COUIdCILMAN JORDAN STATED THAT THE CITY HAD ALREADY TAKEN A PROPOSAL AND VOTED TO ACCEPT THAT PROPOSAL AND NOW IS A PUBLIC DOCUMENT AS TO HOW MUCH THEIR PROPOSAL IS AND THEN TO GO TO A � ,, COMPETITOR AFTER THE FACT AND TELL THEM WHAT THE FIRST FIR�4 BID , TS NOT THE BEST ZdAY TO HANDLE IT . FURTHERMORE , COUNCILMAN JORDAN STATED SHE HAD SPOKEN TO THE SECOND FIRM AND THEY WERE NOT AWARE ; THAT THIS COUNCIL HAD VOTED TO ENTER' INTO A CONTRACT WITH THEIR t COMPETITOR AND THEY HAD AN ETHICAL PROBLEM COMING IN I30W TO OFFER A PRICE TO UNDERCUT SOP4EBODY ELSE ' S BUSINESS A[JD THAT Tf�IS FACT HAD NOT BEEN KNOWN TO THEM UNTIL TODAY . MAYOR LOWE STATED THAT WAS CORRECT , THAT HE DID NOT MAKE ANY OF THIS INFORMATION AVAILABLE TO THEP4 AS TO WHETHER THEY WERE BIDDING AGAINST ANYONE OR ANY AMOUNT PREVIOUSLY QUOTED TO THE CITY , AS WHAT HE taAIJTED TO KNOW WAS A MARKET PRICE . R85-13 , RULES OF PROCEDURES FOR COUNCIL MEETTNGS OF TEiE CITY OF FRIENDSWOOD , TEXAS WITH NO ACTION BEING TAKEN DISCUSSION WAS HELD REGARDING CHANGE OF DATE FOR CITY. OFFICERS ELECTION WITH NO ACTION BEING TAKEN . 2 251 CITY MANAGER REPORTED THE DRAINAGE PROBLGM IN CLOVEFt RIDGE IS BEING LOOKED INTO AND A MEETING WAS HELD WITH THE CITIZEN WHO HAS BEEN DOING MOST OF THE COMPLAINING . MEETINGS WILL BE SET UP IN THE NEXT TWO WEEKS WITH THE MAYOR , CITY MANAGER , PUBLIC WORKS DIRECTOR , TAE CITY ENGINEER , THE DRAINAGE DISTRICT AND STATE HTGHWAY DEPARTMENT WITH CITIZENS IN THAT AREA BEING ADVISED OF THE MEETINGS THAT WILL BE ONGOING . MAYOR LOWE ADVISED THE STATE HIGHWAY DEPARTMENT HAD REQUESTED TO MEET NEXT THURSDAY HERE AT . ., CITY HALL TO DISCUSS THIS PROBLEM . COUNCILMAN PRIHODA REQUESTED THE MEETING WITH THE HIGHWAY DEPARTMENT BE POSTPONED FOR TWO WEEKS IN ORDER FOR THE CITY MANAGER Ta HAVE AN OPPORTUNITY TO LOOK AT THE AREA . CITY MANAGER REPORTED THE CONTRACTOR ON THE WIDENING OF FM 518 WILL BE MOVING OFF THE JOB ON MAY 9 , AND REQUESTED AUTHORIZATION TO HAVE THE STATE HIGHWAY DEPARMENT HAVE THE CONTRACTOR DO THE INLETS AS PROPOSED AND PAY THE COST OF $7 , 370 OUT OF DRAINAGE AND PUBLIC 4]ORKS BUDGET AND TRY TO RECOUP THE FUNDS FROM GALVESTON COUNTY AT A LATER DATE . MAYOR LOWE STATED MR . LEONARD BENSIK WITH THE STATE HIGHWAY DEPARTMENT AND COMMISSIONER CROWDER HAD C0�9MITTED TO THE CITY TO PAY FOR THESE INLETS AND THE MAYOR SAID HE WANTED TO TALK TO THEM ABOUT THIS . T'I CITY MANAGER ADVISED THAT COMMISSIONER CR�WDER TOLD HER THE (� COUNTY WOULD PAY FOR THIS AND TO SEND THE BILL TO JUDGE HOLBROOK . � THE HEADWALL PROBLEM ON BLACKHAWK IS VERY CLOSE TO A SOLUTION � BEING WORKED OUT , WITH CaNVERSATION ONGOING WITH JIM GREEN WITH � HARRIS COUNTY FLOOD CONTROL WHO IS BEING VERY COOPERATIVE . CITY MANGER REMINDED EVERYONE THAT THE OFFICIAL POOL OPENING WILL BE Q MAY 16 , AND COUNCIL IS BEING REQUESTED TO WEAR OLD FASHIONED SWIM SUITS . COUNCILMAN PRIHODA ASKED IF WATERING IS BEING DONE WIT� CITY MANAGER ADVISING THE POOL MANAGER IS DOING THAT . MAYOR LOWE REMINDED THAT THE TREE THAT WAS MOVED BY MR . DAWSON FROM IN FRONT OF THE FLAG POLES NEEDS WATERING ON A DAILY BASIS . CITY MANAGER ADVISED THAT DUANE HENGST FROM COMMUNITY DEVELOPMENT WILL BE REVIEWING THE CHECK LIST ON PLATS AND REPLATS . COUNCILMAN PRIHODA ASKED IF THIS WOULD INCLUDE ALL DRAINAGE WITH CSTY MANAGER ADVISING SHE WOULD LIKE TO BRING THIS SUBJECT BACK FOR DISCUSSION AT A LATER DATE . CITY MANAGER REPORTED SHE HAS RECEIVED REPORTS ABOUT THE SAND PIT ON WINDEMERE ROAD FROP4 THE POLICE DEPARTMENT ABOUT ACTIVITIES THAT ARE GOING ON AND ASKED COUNCIL IF THERE IS ANYTHING THAT THE CITX COULD DO IN REGARDS TO FENCING AND A GATE BEING PUT UP . CITY ATTORNEY ADVISED THE CITY COULD NOT EXPEND FUNDS AS THAT PROPERTY IS BEING HELD IN TRUST AND IS NOT CITY PROPERTY . CITY MANAGER ADVISED SHE ATTENDED TFiE COMMUNITY APPEARANCE BOARD MEETING TO GET A FEEL FOR WHAT THEY ARE DOING AND TO SEE WHAT KIND OF STAFF SUPPORT THEY MAY NEED . DISCUSSION WAS TABLED UNTIL NEXT COUNCIL MEETING REGARDING ORDINANCE R87-13e , AN ORDINANCE OF THE CITY OF FRIENDSWOOD DECLARING THAT A WATER SHORTAGE EXISTS ; DESIGNATING CERTAIN ALTERNATING DAYS FOR WATER LAWNS AND GARDENS; DECLARING AN EMERGENCY ; AND PROVIDING FOR A PENALTY . �*MOTION WAS MADE BY COUNCILMAN WICKLANDER TO APPROVE THIRD READING OF ORDINANCE T87-10 , AN ORDINANCE OF THE CITY OF FRIENDSWOOD , TEXAS FOR FLOOD DAMAGE PREVENTION .
