CC� COUNCIL DISCUSSED THESE GUTDELINES WITH THE MAJORITY OF COUNCIL C[ STATING THEY PREFERRED APPLICANTS FOR THE CITY MANAGER POSITIQN HAVE SOME LOCAL GOVERNMENT EXPERIENCE WITH NUMBER OF YEARS EXPERIENCE BEING REMOVED FROM THE GUIDELINES. COUNCIL STATED THEY WOULD LIKE TO SEE THE STARTING SALAAY RANGE FR �P4 $45 THOUSAND TO $50 THOUSAND PER YEAR BUT WOULD DISCUSS UP TO $55 THOUSAND . COUNC IL SET A DEADLINE OF SEPTEMBER 30, 1 986 TO RECEIVE APPLICATIONS WITH NO PREFERENCE AS TO LOCALE. C011NCIL DISCUSSED WITH MR. HARTUNG THE POSSIBILITY OF THE CITY ENTERING INTO AN EMPLOYMEDIT AGREEMENT WITH THE NE4J CITY P�ANAGER WITH COUNCIL STATTNG THEY WOULD LIKE TO REVIEW A SAh1PLE AGREEMENT WHICH MR . HARTUNG WILL PROVIDE. MAYOR LOWE ANNOUNCED THAT JON VANDEN BOSCH CALLED AND HAS SET UP A MEETING FOR NEXT MONDAY WITH MAYOR WHITMIRE AT 1 :30 TO DISCt3SS SURFACE WATER AND WOULD LIKE FOR COUNCILMAN WICKLANDER TO ATTEND AND COUNCILMAN PRIHODA STATED HE WOULD ALSO LIKE TO ATTEND. MAYOR LOWE ANNOUNCED THE HE MET WITH COUNCILMAN WICKLANDER AND REPRESENTATIVES FROM CLEAR LAKE AREA ECONOMIC DEVELOPr9ENT CORPORATION REGARDING FRIENDSWOOD BECOMING A MEhiBER OF THIS ORGANIZATION . MAYOR LOWE REQUFSTED COUNCILMAN WICICLANDER TO t�IAICE AN ANNOUNCENfEI3T REGARDING THE MS. GALVESTON CONTEST HELD LAST WEEKEND . COUNCILMAN WICKLANDER ANNOUNCED THE MS. GALVESTO[� COMPETITION WAS HELD AT THE SAN LUIS HOTEL IN GALVESTON AND THAT MS. KELLY WICKLANDER WAS SELECTED AS MS. GALVESTON AND WILL PARTICIPATE IN SAN ANTONIO IN THE MISS TEXAS U . S, A. PAGEANT. MAYOR LOWE ANNOUNCED THAT A MEETING WAS HELD HERE LAST , THUASDAY REGARDING THE LETTER OF INTENT FILED BY THE CITY WITH THF CENTRAL APPRAISAL DISTRICT. THE MEETING WAS ATTENDED BY THE MAYOR, ALTA CARBONE, CITY ATTORNEY, CHIEF APPRAISER GUY EMAHIS AND MEMBERS OF HIS STAFF AND THE CITY ATTORNEY FROM SANTA FE . THIS GROUP WORKED ON WAYS TO CORRECT THE TAX ROLL IN A FAIR APID EQUITABLE WAY WITH MS . CARBONE STATING SOME ERRORS HAD ALRFADY BEEN CORRECTED AND THAT THE TAX ROLL SHOULD BE CORRECTED BY THE E,ND OF THE MONTH. CITY SECRETARY REPORTED THE CITY ATTORNEY ADVISED THE CITY TAKE FORMAL ACTION AT THE NEXT COUNCTL MEETING TO WITHDRAW THE LETTER OF INTENT TO FILE A LAWSUIT AGAINST THE CENTRAL APPRAISAL DISTRICT IF THE TAX ASSESSOR COLLECTOR IS SATISFIED THE ERRORS WILL BE CORRECTED SATISFACTORILY. 1 130 MAYOR LOWE ADVISED THAT THE CLEAR CREEK PROJECT WILL NCED RIGHT � OF WAY ACQUIRED AND HOPEFULLY THOSE PROPEATY OWNERS ALOf1G CLEAR CREEK WILL DONATC PROP�RTY NEEDED AND WHICH 20� OF THIIT VALU� MAX BE USED AS A TAX DEDUCTION . � MR . CHARLES BEGGS PRESENTED A LETTER OF RESIGNATION FROM THE PLANNING AND ZONING COMMISSION AND STATED HIS A'PPRFCIATION FOR BEING ALLOWED TO SF.RVE ON THIS BOARD : COUNCIL ACCEPTED MR. �3EGGS RESIGNATION AND THANKED HIAS FOR THE MANY HOURS HE HAD DEDICATED TO THE CITY IN SERVING ON THE PLANNING AND ZONING COMMISSIbN . MAYOR PRO-TEM JORDAN PRESIDED OVER THE MEETING AT THIS TIME. � * �'MOTION