Q MAYOR LOWE AND PLANNING AND ZONING COMMISSTON CHAIRr9AN DENNIS HOLT CALLED A DOCKETED PUBLIC HEARING TO ORDER TO RECEIV E PUBLIC INPUT BOTH VERBALLY AND WRITTEN REGARDING THE REQUEST FOR ZONING CHANGE AT 201 MAGNOLIA FROM RESIDENTIAL (SFR) TO COMMERCIAL (OBD) . MS. GLORIA HARRELSON, OWNER OF THE PROPERTY STATED THIS REQUEST IS FOR AN ANTIQUE STORE. MR. RANDY UNGER PRESENTED A PETITION WITH 49 SIGNATURES PROTESTING THIS RE-ZONING. MS. ROSE LINDERMAN STATED THE INCREASE IN TRAFFIC S�IOULD BE TAKEN INTO CONSIDERATION. MR. KEN CAMP STATED THE CITY SHOULD CONTINUE IN THE SAME ORGANIZED MANNER AS IT HAS BEEN AND THAT COP•'1MERCIAL SHOULD NOT BE ALLOWED IN RESIDENTIAL AREAS. SEVERAL OTHER CITIZENS IN THE AUDIENCE SPOKE IN OPPOSITTON OF THIS REQUEST FOR REZONING. COUNCILMAN NEWMAN ASKED h1S. HARRELSON HOW ADV ERTISING WOULD �3E HANDLED. MS . HARRELSON STATED THERE WOULD BE A SIGN ON SITE, POSSIBLY A SIGN PLACED ON FA9 518 AND BY WORK OF R10UTH . HEARING NO FURTHER INPUT, THE PUBLIC HEARING WAS CLOSED. MAYOR LOWE ANNOIINCED THE CHARTER REVIEW COP�MISSION WILL , HOLD A PUBLIC HEARING FOR INPUT REGARDING REVSSIONS TO THE CHARTER AT CITY HALL ON THURSDAY, NGVEMBER 13, 198G . THIS WILL BE A FAI�IILY ORIENTED EVENT WITH COSTUAIE CONTESTS, ADOPTTON CEREMONIES AT 12 : 00 TO 12 : 30, TOURS OF HERITAGE MUSEUM AND A BARBECUE LUNCH. EV ERYONE IS ASKED TO PARK AT THE FRIENDSWOOD HIGH SCHOOL WHERE BUSES WILL PROVIDE TRANSPORTATION TO JONES HANGAR DUE TO THE LIMITED PAP.KING. COUNCILMAN LEE REMINDED EU ERYONE THAT FRIDAY AND SATURDAY WILL BE TFiE COMMUNITY APPEARANCE FALL HAUL A DAY PROGRANI AND CONTAINERS PRC7VIDED BY BEST WASTE WILL BE PLACED AT STEU ENSON PARK. MAYOR LOWE CALLED A PUBLIC HEARING TO ORDER TO RECEIV E YUBLIC INPUT I30TH V ERBALLY AND WRITTEN REGARDING PROPOSED V ARIANC�S TO THE CJVERNIGHT PARKING ORDINANCE. COUNCILMAN JORDAN STATED THAT PRESENTLY THE ORDINANCE PKOHTBITS ON STREET PARKING FROM MIDNIGHT TO 5 : 00 A.M. THE PROPOSAL IS TO ALL'OW OVERNIGHZ' PARKING ON SPECIFIC STRELTS IN THE CITY ANll IN SOME CASES ITS LIhIITED TO SPECIFIC BLOCK5 OF THAT STREET. TfiL PROPOSAL HAS NOT BEEN FORMALIZED AS YET AND THE SUGGESTIOIJ HAD BEEN IF IT WERE TO B� ALLOWED ON THESE STREETS WE MIGHT GO TO AN ODD/EVEN SYSTEP�1 SUCH THAT A CAR COULD NOT BE PARKED PERMANENTLY EUEN ON THESE STREETS . ACTING CITY MANAGER REPORTED THE S6aIMMING POOL HAD TWO MORE DAYS OF INSID� PAINTING AND COULD POSSIBLY HAV E WATLR PUT IN FRIDAY, OVERLAY CONTRACTOR h10VED IN EQUIPMENT TODAY AND STI�RTED WORK ON THE ASPHALT OVERLAY PROGRAM, CONTP.ACTOR STARTED REPAIRS ON WATER WELL #2 TODAY, RELOCATION OF WATER LINE QN FM 518 IS COP�PLETE AND T"'� RELOCATION OF SANITARY SEWER LINE ON FP�1 518 J:S PROPOSED TO GET � STARTED NEXT WEEK AND REMTND�D COUNCIL OF THE INVITATION TO � ATTEND THE MEETING OF THE GULF AREA WATER AND WASTEWATER � ASSOCTATION ON MONDAY N(7VE61BER 17 , 1986 AT CAI�1P MANISON AT 5 : 00 . m COUNCILMAN NEVJMAN STATED SI3E HAD MET WITH THE DRAINAGE DISTRICT Q TWO WL^;EKS AGO AND THEY WERE CONCERN�D WITH ROADS IN IMPERIAL GARDENS THAT ARE SCHEDUL�:D TO HAVE WORI� DONE ON THEA1 AS THE DRAINAGE DISTRICT WILL PR4BABLY START DIGGING ON COWARTS CREEK IN 6 TO 8 MONTHS AND WERE AFRAID THE HEAVY TRUCKS ON FALLING LEAF WOULD DAMAGE THE STREETS AND V7ERE REQUESTING' TIiE CITY WORK WITH THEM ON SCHEDULING THIS WORK FQR AFTER SOME OF `I'HE flEAVY TRUCICS WERE THRU WITH THE HAULING. ACTING CITY MANIIGER ANU COUNCILMAN WICKLANDER STATED TEIIS STREET IS TO BE CONCRETED WITH 6 SNCHES OF CONCRETE PAVEMENT AND THESE HEAVY TRUCKS SHOULD NOT DAr1AGE THIS STREET. COUNCILMAN PRIHODA ASKED THE ACTING CITY NIANAGER HAD HE CHECK�D THE SWIMMING POOL DRAINAGE AT THE TREE SITES . THE ACTING CITY MANGER STATED YES HE HAD AND THE CITY WOULD HAV E TO RUN SOME ADDITIONAL PIPES AND TAP INTO THE EXISTING STORI�I SEWER. COUNCILMAN PRIHODA ASICED IF THE PLANS WERE BEING DRAWN UP ON R�NOVATION OF THE WATER TANK AT PUBLIC WORKS FOR RELOCATION OF THE DOG POUND WITH THE ACTING CITY MANAGER STATING THEY 6�lEKL; BEING DRAWN UP AT THIS TIME. COUNCILNIAN NEWMAN STATED THF CONSTRUCTION SUPERITdTEND�NT FOR THE WATER PLAIJT AT ELLINGTON HAD FINALLY RECEIVED THE GO AHEAD TO BEGIN CONSTRUCTION. CITY SECRETARY REPORTED THAT THE CITY ATTORNEY REQUESTED A PROPO5AL BY BERNARD JOHNSON BE PLACED ON THE AGEND�1 FOR NEX`i' MONDAY FOR ASSISTANCE IN THE GERMANY CASE ANU TO DO A TOPOGR�IPFIICAL SURVEY OF THAT AREA.
