T"� � MAYOR LOWE ANNOUNCED THIS WAS THE LAST MEETING OF THE YEAR AND � THAT HE WANTED TO THANK THE MANY STUDENTS FROM SAN JACINTO � COLLEGE AND CITIZENS THAT RTTEND THE COUNCIL MEETINGS FAITHFULLY AND EXPRESSED APPRECIATI�N TO THE STAFF FOR THE GOOD JOB AND THE LY� LOYALTY TO THE CITY THIS LAST YEAR AND EXPRESSED APPRECI.z1TI0N TO C't THE NEWS MEDIA IN THEIR FAIRNES5 IN REPORTING _ THE ACTIVITIES OF THE COUNCIL MEETTNGS, EXPRESSED APPRECIATION FOR THE VOLUNTEER COMMITTEES WHO HAV E SERV ED THE CITY SO WELL AND MADE THE CITY SO UNIQUE, WELL KNOWN AND PRESTIGIOUS, EXPRESSED APPRECIATION FOR THE SUPPORT OF TH�E CITIZENS AND LAST BUT NO'P LEAST EXPRESSED APPRECIATION FOR. BEING THE MAYOR OF THE FINEST CITY COUNCIL IN AMERICA. COUNCILMAN JORDAN PRESENTED A SHORTER AMORTIZATION SCHEDULE TO COUNCIL IN REGARDS TO THE PROPOSED BOND IS5UE FOR SURFACE WATER FOR COUNCIL TO REVIEW. COUNCILMAN NEWMAN ANNOUNCED THAT YESTERDAY SHE WAS ASSISTED BY MAYOR LOWE IN CONDUCTING AN ADOPTION CEREMONY AT THE SEAMANS CENTER FOR 65 INTERNATIONAL STUDENTS AS TEXAS AND THAT THERE WAS SUCH A RE'SPONSE TO THE ADOPTION CEREMONY THAT ANOTHER ADOPTION CEREMONY WILL BE HELD THE FIRST COUNCIL MEETING IN JANUARY AND WILL BE THE LAST ADOPTION CEREMONY FOR THE SESQUICENTENNIAL YEAR. MAYOR LOWE ANNOUNCED THAT PEGGY LATHLEAN IN HER CONNECTION WITH NASA IS INVOLVED WITH TEN YOUNG COSMONAUTS VISITING THE HO[7STON AREA THIS WEEK AND HAS A5KED A PROCLAMATION WELCOMING THESE VISITORS BE PRESENTED ON BEHALF OF THE CLEAR LAKE CITIE5 BY THE MAYOR. COUNCIL HAD NO OBJECTIONS TO THIS REQUEST. FRANK WEBB THANKED THE MAYOR AND COUNCIL THE CITY STAFF FOR A WQNDERFUL YEAR IN FRIENDSWOGD AND STATED THE COUNCIL HAS DONE AN OUTSTANDING JOB THIS YEAR. BILL TRIPLETT FROM WEDGEWOOD VILLAGE APPEARED BEFORE COUNCIL TO TO ASK WHY THE HOUSTON CHRONICLE COLLECTS HOUSTON CITY SALES TAXES AS WELL AS MTA TAXES ON PAPERS DELIV ERED IN FRIENDSWOOD AND TO ASK THE CTTY COUNCIL LOOK INTO THIS MATTER. DISCUSSION FOLLOWED REGARDING THE FACT THAT STORER CABLE ALSO COLLECTS 1� TAX AND WHERE IS THIS PAID WITH COUNCIL ASKING THE CITY ATTORNEY TO LOOK INTO THIS AND REPORT BACK TO COUNCIL. JIM BROWN WITH STORER CABLE COMMUNICATIONS APPEARED BEFORE COUNCIL TO DISCUSS THE ADJUSTMENT OF BASIC RATES WITH THE CI'J.'Y ATTORNEY ADVISING COUNCIL THE CITY DOES NOT HAV E AUTHORITY TO REGULATE R.ATES AS OF JANUARY 1, 1987 , CABLE RATES HAV E BEEN DE- REGULATED BY FCC. MR. BROWN STATED IT HAS BEEN BROUGHT TO HI5 ATTENTION THAT FALCON RIDGE HAS NOT BEEN BUILT OUT FOR CABLE AND i � ,,.,._.... �..,_.�._._ ._._..�_..___ _ 184 THAT THIS I5 BEING WORKED ON AT THIS TIME AND HOPEFULLY WILL BE FINISHED BY TH� FIRSZ' OF MARCH. COUNCIL REQUESTED MR. BRUWN Z'0 APPEAR BEFORE COUNCIL THE LAST M�ETTNG IN MARCH AND GIV E A STATUS REPORT. MR. BROWN STATED THAT IF ANY COMPLAINTS WERE BEING RECEIVED TO CONTACT HIM PERSONALLY. DISCUSSION WAS HELD REGARDING THE DONATION OF APPROXIMATELY 40 ACRE5 BY THE LETZERICH FAMILY WITH COUNCILMAN NEWMAN REPORTING SHE HAD CHECKED WITH FIRST AMERICAN TITLE TO GET THE ABSTRACT OF TITLE ON THIS PROPERTY BUT DUE TQ THE WORK LOAD AT THE ABSTRACT � .4 DEPARTMENT AT GALV ESTON WAS UNABLE TO GET THE DOCUMENT ITSELF BUT DID RECEIV E A VERBAL REPORT THAT THERE WERE NO JUDGMENTS OR TAX LIENS FILED AGAINST THIS PROPERTY AND WILL PUT THIS IN WRITING WITHIN THE NEXT COUPLE OF DAYS. �COUNCILMAN LEE REPORTED THE PARKS BOARD MET LAST WEEK AI�D DISCUSSED THIS PARTICULAR DONATION AND THEY WERE UNANIMOUSLY IN FAVOR OF ADDING THIS FACILITY TO OUR � PARKS SYSTEM AND V ER� ENTHUSIATIC ABOUT THE CONCEPT OF A COUNTY PARK IN THIS AREA AND EXPRESSED THEIR DESIRE TO WORK WITH THE COUNTY ANY WAY THEY COULD TO BRING THIS FACILITY AND RECREATIONAL TO OUR COMMUNITY. COUNCILMAN WICKLANDER REPORTED THAT COMMISSIONER CROWDER WAS V ERY INTERESTED AND IS GETTING WITH COUNTY PARKS DIRECTOR PAT HALLISEY AND WILL COME TO LOOK OV ER THIS FACILITY THIS WEEK . STAFF REPORTED THEY HAD CHECKED ON THE INCREASE IN INSURANCE COST FOR THIS DONATION OF FROPERTY AND THAT THE INSURANCE FIRM STATED THERE WOULD NOT BE AN INCREASE IN COST UNTIL THE CITY ' S BUDGET IS INCREASED IN DEVELOPING THIS PROPERTY. MR. LETZERICH STATED THE SAND PIT SIDES WILL BE SLOPED BY THE CONTRACTOR BUT THAT THEY WOULD BE WILLING TO POST BOND TO THE CITY GUARANTEEING THIS WORK WILL BE DONE. COUNCIL AGREED TO CALL A SPECIAL MEETING FOR FRIDAY DECEMBER 19, 1986 AT 9: 00 A.M.
