MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT
WAS HELD ON FEBRUARY 16 , 1987 AT CITY HALL AT 7 :00 PM WITH THE , ,
FOLLOWING PRESENT COP�STITUTING A QUORUM :

� MAYOR LOWE RECOGNIZED JUDGE HOLBROOR , COMMISSIONER CROWDER AND
m THE CLEAR CREEK DRAINAGE DISTRICT REPRESENTATIVES AND THANKED
� THEM FOR ATTENDING THIS MEETING.
MAYOR LOWE REPORTED HE MET LAST WEEK WITH THE CORPS OF ENGINEERS
ON THE CLEAR CREEK PROJECT WITH APPROXIMATELY TWELVE
REPRESENTATIVES ATTENDING TO DISCUSS THE STATUS OF THIS PROJECT.
THE CORPS OF ENGINEERS THINKS THERE SHOULD BE A HURRICANE GATE
THAT WOULD STOP FLOOD WATERS OF GALVESTON BAY FROM COMING
UPSTREAM TO CLEAR CREEK BUT WOULD ALSO LET THE FLOOD WATERS FROM
UPSTREAM CLEAR CREEK GO OUT INTO THE BAY. WHERE TO LOCATE THIS
GATE FOR THE BEST RESULTS IS BEING CONSIDERED AT THIS TIME.
JUDGE HOLBROOK STATED THE MOVING OF THE GATE AS DESIGNED FROM THE
EAST SIDE OF HIGHWAY 148 TO THE WEST SIDE IS AT THE RERUEST OF
THE HARRIS COUNTY FLOOD CONTROL DISTRICT AND MAY DELAY THE
PROJECT FOR TWO OR THREE MONTHS. IF THE GATE IS PLACED ON THE
WEST SIDE , THE CORPS OF ENGINEERS HAVE INDICATED THEY CAN LET A
CONTRACT IN DECEMBER OF THIS YEAR, THE CONTRACT FOR THE SECOND
OUTLET CAN BE LET MARCH OR APRIL OF NEXT YEAR AND IF HARRIS AND
GALVESTON COUNTIES CAN OBTAIN RIGHT OF WAY ON THE FIRST PHASE,
WHICH WILL GO FROM THE UPPER CLEAR LAKE TO JIIST BEYOND HIGHWAY
THREE, BY THE LATE FALL OF 1988 . JUDGE HOLBROOK STATED THE
BIGGEST PROBLEM AT THIS TIME IS FINDING DISPOSAL SITES
APPROXIMATELY 50 TO 100 ACRES IN THE LEAGUE CITY AREA.
MAYOR LOWE ANNOUNCED THAT MUD 55 HAS BEEN CONTACTED REGARDING
REMOVAL OF THEIR SEWER PLANT ON FM 528 AND THEY BELIEVE THEY HAVE
SOMEONE INTERESTED IN BUYING AND REMQVING THIS PLANT, THIS PLANT
SITE IS WHERE THE CITY HAS A PROPOSED LAND DONATION FOR A TAK�
TANK FOR HOUSTON WATER FOR SURFACE WATER. MAYOR LOWE AND THE
CITY MANAGER WILL TALK TO TfiE PEOPLE DEALING WITH MUD 55 TO SEE
IF THEY HAVE AN INTEREST IN BUYING AND REMOVING THE TWO SEWER
PLANTS IN THE CI.TY.
MAYOR LOWE ANNOUNCED THE COUNCIL WILL MEET THURSDAY NIGHT AT 7 : 00
PM IK A JOINT MEETING WITH PLANNING AND ZONING COMMISSION FOR A
PUBLIC HEARING ON A REZONING REQUEST.
AT THIS TIME JUDGE HOLBROOK , COMMISSIONER CROWDER AND MAYOR L�WE
PRESENTED $50 ,000 FROM THE COUNTY AND $50 ,000 FROM THE CITY TO
CLEAR CREEK DRAINAGE DISTRICT FOR DRAINAGE WORK ON COWART' S
CREEK. PRESIDENT FRANK FRANKOVITCH ACCEPTED ON BEHALF OF THE
DRAINAGE DISTRICT AND EXPRESSED APPRECIATION TO THE COUNTY AND TO
THE CITY FOR THIS JOINT EFFORT FOR DRAINAGE WORK. �

