WAS HELD ON NCJVEMBER 18, 1986 AT CITY HALL AT 5 : 00 PM WITH THF
FOLLOWING PRESENT CONSTITUTING A QUORUM:

� V ERBALLY AND WRITTEN REGARDING PROPOSED ANNEXATION OF TRACT' S IV
� AND V LOCATED NORTH OF CLEAR CREEK IN HARRIS COUNTY, TEXAS OUT OF
TFiE JOHN DICKINSON SURVEY, ABSTRACT 15 .

Q HEARING NO INPUT, MAYOR LOWE CLOSED THE PUBLZC HEARING.
DISCUSSION WAS HEI,D BY COUNCIL REGARDING DESIGNATING DUANE HENGST
AS BUREAU OF CENSUS LIAISON FOR THE CITY WITH THE CITY MANAGER
STATING DONNA CASHION COULD HELP HIM.
DISCUSSION WAS HEI�D REGARDING THE FACT THAT THE CITY VJAS
FZNALIZING THE DIS-ANNEXATION/ANNEXATION WITH LEAGUE CITY AND
THAT THE CITY SHOULD MW E FORWARD ON THE PROPFRTY TO PLACE THE
ELEVATED WATER STORAGE TANK. MAYOR LOWE REQUESTED COUNCILMAN
JORDAN TO WORK WITH JOE �1LLEN TO SET UP A MEETING WITH STEPHEN
PUHL WITH CDC TO DISCUS5 THI5 PROJECT.
MAYOR LOWE SUGGESTED THE CITY PLACE A MARKER ON FM 528 WHERE THE
CITY LIMITS WILL ACTUALLY BE UPON COMPLETION OF THE DIS-
ANNEXATION/ANNEXATION WITH LEAGUE CITY.
NIAYOR LOWE ALSO SUGGESTED THE ACTING CITY �1ANAGER LOOI� INTO THE
POSSIBILITY OF PLACING NEW POPULATION SIGNS AT THE ENTRANCES TO
THE CITY ON FM 518, FM 528 AND FM 2351. DISCUSSION WAS HELD
WHETHER OR NOT PLACING A POPULATION OF 20, 000 ON THESE SIGNS
WOULD REQUIRE THE CITY TO MAINTAIN THE TRAFFIC SIGNALS ON THESE
FARM TO MARKET ROADS WHICH ARE MAINTAINEll BY THE STATE HIGHWAY
DEPARTMENT AT THIS TIME. COUNCIL REQUESTED THE ACTING CITY
MANAGER TO CHECK WITH THE STATE HIGHWAY DEPARTMENT AND REPORT
BACK TO COUNCIL.
DISCUS5ION WAS HELD REGARDING DEVELOPING PROCEDURES IN THE
FINANCE DEPARTMENT WITH THE ACTING CITY MANAGER ADVISZNG I�iE iS
WORKING ON THESE PROCEDURES AND WOULD REPORT BACK TO COU�ICIL WHEN
THEY WERE COMPLETE.
DISCUSSION WAS HELD REGARDING THE PROPOSED NEW CITY HALL WITH
COUNCIL STATING IF A REFERENDUM ELECTION IS HELD EARLY FEBRUARY,
AND IS APPR(7VED, IT IS QUITE CONCEIVABLE THAT BIDS COULD BE
READY BY THE FIRST OF MARCH.
DISCUSSION WAS HELD REGARDING THE SECOND SWIMMING POOL GRANT WITH
COUNCILMAN LEE STATING SUBMITTAL OF THIS GRANT WOULD BE IN
JANUARY TO THE TEXAS PARKS AND WILDLIFE AND GRANTS WOULD BE
AWARDED IN APRIL OR MAY AND AFTER THE PAPER 6VORK IS COMPLE'I'ED,
THE ENGINEERING PHAS� COULD BEGIN EARI,Y 1988 . COUNCIL EXPRLSSED
CONCERNS THAT FUNDS WOULD STILL BE AV AILABLE DUE TO GRAMM/RUDMAN.

MAYOR LOWE REPORTED HE IS WORKiNG WITH JUDGE HOLBROOK REGARDING
THE POSSIBILITY OF THE COUNTY PAYING FOR THE COST UF THE CITY
CREWS MWING THE UTILITY LINES FOR THE CONSTRUCTION ON FM 518
WHICH THE5E FUNDS COULD THEN BE USED FOR PAVING AND PARRING ON
SHADWELL STREET ADJACENT TO ST�VENSEN PARK.
P�IOTION WAS MADE AND APPROVED TO ADJOURN AT 6 : 00 PM.
