MINUTES aF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT
� WAS HELD ON JUNE 15 , 1987 AT CITY HALL AT 7 : 00 PM WITH TH.E ,
FOLLOWING PRESENT CONSTITUTING A QUORUM:

� MAYOR LOWE ANNOUNCED THAT LAST SATURDAY THE FRIENDSWOOD FIRE
m DEPARTMENT HOSTED A REGIONAL FIRE FIGHTING SEMINAR WITH THE FIRE
� CHIEF FROM PHOENIX , ARIZONA AS GUEST SPEAKER WHICH WAS WELL
ATTENDED BY AREA FIRE DEPARTMENTS WHICH MAYOR LOWE WELCOMED TO
FRIENDSWOOD .
MAYOR LOWE REPORTED THAT FOLLOWING LAST MONDAY ' S GOUNCIL r9EETING
WITH SOME OF THE RESIDENTS OF RANCHO VIEJO AREA , A MEETING WAS
HELD WZTH THE STATE HIGHWAY DEPARTMENT REGARDING DESIGN OF
MEDIANS DURING THE WINDING OF FM 518 TO LEAGUE CITX WITH A
UNANIMOUS OPINION OF THE REPRESENTATIVES FROM THE CITY AND THE
STATE HIGHWAY DEPARTMENT THAT THE MEDIANS AS DESIGNED WOULD
PRESENT A HAZARD TO THOSE ATTEMPTING TO TURN ONTO FM 518 .
MAYOA LOWE SUGGESTED THAT THE CITY MANAGER CALL AND BECOME
ACQUAINTED WITH THE COUNTY MOSQUITO SPRAYING DEPARTMENT REGARDING
SPRAYING IN FRIENDSWOOD .
COUNCILMAN JORDAN REPORTED AS OF TODAY THE SARAGOSA RELIEF FUND
BANK BALANCE IS $1 , 688 . 00 AND DONATIONS ARE STILL COMING IN .
COUNCILMAN NEWMAN REPORTED SHE IS TRYING TO WORK WITH THE
MANAGEMENT FIRM REGARDING THE BURNED OUT AREA AT WALDEN POND ,
EITHER TEARING THEM DOWN OR CONTINUING TO GET THEM BUILT AND HAS
FOUND OUT THE MANAGEMENT FIRM IS IN A SITUATION WHEREBY THEY ARE
WORKING WITH AN OUT OF STATE INVESTOR WHICH HAS DELAYED THE
- PROCESS BUT THE CITY WILL CONTINUE TO TRY AND FIND OUT WHAT THEY
PLAN TO DO AND COUNCIL WILL BE KEPT INFORMED .
COUNCILMAN WICKLANDER REPORTED THAT LAST TUESDAY THE MAYOR AND
HIMSELF WENT TO THE CITY OF HOUSTON COUNCIL MEETING TO SEE WHAT
THEY HAD HOPED TO BE THE APPROVAL OF THE WATER CONTRACT WITH THE
CITY OF H4USTON BUT ACTION HAD BEEN TAKEN MUCH EARLIER IN THE
MEETING . A MEETING WAS HELD WITH COUNCILMAN GREANIAS WHO HAS.
AGREED TO SERVE AS CO-CHAIRMAN FOR A RECEPTION HERE IN
FRIENDSWOOD FOR THE PARTICIPANTS IN A JOINT REGIONAL WATER PLANT .
COUNCILMAN WICKLANDER READ CORRESPONDENCE RECEIVED FROM CITY OF
HOUSTON KATHY WHITMIRE DATED JUNE 12 , 1987 , TRANSMITTING
RESOLUTION BY AND BETWEEN THE CITY OF HOUSTON AND CITY OF
FAIENDSWOOD APPROVING CONTRACT FOR THE SOUTHEA5T WATER
PURIFICATION PLANT AND THANKING MAYOR LOWE FOR HIS COOPERATION TO
THE CITY �F HOUSTON IN MAKING THIS C�OPERATIVE AGREEMENT POSSIBLE
WHICH HAS TAKEN A LOT OF TIME AND EFFORT AND CERTAINLY A
MILESTONE IN WORKING TOGETHER IN THE NEEDS 0� THE RESPECTIVE
CITY 'S CITIZENS .
MAXOR LOWE REPORTED THAT MR . GENE TROMBLEE HAS BEEN APPOTNTED AS

