MAYOR LOWE REPORTED THE CITY Q COUNCIL IS CONTINUING TO WORK ON THE PROPOSED 1987/88 BUDGET . MAYOR LOWE REPORTED THAT COUNCILMAN WTCKLANDER HAS BEEN OUT OF STATE VISITING HIS VERY ILL FATHER AND WILL BE ARRIVING LATE TO THIS MEETING . MAYOR LOWE REPORTED THAT ARTIST LAURIE WHITEHEAD RECENTLY HAD A VERY SERIOUS OPERATION THIS MORNING AND IS REPORTEDLY DOING VERY WELL . COUNCILMAN NEWMAN REPORTED THAT LAURIE WHITEHEAD WAS MOVED INTO THE NEUROSENSORY ICU UNIT AROUND 4 : 00 PM THIS AFTERNOON AND WAS AWAKE AND RECOGNIZED EVERYONE AND THANKED EVERYONE FOR THEIR PRAYERS . MAYOR LOWE STATED HE WILL BE OUT OF TOWN NEXT MONDAY AND WILL MISS THE SPECIAL COUNCIL � MEETING . MAYOR LOWE ANNOUNCED HE HAS RECEIVED AN INVITATION FROM THE CITY OF HOUSTON MAYOR KATHY WHrTMIRE TO THE GROUND BREAKING CEREMONIES AT ELLINGTON AIR FORCE BASE FOR GRUMEN CORPORATION ON MONDAY AUGUST 24TH AT 10 : 00 AM . DUE TO HIS ABSENCE FROM THE CITY MAYOR L�WE REQUESTED A RCPRESENTATIVE FROM GOUNCIL TO CONSIDER ATTENDING THIS FUNCTION . COUNCILMAN HARRELL REPORTED ON THE REQUEST FOR THE CITY TO PARTICIPATE IN THE TEXAS VIETNAM MEMORIAL WHICH WILL BE LOCATED � AT THE STATE FAIR GROUNDS IN DALLAS AND THAT FRIENDSWOODS CONTRIBUTION WOULD BE $1 , 000 IN HONOR OF NAVY SEAMAN JOHN FRANKLIN ROACH WHICH WAS A RESIDENT OF FRIENDSWOOD AND LOST HIS LIFE ON MARCH 5 , 1970 . COUNCILMAN HARRELL RECOMMENDED COUNCIL SERIOUSLY CONSIDER THIS REQUEST DURING THE BUDGET PROCESS . COUNCILMAN PRIHODA AEPORTED ON THE BLACKHAWK BOULEVARD PROJECT WHICH HAS BEEN ONGOING FOR TBE PAST TWO WEEKS AND IIRGED COUNCIL TO GO BY AND LOOK AT THE PROJECT AND PRESENTED PICTURES FOR COUNCIL ' S REVIEW AND TO SHARE WITH THE CITIZENS IN THE AUDIENCE . COUNCILMAN PRIHODA STATED THIS IS A CONSIDERABLE PROJECT AND THAT SEVERAL MONTHS AGO THE CITY BECAME AWARE OF A SEVERE EROSION PRdBLEM AT THE DRAINAGE DITCH AND BLACKHAWK BOULEVARD WHICH WAS BEGINNING TO BECOME A TRAFFIC HAZARD . THE CITY NOTIFIED THE HARRIS COUNTY FLOOD CONTROL DISTRICT OF THIS SITUATION AND WAS TOLD IT WAS NOT THE DISTRICT ' S RESPONSIBILITY SINCE THAT PROPERTY IS NOW INSIDE THE CITY LIMITS , IT WAS THE CITY ' S RESPONSIBILITY . MEMBERS OF COUNCIL , MAYOR AND CITY STAFF BEGAN LOOKING INTO THIS PROBLEM TO SEE WHAT COULD BE DONE Ai3D THE MAYON HAD SOME IDEAS AND ONE OF THOSE WAS THAT THE SLOPE OF THE DITCH WAS T00 STEEP WHICH WAS PART OF THE REASON THE EROSION WAS TAKING PLACE AND IF THAT WAS THE CASE IT WA8 NEVER FIXED PRQPEHLY 'TO �E(32N WIxH AND SHQULD