HIMSEL� MET REGARDING THE EROSION OF DITCH 11 � AT BLACKHAWK .
AFTER LEARNING THAT THE CITY MANAGER HAA FOUND THAT HARRIS COUNTY
HAD DUG AT THIS DITCH SITE AND HAULED AWAY THE DIRT , MAYOR LOWE
WENT OUT IN THE NEIGHBORH�OD AND FOUND A CITIZ�N THAT HAD
ACTUALLY WITNESSED HARRIS COUNTY D�ING THIS WORK . EiARRIS COUNTY
HAS STATED THIS IS A CITY PROBLEM AND DO�S NOT INVdLVE HARRIS
COUNTY . MAYOR LOWE STATED THE COST IS ESTIh]ATED AT �5 , 000 TO

THE COMMITTEE MEMBERS INVOLVED WITH THE CITY HALL PROPOSAL .
MAYOR LOWE REQUESTED COUNCILMAN WICKLAIJDER AND COUNCILMAN NEWMAN
ZJORK ON THE WORDING AND THE FUNDING OF THE ADVERTISEMENT .
DISCUSSION WAS HELD REGARDING CLEANING UP THE PROPOSED CITY HALL
SITE APdD THE POSSIHILITY OF POSTING A SIGN SHOWING �! SKETCH OF
THE CITY HALL ON THE LOCATION .

ADRIENS WOULD BE ATTENDING THIS COUNCIL MEETING AND THEREFOR WAS
NOT PREPARED TO PRESENT THE BIDS FOR COUNCIL ACTION AT THTS TIME
BUT 4JOULD PLACE THIS ITEM ON THE AGENDA FOFi THE NEXT COUNCIL
MEETING AND THAT BOTH FIRMS THAT HAD SUBMITTED BIDS FOR THE
COPIER WERE INVITED TO ATTEND THAT MEETING.
PAUL SCHRADER APPEARED BEFORE COUNCIL TO ASK QUESTIOPdS REGARDING �
THE CITY HALL PROJECT THAT WILL BE VOTED ON THE APRTL �FTH BALLOT .
MR . SCHRADER STATED HE WAS IN FAVOR OF THE CITY CONTINUING IN ITS
EFFORT TO BUILD A CITY HALL BUT WbULD LIKE TO KNOW WHAT TH�
ESTIMATED COST OF THE BUILDING WAS AND DID THIS INCLUDE
EQUIPMENT � LANDSCAPING AND TELEPHONE SYSTEMS AND HOW MUCH DID THE
CITY ANTICIPATE GOING INTO DEBT TO BUYLD THE CITY HALL . COUIJCIL
STATED THE ESTIMATED COST OF THE CITY HALL RANGED FROM $900 , 000
WHICH WAS A CONSTRUCTION FIRM ESTIMATE , TO $ 1 . 2 MILLION WHICH WAS
THE ARCHITECTfS ESTIMATE . THE COUNCIL STATED THEY WOULD NOT KNOW
A DEFINITE ANSWER AT TO THE COST UNTIL 7.'HE PROJEGT IS BID .
COUNCIL ALSO STATED THIS ESTIMATED COST DID NOT INCLUDE
EQUIPMENT , LANDSCAPING OR TELEPHONE SYSTEMS . COUNCIL ALSO STATED
THAT � HOPEF[3LLY THE CITY WOULD NOT HAVE TO GO INTO DEBT TO BUILD
THE CITY HALL BUT IF THEY DID IT WOULD PRQBABLY BE C�RTIFICATE OF
OBLIGATIONS RATHER THAN A BOND ISSUE AND THAT A PROPERTY TAX
INCREASE WAS NOT BEING CONSIDERED . MR . SCHRADER STATED �iE FELT
THE CITY NEEDED A WRITTEN PLAN ON HOW THE CITY VIAS GOING TO
ACCOMPLISH BUILDING AND FINANCING THE CITY HALL . MAYOR LOWE
STATED THE CITY IS WORKING ON VARIOUS PROJECTS AND VARIOUS WAYS
TO FUND THESE PROJECTS AND IT BECOMES VERY COr9PLICATED AND VERY
DIFFICULT TO PUT DOWN ON PAPER . THE CITY IS WORKING ON
ADDITIONAL REVENUES AT THIS TIME SUCH AS THE $�41 , 896 . 97 REFUND
RECENTLY RECEIVED FROM GULFCOAST WASTE AUTH�RITY WHICH IS A
PORTION OF FUNDS THAT WAS PLACED ON DEPOSIT IN 1980 FOR OPERATING
FUI3DS .
JIM BROWN WITH STORER CABLE APPEARED BEFORE COUNCIL AND REPORTED
THE CONSTRUCTION FOR SERVICE HAS BEEN COMPLETED IN FALCON RIDGE
SUHDIVISION . MR . BROWN STATED HE WOULD LIKE TO CONTINUE WORKING
CLOSELY WITH THE CITY AND THAT IF ANY COUNCIL PERSON WOULD LIKE
TO MEET INDIVIDUALLY WITH HIM REGARDING ANY PHASE OF STORER CABLE .
TELEVISION OPERATIONS HE WOULD BE AVAILABLE AT ANY TIME . MR .
BROWN ANNOUNCED THAT THE IS NOlr7 A NEW SPORTS PROGRAM FOR VIEWERS
TO CHOOSE FROM. MR . BROWN ALSO REP�RTED THAT THE CITY DOES NOT
RECEIVE SALES TAX AND PRESENTED A HANDOUT TO COUNCIL WfiICH
OUTLINES WHERE THE SALES TAX IS COLL�CTED . COUNCILr1AN NE4JMAN
