Q P4AYOR LOWE REPORTED HE PRESENTFD A PROCLAD4ATION TO TEN YOUNG COSMONAUTS ON BEHALF OF THE ELEVEN CITIES OF THE CLEAR LAKE AND NASA AREA WELCOMING THESE YOUNG VISITORS FROM THE SOVIET UNION AS AMBASSADORS OF FRIENDSHIP AND PEACE. MAYOR LOWE ANNOUNCED JACK FIELD PRESENTED A CHECK TO THE CITY IN THE AMOUNT OF �6 ,500 TO HELP RE-LOCATE THE DOG POUND. COUNCILMAN NEWMAN ASKED IF CONSIDERATION HAD BEEN GIVEN TO TH� INFORf�lATI01J PROVIDED BY FRED KRCH FOR USE OF STEEL CONTAIrIERS FOR THE DOG POUND RATHER THAN THE ROUND TANK. CO[JNCIL REQUFSTED ACTING CITY MANAGER TO LOOK INTO THIS POSSIBTLITY. MAYOR LOWE REPORTED THE SALES TAX REPORT INDICATED THE PAYMENT TO THE CITY IS UP 10� AND FRIENDSWOOD HAD TEi� HIGHEST PERCENTAGE OF REBATE IN GALVESTON COUNTY . MAYOR LOWE REPORTED HE HAS SET UP A MEETING WITH CITY OF HOUSTON JON VANDEN BOSCH, DIRECTOR OF PUBLIC WORY.S FOR TUESDAY AT 10 :00 A. M. T0 DISCIISS THE SURFACE WATER CONTRACT. COUNCILP�AN JORDAN AND COUNCILMAN WICKLANDER STATED THEY WOULD BE AIILE TO ATTEND THIS MEETING . * �MOTION WAS MADE BY COUNCILMAI� WICKLANDER TO APPROVE AND AUTHORIZE THE MAYOR TO EXECUTE A PERMANENT SURFACE WATER CONTRACT �� WITH THE CITY OF HOUSTON SUBJECT TO FINANCING ARRANGEMENTS AND COST FIGURES THAT HAS BEEN GIVEN TO COUNCIL IN THE PAST, '� SECONDED BY COUNCILMAN JORDAN. MOTION APPROVED UNANIMOUSLY . COt3NCILMAN NEWMAN REPORTED THAT THE LARY DONATION OF THE PROPERTY ON MAGNOLIA WAS ACTUALLY 48 ' AND NOT 30 ' AS ACCEPTED BY THE CITY AT THE LAST COONCIL MEETING . COUNCIL HAD NO OBJECTIONS TO ACCEPTING THE ADDITIONAL 18 ' AT THIS TIME, TO BE RATIPIED AND CONFTRMED AT THE JANUARY 5 , 1987 COUNCIL MEETING . �` �MOTION WAS MAAE BY COUNCILMAN LEE TO APPROVE TIiE MAYOR' S � APPOINTMENT OF COUNCILMAN NEWMAN AND COUNCILMAN WICKLANDER AS AN °7J° INVESTIGATZVE COP'iMITTEE TO LOOK INTO THE OPERATIONS OF THE CITY . �S� SECONDED BY COUNCILMAN JORDAN. MOTION APPROVED UNANIMOUSLY. MAYOR LOWE REQUESTED COUNCILMAN NE[�iMAN AS PERSONNEL LIAISON TO SPEAK ON BEHALF OF COUNCIL IN SPECTAL RECOGNITION OF ACTING CITY MANAGER AND CITY SECRETARY . 1 isg COUNCILMAN N�WMAN STATFll THAT ON B�HALF OF 'I'H}s MAYOR AND CTTY COUNCIL , THAT MELVIN MEINECKE WAS APPOINTEll AS ACTING CITY MANAGER AFTER JIt4 MORGAN ' S RESIGNATION AND HAS DONE AN OUTSTANDING JOB AND AS A COUNC IL WANTED TO GIVE MELVIN M�INECKE A SPECIAL RECOGNITION WITH A BONUS OF $2 , 000. 