WAS HELD ON OCTOBER 13 , 1986 AT CITY HALL AT 7 : 00 PM WITH THE

A MEMBER TO THE ZONING BOARD OF ADJUSTMENT.
COUNCILMAN LEE REPORTED FRIENDSWOOD V OLUNTEER FIRE DEPARTMENT
PARTICIPATED IN EQUIPMENT DISPLAY AND SKILLS CONTEST HELD IN
HOUSTON LAST WEEKEND AND WON THE SWEEPSTAKES TROPHY.

OPERATIONS FOR LOOMIS INTERNATIONAL, INC. ANU FRANK WEBB, VICL-
PRESID�NT OF KINGSPARK WHITEHALL CIVIC ASSOCIATION REACHING AN
AGREEMENT WHICH WOULD ALLOW CERTAIN LOONIIS EMPLOYEES USE OF THIS
GATE.

THE CITY MANAGERS OFFICE.

DISCUSSION W1�S HELD REGARDING THE REALIGNP�IENT OF CHELSEA LANE
WITH DUNBAR ESTATES DRIV E W�TH THE ACTING CITY MANAGER REPORTING
FUNDS HAD NOT BEEN BUDGETED FOR THIS PROJECT BUT PROPOSED THE
CITY REQUEST THE STATE HIGHWAY DEPARTMENT� RBCONSTRUCT CHELSEA
LANE DURING THE CONSTRUCTION PLANNED FOR FM 518. COUNCIL AGREED
WITH THE ACTING CITY MANAGER`S RECOMMENDATION BUT REQUESTED AN
�STII4ATE AS TO HOW MUCH THIS REALIGNMENT WOULD COST. BOBBIE
HEIIRY REPORTED SHE HAD SPOKEN TO BUCK HAUSEMAN AND HE STATED HE
WOULD SIGN THE DEED' S AS SOON AS THEY WERE PREPARED.

VALOREM TAXES OF THE CITY OF FRIENDSWOOD, TEXAS, FOR THE YEAR
1986 AND FOR EACH YEAR THEREAFTER UNTIL OTHERWISE PROVIDED;
PRWIDING THE DATE ON WHICH SUCH TAXES SHALL BE DUE AIrID PAYABLE;
PRCJVIDING FOR PENALTY AND INTEREST ON ALL TAXES NOT TIMELY PAID;

ACTING CITY MANAGER MELVIN MEINECKE REQUESTED THE FIRE MAR5HAL
REPORT ON MOWING OF LOTS.
FIRE MARSHAL V ANCE RILEY PRESENTED COUNCIL WITH A REPORT ON THE
NUMEROUS LOTS REQUIRING CLEAN UP THAT ARE BEING HANDLED AT THIS
TIME IN HERTTAGE ESTATE5 AND POLLY RANCH SUBDIVISION, . REPORTING
ONE AREA IN PARTICULAR IN POLLY RANCH WHERE A HOME064N�R BEGAN
SLAB CONSTRUCTION AND SUSPOSEDLY WALKED AWAY WILL COST
APPROXIMATELY $2,600 TO CLEAN UP. MAYOR LOWE STATED H� FELT THE
HOMEOWNERS ASSOCIATIONS SHOULD TAKE A POSITION ON THIS ISSUE AND
WRITE LETTERS TO COUNCIL ADVISING THEIR POSITIONS AND COUNCIL
WILL CHECK WITH THE CITY ATTORNEY NEXT WEEK TO SEE HOW TO HANDL�
THESE PARTICULAR PROBLEMS . COUNCILMAN JORDAN REQUESTED COUNCIL
ALLOW HER TO LOOK INTO WAYS AND MEANS TO MAKE THESE PEOPLE COMPLY
WITH THE WEED AND RUBBISH ORDINANCE WITH COUNCIL HAVING NO
OBJECTIONS. MAYOR LOWE SUGGESTED THE HOMEOWNERS ASSOCIATION TAKE
A STAND ON GETTING THESE LOTS CLEANED UP.
ACTING CITY MANAGER MELVIN MEINECKE REPORTED THE CONTFtACTOR
STARTED LAST W�EK ON THE TOWNES ROAD WATERLINE IN FOR�ST BEND,
THE BOX CULV�RT ON COWARDS CREEK DRIVE IS OPEN TO TWO LANE
TRAFFIC AT THE PRESENT TIME AND THE FM 518 WATERLIN� RELOCATION
BY CITY FORCES IS ALMOST COMPLETE.

LEAVING ONE QUARANTINED DOG IN THE FRIENDSWOOD HUM�IPJE FACILITY.
MAYOR LOWE STATED THE CITY NEEDED TO LOOK AT THE VARIOUS OPTIONS
AVAILABLE AS IN CONVEFtTING THE GREEN WATER TANK AT PUIILIC WORKS
OR POSSIBLY RELOCATING AT FIRE STATION #2 ON FPn 528 . COUNCIL , ,
EXPRESSED CONCERN REGARDTNG NOT HAVING A SLGNED AGREEMENT STATING
FEES FRIENDSWOOD WOULD PAY TO ALVIN AND THE AMOUNT OF TIME ALVIN
WOULD HOLD THE DOGS. COUNCIL RE�UESTED THE ACTING CITY MANAGER
TO LOOK INTO TfiI5 AND REPORT BACK AT THE NEXT COUNCIL MEETING.
COUNCIL ALSO REQUESTED ACTING CITY N]ANAGER TO PREPARE A PROPOSAL
TO AMETID THE EXISTING FEE SCHEDULE IN THE DOG ORDINANCE IF
NECESSARY TO CCN ER EXPENSES.
MAYOR LOWE REPORTED THE CITY OF HOUSTON HAS NOT SENT TH� LETTER
ON THE SURFACE WATER PROJECT AS PRONIISED RND EXPRESSED CONCERN
THAT THIS PROJECT HAS BEEN ON HOLD FOR THE PA5T 90 DAYS V�AITING
FOR THIS LETTER. MAYOR LOWE STATED H� DID NOT FEEL THE CITY
T'� SHOULD ENTER INTO A CONTRACT FOR ENGIN�ERING FOR THE APPLICATION

� MAYOR LOWE STATED THAT POSSIBLY THIS ITEM SHOULD BE DISCUSSED

'CC COUNCILMAN HARRELL ASKED THE ACTING CITY NIANAGER THE STATUS OF
THE PRIV ATE LOT IN HERITAGE ESTATES THAT LOOICED LIKE A STRE�T VJAS
BEING PUT IN. THE ACTING CITY MANAGER REPORTED HE HAD BEEN OUT
TO THE LOT AND THAT APPROXIMATELY 2 TO 3 INCHES OF LIAIE5TOTIE HAD
BEEN PUT DOWN BUT THAT HE DID NOT BELIEVE THE PROPERTY OWNER WAS
IN VIOLATION OF ANY CITY ORDINANC� AT THIS TZME. COUNCIL
REQUESTED THE ACTING CITY MANAGER REVIEW THE REGULATIONS OF THE
FEMA ORDINANCE REGARDING PROVIDING A DEVELOPMENT PLAN.