PLANTS IN GALVESTON CDUNTY TO RAISE DONATIONS FOR THE SARAGOSA
RELIEF FUND . A RECEPTION IS PLANNED OF JUNE 25TH AT COr4MUNITY
BANK WEiERE JUDGE PYGMAN FROM REEVES GOUNTY WILL BE HERE TO ACCEPT
THE DONATIONS RAISED FOR THE SARAGOSA VICTIMS .
MR . PAUL SCHRADER APPEARED BEFORE COUNCIL TO ANNOUNCE THERE WILL
BE CONCERTS IN THE PARK AGAIN THIS SUMMER , SPONSORED BY THE CITY
OF FRIENDSWOOD AND PRESENTED BY THE FINE ARTS COMMISSION , THIS
FRIDAY NIGHT WILL JOHNNY AND THE CONVERTABLES , ON THE 17TH OF
� JULY WILL BE A LATIN CONCERT , ON THE 24TH QF JULY THERE WILL BE A
JAZZ CONCERT AND AUGUST 7TH WILL BE A DIFFERENT KIND OF JAZZ , � ''
AUGUST 1bTH HAS NOT BEEN ANNOUNCED YET , AUGUST 215T WILL BE DIXIE
LAND AND AUGUST 28TH WILL BE CLASSICAL MUSIC . THE CONCEATS WILL
BEGIN AT 7 : 00 P .M. AND WILL LAST APPROXIMATELY TWO HOURS AND
REFRESHMENTS WILL BE AVAILABLE FOR PURCHASE .
MR . PAUL SCHRADER REQUESTED TO APPEAR BEFORE THE COUNCIL TO
ADDRESS THE NEED FOR AN INFORMATIONAL SIGN IN THE CITY . MR .
SCHRADER STATED HE ENVISIONED A LARGE ELECTRONIC SIGN LOCATED AT
A MAJOR INTERSECTION ZN THE CIT� AND WHICH WOULD COST
APPROXIMATELY $40 TO $50 THOUSAND DOLLARS . MR . SCHRADER ASKED
COUNCIL IF THERE WAS AN INTEREST BY COUNCIL FOR THIS PROJECT AND
IF SO HE WOULD VOLUNTEER TO BRING INFORMATION BACK TO COUNCIL FOR
CONSIDERATION . COUNCIL CONCURRED THEY WOULD BE VERY INTERESTED IN
LOOKING INTO THIS MATTER . COUNCILMAN NEWMAN STATED THERE WAS A
COMMITTEE THAT LOOKED INTO A TYPE OF INFORMATIONAL SIGN SOME TIriE
AGO AND THAT AT THAT TIME SOME OF THE BUSINESSES WERE INTERESTED
IN PARTICIPATING .
MR . HAL TAYLOR APPEARED BEFORE COUNCIL TO REQUEST COUNCIL APPOINT
A COMMITTEE TO REVIEW THE EXISTING SIGN ORDINANCE DUE TO THE
LARGE NUMBER OF REQUESTS BEFORE THE ZONING BOARD OF ADJUSTMENT
FOR VARIANCES FROM THE SIGN ORDINANCE . MAYOR LOWE STATED THE
COMMITTEE SHOULD BE MADE OP OF ONE MEMBER FROM COUNCIL , ONE
MEMBER FROM CHAMBER OF C4MMERCE , ONE MEMBER FROM COMMUNITY
APPEARANCE BOARD AND SOMEQNE FROM THE ORIGINAL COMMITTEE THAT
WROTE THE SIGN ORDINANCE AND STAFF MEMBER CAROLYN MAUTNER . MAYOR
LOWE APPOINTED PHYLLIS LEE AS REPRESENTATIVE FROM COUNCIL T�
SERVE AS ACTTNG CHAIRMAN TO SET UP THE FIRST MEETING . '
MS . VIRGINIA FIELDER APPEARED BEFORE COUNCIL ALONG WITH A NUMBER