00 FOR THE WORK HE HAS DONE FOR TH8 CITY . MAYOR, COUNCIL AND STAFF IN ATTENDANCE GAVE MELVIN P4EINECKE A STANDING OVATION IN APPRECIATION FOR A JOIl WELL DONE 1 COUNCILt4AN NEWMAN STATED THAT ON $EHALF OF THE MAYOR AidD CITY * COUNCIL , THAT BECAUSE OUR CITY SECRETARY, DELORIS MCKENZIE HAS DONE SUCH AN OUTSTANDING JOB AND HAS NOT OIdLY WORKED FOR THE CITY COUNCIL BUT HAS GONE ABOVE AND �3EYOND HAVING RECEZUFD RECOGNITION AS A CERTIFIED MUNICIPAL CLERK FROM THE INTERNATIONAL INSTITUTE OF CITY SECRETARIES AND CLERKS ASSOCIATION, THE COUNCIL FEELS SHE HAS DONE A SUPERB JOB FOR THE CITY AND WOULD LIKE TO THANK HER AND PRESE[�T HER WITH A $500 .00 BONUS. MAYOR AND CITY COUNCIL AT THIS TIP4E STATED THEX APPRECIATED ALL OF THE CITY EMPLOYEES FOR THE FINE JOB THEY ARE DOING FOR THE CITY . MAYOR AND CITY COUNCIL APPROVED A PROCLAMATION SUPPORTING THE LA MARQUE HIGH SCHOOL FOOTBALL TEAM REPRESEDITING GALV�STON COUNTY IPJ THE 5A CHAMPIONSHIP PLAYOFF GAME AGAINST PLANO T0. BE PLAY�D AT COLLEGE STATION ON SATURDAY. AT THIS TIME A LENGTHY DISCUSSION FOLLOFJED REGARDIPdG POSSIBLE DONATION aF APPAOXIF4ATELY �40 ACRES BY TH� LETZFRICH FAMILY WITH NED LETZERICH REPRESENTIIJG THE FAMILY, STATED AN ADDITIOidAL 5 ACRES WILL ALSO BE DONATED AI�D ALSO STATED THE SANDPIT WILL BE SLOPED AS WEATHER PERMITS AND WILL PLACE A BOND WITH THE CITY GUARANTEEING THIS WORK WILL B� COMPLETED . MAYOR LOWE AT THIS TIME RECOGNIZED GALVESTON COUNTY REPRESENTATIVES ATTENDING THIS MEETING TQ DISCUSS THE POSSIBILTTY OF DEVELOPING THIS PROPERTY AS A COUNTY PARK . DISCU SSI ON WAS HELD R EGA RD II�G THE VARIED POSSIBILI TI�S FO R DEVELOPING THIS AREA AS A RECREATIONAL AREA WITH COMMISSION� R CROWDER STATING THE ROAD WAS IN BAD CONDITION BUT IF THE CITY OF FRIENDSWOOD WANTED THE ROAD FIXED IT COULD PROBABLY BC DONE, IT WA�u ALSO STATED THE ELEVATION WOULD NEED TO BE RAISED AND THE FILL FROM THE CONSTRUCTION ON FM 518 ANA FM 51 £� COULD BE USED FOR THIS PURPOSES. CITIZENS IN THE AIIDIENCE STATED THEIR CONCERNS REGARDING THE AR�A - BECOMING A DUMPING GROUND AND THE LIABILITY THE CITY WOULD BF TAKING ON. THE MEETING WAS ADJOURNED AT THIS TIME TO TOUR THE SITF. THE MEETING WAS RE—CONVENED WITH EVERYONE IPl ATTENDANCF BUT COUNCILMAN NEWMAN WHO HAD A BUSINESS COMMITMENT. , DISCUSSION CONTINUED WITH I�TR. DAVIDSON STATING THEY WOULD HAVE THE COUNTY PLANNERS COME DOWN AND LOOK THE AREA aVER TO SEE IrIHAT THE POSSIBILITIES OF DEVELOPING THIS PROPERTY WAS. PAT HALLISEY STATED THE BEST WAY TO HANDLE THE DONATTON WAS FOR 'PHE LETZERXCH FAMILY TO DEED THE PROPERTY OVER TO A FOUNDATION TO BE HELD IN TRUST UNTIL SUCH TIME AS A DECISI�N WAS MADE AS TO WHAT WOULD B� DONE WITH THE PROPERTY. MR. HALLISEY STATED HE WOULD CHEC� INTO THE FOUNDATIQNS AVAILABLE AND ADVISE THE CITY .
