUNDS IN ONE LUMP SUM FOR OPERATION AND ALSO POINTED OUT THAT IN THE 86/87 BUDGET THERE WAS A REQUEST FOR $33 , 000 FOR A RESCUE TRUCK AND NOW IN THE 87/88 BUDGET THERE IS A REQUEST FOR $33 , 000 FOR A RESCUE TRUCK . COUNCIL STATED THEY RECEIVE AN ANNUAL REPORT EACH YEAR ON THE OPERATIONS OF THE FIRE AND AMBllLANCE DEPARTMENTS . ' MAYOR PRO-TEM REPORTED THE REVENUE SHARING FUNDS CASH FORWARD ARE $7 , 5�6 . 00 AND ANTICIPATED REVENUE OF $2 ,700 . 00 FOR A TOTAL OF $10 , 2�6 . 00 WHICH HAS BEEN BUDGETED FOR COMPUTER HARDWARE AND � COMPUTER SOFTWARE . COUNCILMAN NEWMAN STATED SHE APPRECIATED THE MANY HOURS THE STAFF HAD WORKED ON THE BUDGET AND THANKED EVERYONE FOR ATT,ENDING THE PUBLIC HEARING AND PROVIDING THIS VERY VALUAHLE INPUT . JESS WILLIAMS . STATED THERE WAS �44 , 000 IN THE BUDGET FOR THE LIBRARY COMPUTER AND 70 , OOq IN THE BUDGET FOR POLICE DEPARTMENT FOR COMPUTER AND STATED HE WOULD LIKE TO REQUEST COUNCIL CONSIDER DEFERRING THE LIBRARY COMPUTER FOR ONE YEAR AS ONE WAY OF PROVIDINa RAISES FOR CITY EMPLOYEES . 2 321 HEARING NO FURTHER INPUT MAYOR PRO-TEM LEE THANKED EVERYONE FOR ATTENDING AND CLOSED THE PUBLIC HEARING .