BE THE RESPONSIBILITY OF THE DISTRICT TO MAKE THE NECESSARY REPAIRS . THE CITY CONTACTED MR . JIM GREEN WITH THE ������C'� �H� 1�� � '����� �T�T�� ��� �������'� ��� �d�'� �� T�� ���i��l�� � d�t���i���l�t0 ������A ����a��°�� ��t� w����� ���� �� ta���t HTMSELF TO WALK THE NE�GHBORHOOD THAT THE HACKYARDB FACED THE 1 314 . DRAINAGE AITCEi AND FOUND TWO N�IGHBORS THAT REMEMBER IT WAS THE HARRIS COUNTY FLOOD CONTROL DISTRICT EQUIPMENT THAT WAS DOING THE SLOPING . AFTER THE MAYOR HAD THIS INFORMATION , HE TALKED TO MR . GREEN AND MR . GREEN THEN TALKED TO HIS STAFF AND IN CHECKING HE FOUND OUT THEY DID INDEED DO THE WORK AND THAT THEY WERE RESPONSIBLE FOR THE EROSION TAKING PLACE AND WERE RESPONSIBLE FOR THE REPAIR . COUNCILMAN PRIHODA STATED THE END RESULT IS THAT IF THE MAYOR HAD NOT TAKEN THE INITIATIVE TQ LOQK INTO THIS SITUATION , THE CITY WOULD HAVE HAD TO FIND AN ADDITIONAL $85 , 000 . ,, IN THIS YEARS CURRENT BUDGET FOR THESE REPAIRS AND STATED HE WANTED TO PUBLICLY THANK THE MAYOR FOR HIS ROLE IN THIS PROJECT . MAYOR LOWE PROCLAIMED SEPTEMBER 13 , 1987 AS "FREIBURG ORCHESTRA DAY" IN FRIENDSWOOD AND PRESENTED THE PROCLAMATION TO PAUL SCHRADER WITH THE FRIENDSWOOD FINE ARTS COUNCIL . COUNCILMAN NEWMAN REPORTED SHE HAD BEEN ASKED BY THE FINE ARTS COUNCIL TO CHECK INTO THE COUNCIL GIVING FRIENDSWOOD T-SHIRTS AS SOUVENIRS TO THE MEM�ERS OF THE FREIBURG ORCHESTRA AND STATED SHE HAS CHECK�D THE SUYPLY AND THAT THERE ARE SUN VISOR AND CAPS AVAILABLE AND WOULD LIKE TO RECOMMEND THESE BE PROVIDED AS A WELCOME GIFT TO �HESE MEMBERS . COUNCIL CONCURRED WITH THIS RECOMMENDATION AND WILL RATIFY ACTION AT NEXT WEEKS COUNCIL MEETING. COUNGILMAN NEWMAN ALSO REPORTED THE MEMBERS OF THE FREIBURG ORCHESTRA WILL ALSO BE ADOPTED AS OFFICIAL "TEXANS" IN A CEREMQNY CONDUCTED BY HERSELF AND MAYOR LOWE . TED THOMAS ADDRESSED COUNCIL AND THANKED THE CITY FOR THE PROMPT SERVICE THIS WEEKEND WHEN THERE WAS A GAS LINE RUPTURED IN THE CITY BY A CONTRACT�R . MELISSA EDWARDS, MISS TEEN FRIENDSWOOA A�PEARED BEFORE COUNCIL TO ASK FOR SUPPORT 1:N HER COMPETITION IN THE; MISS TEXAS TEEN U . S . A . PAGEANT TO BE HELD IN EL PASO. COUNCILMEP�BERS WISHED MS . EDWARDS THE BEST OF LUCK IN THIS COMPETITION REPR�SENTING FRIENDSWOOD . MR . CLAYT�N APF'EARED BEFORE COUNCIL TO i�EQUEST COUNCIL CONSTDER I AN ORDINANCE TfIAT WOULD AUTHORIZE A DOG BE AUTOMATICALLY DESTROYED IF THE DOG BITES SOMEONE . MR . CLAYTON REPORTED HIS DAUGHTER WAS ATTACKED AND BITTEN SOME 15 �IMES BY A CHOW