LOWE MAYOR PRO—TEM PHYLLIS LFF COUNCILMAN JIM HARREL,L COUNCILMAN JAN JORDAN COUNCILMAN EVELYN NEWr4AN COUNCILMAN JOE PRIHODA COUNCILMAN BOB WICKLANDER CITY MANAGER ANNETTE BRAND ACTING CITY SECRETARY JANE TOLLETT MAYOR LOWE ANNOUNCED THAT SECRETARY OF STATE JACK RAINES HAS � ACCEPTED THE INVITAZ'ION TO BE GRAND MARSHAL FOR THE 1987 JULY 4TH � PAfiADE . � MAYOR LOWE REPORTED THAT EARLIER IN THE DAY � HE AND THE CITY C� MANAGER , DICK GAY ENGINEERS HAD MET WITH JIM GREEN , DIRECTq�R OF m THE HARRIS COUNTY FLOOD GONTRQL DISTRICT , REGARDING THE USE OF ,�[ THE DITCH WHICH IS AT BAYBROOK MALL FOR SURFACE 41ATER AND IT IS THE UNDERSTANDING THAT THE CITY WILL GET FREE RIG��T OF WAY WHICH WILL SAVE THE CITY MANY THOUSANDS OF DOLLARS . MAYOR LOWE ANNOUNCED THAT LAST WEEK IN AUSTIN fiE VISITED WITH THE TEXAS WATER DEVELOPMENT BOARD WHICH ARE TFiE PEOPLE TI�AT ARE GOING TO FUND THE WATER PROJECTS . THEY REAFFIRMBD THAT TE�F INTEREST RATE OF 6 . 7 PERCENT IS THE NUMBER USED BY THE GALVESTON COUNTY WATER AUTHORITY AND HOPEFULLY THIS IS THE PERCENTAGE THAT FRIENDSWOOD WILL BE ABLE TO USE THROUGH THE P90NTH OF AUGUST , 1987 . THTS WTLL SAVE THE CITY ALOT OF MONEY WIT'tl THESE ItdTEREST RATES VERSES ANYTHING ELSE . ' MAYOR LOWE ANNOUNCED THAT THE "FRIENDSW�QD SHARING AND CARING SARAGOSA" FUND HAD BEEN SET UP TO RAISE CASH FOR THE VICTIMS OF THE DISASTER AND WAS GOING WELL . MAYOR LOWE STATED THAT HE P4ET TODAY WITH ONE OF THE LEADERS OF THE CHEMICAL INDUSTRY IN TEXAS CITY WHO IS TO BE A CO—CHAIRMAI3 WITH OUR PEOPLE . PAUL MAAZ AND DEBBIE TODD WERE CHOSEN AS PERSONS TO HEAD UP THE FUND RAISING FRIENDSWOOD . MAYOR LOWE STATED WE ARE ASKING THE CHEMICAL INDUSTRY OF TEXAS CITY TO DONATE $ 100 . 00 FOR EACH PERSON THAT WAS KILLED IN THE TORNADO OR $29 , 000 . 00 FROM EACH OF THE CHEMICAL COMPANIES . JUDGE PIGMAN AND HIS WIFE WILL BE COh1ING TO FRIENDSWOOD JUNE 22ND TO ACCEPT THE DONATIONS FOR SARAGOSA AND MAYOR LOWE WOULD LIKE TO HAVE A SOCIAL FOR THEM. THE I�fAYOR SAID THAT HE REALIZED THAT THERE WAS A CONFLICT OF A SCI�EDULED MEETING THAT NIGHT BUT COUNCILMAN WICKLANDER SAID TF3AT IT COULD BE WOAKED OUT WHICH THE COUNCIL CONCURRED WITH . JIM HILL APPEARED BEFORE COUNCIL TO DISCUSS TFiE WIDENING OF FM 518 AND MEDIANS . HE STATED THAT HE WOULD LIKE TO SEE A CONTINUOUS CENTER LANE FROM CHIGGAR CREEK TO THE EASTERN CITY LIMITS BE INCLUDED IN THE WIDENING OF THE HIGHWAY INSTEAD OF A 1 �1 " RAI:SED MEDIAN . THE HIGHWAY DEPARTMENT GUIDELINES CALL FOR HALF MILE MAXIMUM SPACING BETWEEN OPENINGS AND QUARTER MILE MINIMUMS ON RURAL FACILITIES . THE VAST MAJORITY OF RESTDENTS WHO USE THE HIGH4JAY ARE PLACED IN IMMEDIATE DANGER IF THEY ENTER THG HIGHWAY OR LEAVE THEIR HOMES . THE SPEED LIMIT IS FIFTY FIVE MILFS PER HOUR AND IT IS VERY DANGEROUS TO TURN ONTO OR OFF OF FM518 AT PEAK TIMES . A CEI�TER LANE IS THE OtJLY SAFE WAY TO GET TO AND �ROM HOMES AND SAFETY SHOULD BE A GRF,AT CONSIDERATI�N . COUNCILMAN WICKLANDER STATED PROBLEP9S LIKE THIS HAD AROSE IN THE PAST AND THEY HAD ALWAYS SAT DOWN WITH THF HIGHWAY DEPART�9ENT AND ADJUSTMENTS HAVE BEEN MADE . THE LAS�' MEETING WAS APPROXIMATELY TWO MONTHS AGO ON FM528 AND WE DID IJOT HAVE ANY PROBLEM AT THAT MEETING . HE ASSURED JIM HILL THAT WHEN THE PLANS ARE LOOKED AT BY ALL CONCERNED A SOL[JTION WILL WORKED OUT . THE SPEAKER WILL BE CHIEF ALAN BRUHICINI WITH THE PHOEi3IX , ARIZ.ONA FIRE DEPARTZ4ENT AND THE MAYQR AND GOUNGIL ARE INVITED TD ATTEND . CHAIRMAN BILL FUSS OF THE CHARTER REVISION COMMITTEE STATED THAT THE COMMITTEE HAS NOW COMPLETED ITS WORK ON THE CHARTER AND IT IS READY TO GO ON THE BALLOT IN AUGUST . GUY ODOM APPEAREA BEFORE COUNCIL TO DISCUSS THE DITCH THAT IS BEING DUG ON HIS PROPERTY IN RANCHO VIEJO , WHICH IS A RED FLAG SOBDIVISION . HE WAS AWARE THAT THERE WAS GOING TO BE SOMF WORK DONE TO IMPROVE DRAINAGE ON THE STREET BUT HE HOPED TIiAT TfiEY WOULD TAKE INTO ACCOUNT THAT THERE WAS 72 OAK TREES ALONG THE STREET AND DITCH . FLAGS WERE PUT OUT ALONG THE DITCH IN MAY , FRIDAY THE EQUIPMENT WAS MOVED IN AND WORK STARTED WITHOUT NOTICE . HE STATED THAT NO ONE HAD BEEN CONTACTED NOR TOLD THAT THERE WAS GOING TO BE WORK DONE . FRIDAY MORNING A LARGE HOL�, WAS FOUND BY THE FIRST OAK TREE WITH A HOLE OF FQUR FEET DEEP RIGHT NEXT TO THE ROOTS WHICH HAS PARTIALLY BEEN DUG UP . CITX MANAGER ANNETTE BRAND WAS NOT AWARE THAT THE WORK HAD BEEN STARTED AND STATED THAT IT WAS MELVIN MEINECKE AND MALCOLM COLLINS OPINION THAT NO DAMAGE TO THE TREES HAD BEEN DONE . MELVIN MEINECKE SAID ' THAT HE HAD RECEIVED MANY COMPLAINTS ON DRAINAGE PROBLEMS WHICFi WERE DAMAGING LAWNS AND UNDERMINDING THE ASPHALT RQAD . POHL IS UNDER THE IMPRESSION THAT HE OFFERED THIS TO THE CITY A COUPLE OF YEARS AGO AND THE CITY HAD NEVER ACCEPTED THE OFFER SO THEREFORE HE DIDN ' T THINK WE STILL NEBDED IT , BUT HE STILL WANTS TO COOPERATE .
