PAUL SCHRADER APPEARED BEFORE COUNCIL TO ANNOUNCE THE FINE ARTS
COMMISSION PLANS FOR CONCERTS IN THE PARK WITH VARIOUS BANDS AND
ENTERTAINMENT WHICH WILL BE HELD ON FRIDAY EVENINGS FROM 7 : 00 TO
9 : 00 PM AT STEVENSON PARK .
BILL GRAHAM APPEARED BEFORE COUNCIL TO REQUEST THE CITY LOOK INTO
THE WATER DEPOSIT POLICY AS HE RECENTLY MOVED BACK TO FRIENDSWOOD
AND HAD TO PLACE ANOTHER DEPOSIT RATHER THAN ALLOWING HIS HISTORY
OF CREDIT WITH THE CITY BE SUFFICIENT . CITY MANAGER WILL BE
LOOKING INTO THE POLICY , POSSIBLY ACCEPTING LETTERS OF CREDIT AND
ALSO THE LENGTH OF TIME DEPOSITS ARE HELD BY THE CITY .
KEN HOPPE APPEARED BEFORE COUNCIL ANA INTRaDUCED HIS DAUGHTER
JANICE HOPPE TO ANNOUNCE SHE HAS BEEN SELECTED TO THE AMERICAN
ALL STAR DANCER 'S PERFORMING TOUR WHICH WILL GO TO RUSSIA AND
FINLAND AND WOULD LIKE TO SERVE AS GOOD WILL AMBASSADOR FOR THE
CITY OF FRIENDSWOOD AND WOULD LIKE SOME SOME MEMENTOS FROM
FRIENDSWOOD TO GIVE AWAY . COUNCILMAN NEWMAN IS TO WORK WITH MS .
HOPPE TO PUT TOGETHER SOME TYPE OF GIVE AWAY ON HER TRIP .
MAYOR LOWE ARRIVED AT THIS TIME .
PARKS AND RECREATION BOARD CHAIRMAN , JUDY RAGLAND ANNOUNCED THE
SESQUICENTENNIAL POOL WILL OPEN OFFICIALLY ON SATURDAY MAY 16 ,
WITH CEREMONIES BEGINNING AT 12 : 00 NOON . COUNCILriAN NEWMAN
MODELED HER "OLD FASHIONED SWIM SUIT" THAT COUNCILMEMBERS AND
COMMITTEE MEMBERS ARE BEING URGED TO WEAR FOR THE "OFFICIAL" JUMP

ORDINANCE WITH COUNCILMAN JORDAN EXPRESSING CONCERN WITH THE
RECENT ATTACKS IN FRIENDSWOOD . COUNCIL EXPRESSED. THE SAME

CONCERN AND STATED THE ORDINANCE AND ALL DATA THAT HAS BEEN
GATHERED SHOULD BE REVIEWED AND DISCUSSED AT THE NEXT MEETING .
AFTER A LENGTHY DISCUSSION , COUNCILMAN WICKLANDER RECOMMENDED NO
ACTION BE TAKEN REGARDING RESOLUTION EXPRESSING OPPOSITION TO
LEGISLATION RELATING TO THE EXEMPTION OF CERTAIN CITIES FROM
SUBSIDENCE DISTRICT JQRISDICTION .
A LENGTHY DISCUSSION WAS HELD REGARDING OBTAINING SURFACE WATER
FROM GALVESTON COUNTY WATER AUTHORITY WITH NO ACTION TAKEN .
COUNCIL DISCUSSED A NUMBER OF ISSUES RELATIVE TO SURFACE WATER ,
SUCH AS A 2�4 INCH LINE FROM BAYBROOK MALL , USING THE SAME
ENGINEER AS MUD 55 WHICH IS DICK GAY , MOVING THE TAKE POINT FROM
BAY AREA BOt1LEVARD SITE TO BEHIND THE LIFT STATION AT MUD 55 AND
USING TEAGUE HARRIS FOR PRESENTATION OF APPLICATION FOR FUNDING
BY TEXAS WATER COMMIS5ION .
DISCUSSION WAS HELD REGARDING CONTRACT WITH CITY OF HOUSTON FOR
SURFACE WATER WITH CCUNCIL AGREEING TO RECESS THIS COUNCIL
MEETING UNTIL TUESDAY A7' 4 : 00 PM TO MEET WITH ENGINEER DICK GAY .
MAYOR LOWE REPORTED YIE MET WITH PEARLAND CITY COUNCIL THIS
EVENING AND THEY ARE V �RY INTERESTEA IN JOINING WI'1'H US ON THE
SECOND TAKE POINT SOMis'TIME IN THE YEAR OF 1990/ 1991 AND MAY BE
INTERESTED IN BUYING INTO THE WATER PLANT AND IF THEY DIA THAT
THEY MAY PAY HALF OF THE COST OF THE WATER LINE COMING ACROSS
BEAMER ROAD TO FM 518 .

AGREEMENT WITH BOND ��OUNSEL VINSON AND ELKINS , IF NECESSARY ,
AUTHORIZE MAYOR PRO—TEM TO EXECUTE LETTER OF AGREEMENT AND
POSSIBLY RECINDING PRIOR ACTION ENTERING INTO THIS AGREEMENT WITH
COUNCIL ADVISING CI7'Y MANAGER TO AISCUSS THIS WITH THE CITY

AT THE NEXT MEETING , CITY MANAGER STATED SHE WOULD COMPOSE A

CAN NOT SPEND MONEY ON PRIVATE PROPERTY . THE CITY ATTOANEY WILL
REVIEW THE STIPULAT�ONS OF THE BOND . CITY MANAGER REPORTED THE
GALVESTON COUNTY PARKS BOARD WILL BE ATTENDING THE ROTARY MEETING
AT CAMP MANISON ON WEDNESDAY , MAY 20, 1987 AND WOULD BE WILLING
TO MEET WITH REPRESENTATIVES FROM FRIENDSW�OD TO DISCUSS THE
PROPOSAL TO DEVELOP THE SAND PIT FOR PARK AREA . CITY MANAGER
REMINDED CQUNCIL OF THE OFFICIAL OPENING OF THE SWIMMING POOL ON
SATURDAY AND REMINDED COUNCIL TO WEAR THEIR OLD FASHIONED
SWIMMING SUITS . .
COUNCILMAN JORDAN LEFT THE MEETING AT THIS TIME . ,
COUNCILMAN WICKLANDER DISCUSSED WITH COUNCIL THE NEED TO SUBMIT
ITEMS THE AGENDA FOR FOR THE R�TREAT PLANNED FOR THE FOR MAYOR ,
CITY COUNCIL , CITY MANAGER AND CITY SECRETARY . COUNCIL AGREED TO

HOLDING A RECEPTION WITH THE CITY OF HOUSTON FOR THE PARTICIPANTS
IN THE WATER PLANT .

MAYOR LOWE SERVED ON THE NOMINATING COA4MITTEE FOR HARRIS COUNTY
MAYOR AND COUNCILMEN ASSOCIATION AND REPORTED THE OFFICERS OF
THIS ASSOCIATION WERE VERY HIGH ON FRIENDSWOOD AND ON COUNCILMAN
LEE FOR HER PARTICIPATION AS SECRETARY/TREASURER TO THIS BOARD .
MAYOR LOWE ANNOUNCED THAT TRAFFIC SIGNALS WILL BE INSTALLED AT FM
528 AND CYPRESS POINT AND WINDING WAY .
MOTION WAS MADE AN APPROVED TO RECESS THIS MEETING UNTIL TUESDAY
AT 4 : 00 PM.