OF HOMEOWNERS TO DISCUSS CONSTRUCTION ON IMPERIAL DRIVE . COUNCIL
REQUESTED THE CITY MANAGER TO LOOK INTO THE COMPLAINT REGARDING
ELECTRICAL FIRST THING TUESDAY MORNING AND COUNCILMAN WICKLANDER
STATEA HE WOOLD LOOK INTO THE COMPLAINTS AND REPORT BACK TO
COUNCIL .
MR . RICHARD HIXON APPEARED BEFORE COUNCIL AND PRESENTED FUNDS FOR
MAINTENANCE OF 7 LIVE OAK TREES WHICH WERE PLANTED BY MR . HIXON
AS AN EAGLE SCOUT PROJECT IN DEDICATION TO THE MEMORY OF THE
CHALLENGER CREW WHO LOST THEIR LIVES AND PRESENTED A CHECK TO THE
CITY IN THE AMOUNT OF $264 . 00 WHICH MAKES A TOTAL DONATION IN THE
AMOUNT OF �364 . 00 PLUS THE $350 . 00 FOR THE PURCHASE OF THE TREES .
FIRE CHIEF KEN BEACH APPEARED BEFORE COUNCIL AND THANKED MAYOR
LOWE FOR WELCOMING THE 90 FIRE FIGHTERS WHO ATTENDED THE REGIONAL
FIRE FIGHTERS SEMINAR HERE IN FRIENDSWOOD ON SATURDAY . FIRE
CHIEF BEACH REPORTED THAT OVER ONE YEAR AGO THE DEPARTMENT HAD
REQUESTED A NEW RESCUE TRUCK AT AN ESTIMATED COST OF $70 , 000
WHICH UNFORTUNATELY THERE WAS NOT ENOUGH FUNDS FOR THIS TRUCK .
AFTER SEVERAL MEETINGS WITH COUNCIL AND SETTING DOWN TO SEVERAL
MEETINGS WITH MAYOR LOWE , THE FIRE DEPARTMENT STARTED LOOKING
INTO DIFFERENT AVENUES . AFTER GOING OUT FOR BIDS THE DEPARTMENT
STARTED A PIECEMEAL YROJECT WITH THE RESULT BEING THE TRUCK
SITTING OUTSIDE WHICH WAS PUT INTO SERVICE LAST WEEK WITH THE
COST BEING $32 , 000 . FIRE CHIEF BEACH THANKED THE � CITY COUNCIL
FOR THEIR COOPERATION IN THIS PROJECT .
A BRIEF RECESS WAS HELD TO CHRISTEN THE NEW RESCUE TRUCK AND
REFRESHMENTS WERE PROVIDED BY THE FIRE DEPARTMENT .
MR . BRUCE SMITH APP�ARED $�FORE COUNCIL TO REQUEST THE CITY LOOK
INTO OUTLAWING PIT BULL DOGS DUE TO THE RECENT ATTACKS HERE IN

FRZENDSWOOD . AFT�R LENGTHY DISCUSSION , COUNCIL REQUESTE,D��THE
CITY ATTORNEY TO REVIEW ANA ADVISE IF THE CITY COULD OUTLAW PIT

RECOMMENDATIAN FROM THE CSTIZENS FROM THE RANCHO VIEJO AREA TO
HAVE THE STATE HIGHWAY DEPARTMENT CHANGE ESPLANADES TO FLUSH
MEDZANS ON THE DESIGN FOR WIDENING FM 518 FROM CHIGGER CREEK TO

AMENDMENTS NEEDED .
COUNCILMAN LEE ANNOUNCED THE PARKS AND RECRE'ATION BOARD WTLL MEET
ON JUNE 30TH TO HOLD A PUBLIC MEETING WHICH WILL PROVIDE ZNPUT
FOR THE BOARD IN ORDER TO DEVELOP A FIVE YEAR PROJECTS FOR
BUDGETING PURPOSES .