DOG AS SHE WAS VISITING A NEIGHBORING HOME . THE CITY ATT4RNEY ADVISED THIS REQUEST WOUI.D REQUIRE RESEARCH AS TO THE OF THIS PROPOSAL . DAPHENE HEREFORD FROM THE REPORTER NEWS APPEARED BEFORE COUNCIL AND STATED THE NEWSPAPER HAD RECEIVED DOCUMENTS IN THE MAIL LAST THURSDAY AND PROVIDED CqPIES T� COUNCIL OF THE DOCUMENTS . MS. HEREFORD REQUESTED COUNCIL INPUT REGARDING THESE DOCUMENTS WHICH WERE AN EXCERPT FROM THE CITY CHARTER , ENVELOPE THE DOCUMENTS . , 4TERE MAILED IN AND A DOCUMENT WRITTEN BY THE MAYOR TO CITY COUNCIL . A LENGTHY CONVERSATION WAS HELD BETWEEN THE MAYOR AND CITX COUNCIL REGARDING THESE DOCUMENTS . MS. HEREFaRD ASKED MAYOR AND COUNCIL IF THEY KNEW WHY THE NEWSPAPER WAS SENT THESE DOCUMENTS WITH MAYOR AND COUNCIL RESPONDING N� THEY DID NOT . MAYOR LOWE ANNOUNCED THE NOMINEES FOR PORT COMMISSION APPOINTMENT ARE BOB TAYLOR , BOB GILLETTE AND ART KELLX AND INVITED EACH CANAIDATE OR HIS REPRESENTATIVE TO TELL COUNCIL A LITTLE ABOUT THEMSELVES . MR . BOB TAYLOR , MR . ART KELLY AND MR . RICK PEEPLES REPRESENTING MR . BOB GILLETTE SPOKE BRIEFLY TO COUNCIL REQUESTING THEIR APPOINTMENT . � (� A BRIEF RECESS WAS HELD AT THIS TIME . � �r PAUL SCHRADER ASKED COUNCIL IF THE DOCUMENT IN QUESTION BY MS . m HEREFORD WAS DISCUSSED IN EXECUTIVE SESSION? COUNCILMAN WICKLANDER ANSWERED THAT YES THE THOUGHTS AND IDEAS OF THE Q DOCUMENT WAS DISCUSSED IN COUNCIL AND THEN THE MAYOR PUT THESE IDEAS IN DOCUMENT FORM ON TUESDAY AND HANDED TO COUNCIL TO BE HELD FOR A WEEK AND DISCUSSED AT TONIGHT ' S MEETING NOT NECESSARILY AT THIS TIME IN THE AGENDA . MR . SCHRADER STATED THAT BECAUSE THE DOCUMENT IS RELATIVE TO THE BUDGET , HE HAS GRAVE CONCERNS AS A TAXPAYER THAT THIS IS NOT REFLECTIVE OF THE TH011GHTS AND IDEAS OF ALL SEVEN MEMBERS OF COUNCIL . A LENGTHY DISCUSSION FOLLOWED WITH MAYOR AND COUNCIL , MR . SCHRADER AND CITIZENS IN THE AUDIENCE . DISCUSSION WAS HELD REGARDING DISTRIBUTION OF FUNDS RECEIVED FROM EPA - HARRIS COUNTY WCID N0 . 108 AND CLEARWOODS IMPROVEM�NT DISTRICT. COUNCILMAN JORDAN REPORTED THE APPROXIMATELX $92 , 000 WAS ALREADY INCLUDED AS PART OF THE BUDGET AS REVENUE , THIS IS NOT A WINDFALL AND IS ALREADY COMMITTED . COUNCILMAN JORDAN STATED THE REASaN THE FUNDS WERE LOWERED FOR THE CLOVER ACRES DRAINAGE PROJECT WAS THAT MAYOR LOWE TO HIS CREDIT HAD COME UP WITH A WAY TO ACHIEVE THE SAME OBJECTIVES FOR A MUCH LOWER PRICE BUT COONCIL IS STILL COMMITTED TO DO THE PROJECT BUT JUST A LOWER PRICE . MAYOR LOWE STATED THAT HIS