CHIEF KEN BEECH ACCEPTED ON BEHALF OF THE FIRE DEPARTMENT AND
EXPRESSED APPRECIATION TO THE COUNTY FOR THIS FUNDING.
AT THIS TIME FRANK FRANKOVITCH PRESENTED A BRIEF REPORT AND SLTDE
PRESENTATION ON DRAINAGE WORK ACCOMPLISHED ON CHIGGER CREEK BY
CLEAR CREEK DRAINAGE DISTRICT. ,
MAYOR LOWE CALLED A SHORT RECESS FOR REFRESHMENTS IN IiONOR OF
JUDGE HOLBROOK, COMMISSIONER CROWDER AND THE DRAINAGF DISTRICT.

BEFORE COUNCIL TO REPORT THAT THE COMMISSION COMPOSED OF HARRIETT
CHANEY , DICK CONWAY, ED HARRIS , MAC TAYLOR AND HIMSELF WOULD LTKE
TO REQUEST AN EXTENSION OF THEIR APPOINTMENTS IN ORDER TO DO A
THROUGH UPDATE ON THE CHARTER. COUNCIL STATED THEY DID NOT HAVE
ANY OBJECTIONS TO EXTENDING THESE APPOINTMENTS AND THANKED THE
COMMISSION FOR WORKING SO DILIGENTLY ON THIS REVIEW OF THE
CHARTF R.
BENNY BAKER APPEARED BEFORE COUNCIL TO REQUEST AN ADDITIONAL
$6 , 750 FOR RENOVATIONS AT J�NES HANGAR WHICH INCLUDES SIDEWALKS,
CEDAR WALL AND SKY LIGHTS. COUNCIL REQUESTED THE CITY MANAGER TO
LOOK INTO THIS REQUEST.
BENNY BAKEft ALSO STATED THAT THE 4TH OF JULY COMMITTEE WODLD LIKE
TO REQUEST STAFF MEMBER DONNA CASHION TO ATTEND THE COMMITTEE

FRIDAY.
CITY MANAGER ANNOUNCED THAT DUANE HENGST HAS RECEIVED HIS
REGISTRATION AS A PROFESSIONAL ENGINEER IN TEXAS. CITX riANAGER
REPORTED THAT LAST TUESDAY THE PARKS AND RECREATION BOARD HEI�D A
PUBLTC MEETING REGARDING THE USE AND PROCEDiIRES FOR THE SWIMMING
POQL WHICH WAS WELL ATTENDED AND VERY PRODUCTIVE , CITY MANAGER
REPORTED SHE MET THIS WEEK WITH ALTA CARBONE AND DEXTER JOYNER �
REGARDING DELINQUENT TAXES AND THAT ALTA CARBONE WILL PULL
TOGETHER THE EXACT FIGURES FOR EACH OF SEVERAL AREAS WHERE THE
TA7CES FALL INTO DIFFE'RENT CATEGORIES AND WILL BE PRESENTED TO
COUNCIL AT THE MARCH 2 , 1987 MEETING. CITY MANAGER REPORTED
THERE WILL BE A STREET MEETING TOMORROW FOR FALLING LEAF AND
MISTY AT THE LIBRARY AT 7 :00 PM.
COUNCIL CONVENED IN EXECUTIVE SESSION ACCORDING TO TEXAS OPEN
MEETINGS LAW ARTICLE 6252-17 , TEXAS VERNONS CIVIL STATUTES ( g)

COUNCIL RE-CONVENED IN OPEN SESSION WITH NO ACTION BEING TAKEN.