THOUGHTS WERE .TO DEDICATE THE APPROXIMATELY $92 , 000 TO PAVE SHADWELL STREET NEXT TO STEVENSON PARK AND �UT IN 93 PARKING PLACES AT A COST OF ABOUT $80 , 000 WITH THE COUNTY PAYING $40 , 000 BECAUSE IT IS A SAFETY MEASURE AND WILL ALSO INCLUDE DRAINAGE , SECONDLY TO DO THE CLOVER ACRES DRAINAGE WHICH IS BUDGETED AT APPROXIMATELY $150 , 000 BY USING BFT . RAILROAD CARS WHICH IS BEING USED BY THE COUNTY AND CAN BE PUCHASED FOR $19 , 600 AND COULD BE DONE BY THE CITY FOR APPROXIMATELY $40 , 000 OR $25 � 000 IF THE DRAINAGE DISTRICT HELPS THE CITY AND THIRDLY TO DO THE RENWICK PARK RENOVATION ' S , CITY MANAGER REPORTED THERE WAS $25 , 000 FOR RENWICK PARK RENOVATIONS AND $150 , 000 IN THE BUDGET FOR THE CLOVER ACRES DRAINAGE PROJECT AND RECOMMENDED LEAVING THESE ITEMS IN THE BUDGET AND COULD ADJUST AT A LATER TIME IF THESE PROJECTS COME IN UNDER BUDGET . COUNCILMAN NEWMAN STATED SHE FEELS STRONGLY ABOUT LEAVING FUNDS - IN THE BUDGET FOR CLOVER ACRES DRAINAGE PROJECT WHICH ALL OF COUNCIL SUPPORTS AND FOR THE RENOVATSONS �F RENWICK PARK AND LOOK AT PAVING OF SHADWELL AT A LATER TIME . COUNCILMAN STATED SHE FELT THE CITY SHOULD MOVE FORWARD A . S . A . P . ON THE CLOVER ACRES DRAINAGE AND IF BY USING THE MAYOR ' S PROPOSAL ON THIS PROJECT AND IF THERE IS A SAVINGS OF APPROXIMATELY $100 , 00 THEN THOSE FDNDS � COULD BE BUDGETED FOR OTHER PROJECTS SUCH AS PAVING OF RENWICK STREET. 3 31� CITY MANAGER REPORTED THE $600 . 000 CIiECK HAS BEEN DELIVERED TO HOUSTON AND THE SIGNED CONTRACT FOA SURFACE WATER HAS BEEN DELIVERED TO CITY SECRETARY. CITY MANAGER REPORTED SHE HAD CONVERSATION WITH HERMAN JOHNSTON WITH SERVICE ENTERPRISES THIS WEEK CONCERNING PAST EXPERIENCE WITH GROUND WATER STORAGE TANK AND HE IS ASKING SOME ADDITIONAL INFORMATION WHICH IS BEING PULLED TOGETHER WHICH MEANS WE WILL NOT BE IN A POSITION TO DISCUSS POSSIBLE TERMS TONIGHT . CITY MANAGER REPORTED SHE IS ALSO WORKING ON INFORMATTON FOA CDC HOUSTON F�R THE SITE FOR . GROUND WATER STORAGE TANK . THE CLEAR CREEK DRAINAGE DISTRICT CALLED TODAY TO INVITE EVERYONE TO ATTEND THE MEETING TUESDAY AT 7 � 30 PM AT THE DRAINAGE DISTRICT BUILDING TO HEAR MR . WENZEL ' S PRESENTATION ON CLOVER ACRES DRAINAGE . THE ROAD PROGRAM FOR FALLING LEAF , IMPERIAL DRIVE AND MISTY IS MOVING ALONG , THERE WERE TWO GAS LINES BRQKEN AND HAVE BEEN REPAIRED , MAIL BOXES ARE UP AND MAIL IS BEING RECEIVED , COENCO WILL HAVE A WRITTEN REPORT CONCERNING CEMENT AT THE DRIVEWAYS . COUNCILMAN JORDAN ASKED IF THE CITY HAS RECEIVED CHECK FROM CDC FOR PAYMENT OF PROPERTY TAXES , THE CITY MANAGER ADVISED THE TAX COLLECTOR HAS RECEIVED THAT CHECK . CITY MANAGER REPORTED SHE HAD SPOKEN T� PAUL SELMAN REGARDING PAYMENT OF THE APPROXIMATELY $90 , 000 FOR RELOCATION OF UTILITIES ALONG FM 518 AND REP�RTED HE HAD HEARD THE CITY WAS NOT GOING TO PAY FOR THIS RELOCATION AND CALLED TO CONFIRM THIS STATEMENT AND ADVISED THESE UTILITIES WERE PLACED IN THE RIGHT- OF-WAY WITH PERMISSION FROM THE STATE HIGHWAY DEPARTMENT . DECISION WILL NEED TO BE MADE BY THE CITY AS TO WHETHER OR NOT THE CITY WILL PAY FOR THIS RELOCATION AS THE PROJECT IS SCHEDULED IN APPROXIMATELX ONE YEAR . CITY MANAGER REPORTED THE $g0 , 000 FOR CITY CREWS TO DO THE WORK HAS BEEN PLACED BACK IN.� THE BUDGET FOR COIINCIL CONSIDERATION . MAYOR LOWE STATED HE STILL QUESTIONS WHY THE_ COUNTY WILL MOVE UTILITIES FOR SOME CITIES AND NOT FOR OTHERS AND STATED HE WOULD LIRE TO SEE THE CITY SEND A LETTER OF INVITATION TO THE JUDGE AND COMMISSIONEAS TO ATTEND THE NEXT COUNCIL MEETING TO EXPLAIN HOW COME FRIENDSWOOD IS NOT INCLUDED . COUNCIL GONCURRED WITH THE MAYOR AND AGREED TO SEND THE LETTER OF INVITATION . DISCUSSION WAS HELD REGARDING THE STORAGE OF PIECES FOR WATER WELL NUMBER TWO ON PROPERTY ADJACENT TO THE FRIENDSWOOD HIGH SCHOOL CAMPUS WITH NO ACTION BEING TAKEN . MAYOR LOWE SUGGESTED MOVING THE PARTS TO THE ONE ACRE DONATED IN THE 321 ACRE SITE WHICH COUNCIL CONCURRED THE CITY SHOULD LOOK INTO THIS POSSIBILITY. COUNCILMAN JORDAN WAS OUT OF THE COUNCIL CHAMBERS AT THIS TIME . 8� �*MOTION WAS MADE BY COUNCILMAN WICKLANDER TO APPROVE THE POLICY I3q ON STANDING COMMITTEE ' S DATED AUGUST 1 � , 1986 . � SECONDED BY COUNCILMAN NEWMAN . MOTION APPROVED UNANIMOUSLY . DISCUSSION WAS HELD REGARDING THE PROPOSED 1987- 1988 BUDGET WITH THE CITY MANAGER REPORTING THAT COUNCIL HAD ASKED FOR THE NUMBER OF CITY EMPLOYEES AND REPORTED THE GENERAL RULE OF THUMB IS ONE EMPLOYEE PER 100 POPULATION AND THE CITY OF FRIENDSWOOD HAS 109 . 5 EMPLQYEES AND STATED THERE WAS A POSITION OPEN IN FIRE DEPARMENT , LIEUTENANT POSITION OPEN IN POLICE DEPARTMENT , CITY HALL RECEPTION BEING FILLED WITH BY TEMPORARY HELP AND THE MAINTENANCE SUPERINTENDENT HAS BEEN HIRED . A LENGTHY DISCUSSION FOLLOWED REGARDING THE 1987-1988 BUAGET . COUNCILMAN JORDAN RETURNED TO THE COUNCIL CHAMBERS AT THIS TIME . DISCUSSION WAS HELD REGARAING 1987 TAX RATE AND CALLING PUBLIC HEARING FOR SEPTEMBER 14 , 1987 IF NECESSARY WITH NO ACTION BBING TAKEN .