WAS MADE BY COUNCILMAN LEE TO APPROVE THE RECOMMENDATION �� FROM THE FRIENDSWOOD INDUSTRIAL DEVELOPMENT COMMISSION AS ��� PRESENTED HY SANDRA QUINN TO ACCEPT THE RESIGNATION OF GARY EZELL FROP4 THE BOARD AND APPOINT JANIS LOWE TO SERVE OUT HIS TERM. BENNY BAKER REPORTED HE MET WITH THE COMMUNITY APPEARANCE BOARD REGARDING CLEANING UP AND BEAUTIFYING JONES HANGER AREA AND THEY WERE VERY ENTHUSED ABOUT THIS PROJECT. THE BOARD W�NT OVER TO THE HANGER LAST WEEK TO LOOK THINGS OVER AND MET WITH THE UNOFFICIAL COMMITTEE THAT LOOKS AFTER THE HANGER AND THEY WILL MAKE RECOMMENDATIO[JS BACK TO THE BOARD. MAYOR LOWE REPORTED HE ALSO MET WITH THE BOARD AND THAT THEY ARE VERY PROGRESSIVE . DISCUSSION WAS HELD REGARDING CONTRACT FOR COLLECTIOI3 OF DELINQUENT WITH TAX ASSESSOR COLLECTOR ALTA CARBONE PRESENTING CQLLECTIONS FROM SEVERAL CITIES THE SIZE OF FRIENDSWOOD , FOR 1986 THE COLLECTION RATE IN PEARLAND IS 96 % , FRIENDSWOOD IS 95� , ALVIN IS 92� AND LEAGUE CITY IS 92$ . THE TOTAL DELINQUENT COLLECTIONS FROM 1984 BACK TO THE BEGINNING OF TAX COLLECTIONS FOR EACH CITY IS FRIENDSWO�D 44� , PEARLAND 39� , ALVIN 23� AND LEAGUE CITY 23�. MS. CARBONE RECOMMENDED DEXTER JOYNER BE RETAINED AGAIN THIS YEAR AND RFVIEW COLLECTIONS RATIO NEXT YEAR TO DETERMINE IF A CHANGE IN DELINQUENT TAX ATTORNEYS BE MADE. `�� +� *MOTI013 WAS MADE BY COUNCILMAN NEWMAN TO APPROVE A ONE YEAR TERM ��� CONTRACT WITH DEXTER JOYNER FOR COLLECTION OF DELINQUENT TAXES. ' FRIENDSWOOD DECTECTIVE FRANK FIDELIBUS PRESENTED MAYOR LOWE WITH A GIFT AND A LETTER FROM THE MAYOR OF SERAING , BELGUIM WHERE MR . FIDELIBUS JUST RETURNED FROM VISITING AND TOURING SOME OF THE POLICE FACILITIES. CITIZENS WERE IN THE AUDIENCE AND REQUESTED COUNCIL TO LOOK INTO THE DRAINAGE PROJECT ON MERRIWOOD, STATING THIS WAS DANGEROUS FOR SMALL CHILDAEN IN THE AREA, THE QUALITY OF REPAIRS TO THE ROAD WAS SUB-STANDARD AND WAS CREATING AN EYESORE IN THE AREA. MAYOR LOWE REQUESTED COUI3CILMAN NEWMAN , ACTING CITY MANAGER AND CITX ENGINEER ALONG WITH HIMSELF MEET WITH THESE CITIZENS AT THE PROJECT SITE IN THE MORNING AT 1 0: 00 AM TO DISCUSS THIS MATTER. 2 131 GREG KUNKEL APPEARED BEFORE COUNCIL AEPRESrNTING Tf�E AMBULANC� DIVISTON TO REQUCST COUNCIL CONSIDERATION FOR A F'ULL TIA9G PARAMEDIC AT AN APPROXIMATE COST OF $30, 400. COUNCIL HAD NO OBJECTIONS TO THIS PROPOSAL BUT DID QUESTION HOW THIS WOULD BE PUT INTO EFFECT AND WHERE THE FUNDS WOULD COME FROM. COUNCIL REQUESTED THIS REQUEST BE VaTED ON BY THE MEMI3FRS OF THE AMBULANCE DIVISION AND THIS REqUEST AND OUTCOME OF THE VOTE BE GIVEN TO COUNCIL IN WRITING . BETTE JANE WELLS REQUESTED COUNCIL TO LOOK AT THE DITCH IN FROPIT OF THE HIGH SCHOOL AS IT ALWAYS HAS STANDING WATER . DISCUSSION WAS HELD REGARDING RE—LOCATION OF HUMANE FACILITIES WITH THE ACTING CITY �4ANAGER REPORTING THAT PEARLAND AND ALVIN HAVE INDICATED THEY WOULD WO RK WI TH U S R EGA RD ING U SE OF TH�IR I'ACILITIES FOR HOUSING OF FRIENDSWOODS ANIMALS BUT HAVE REQUESTED THIS BE IN WRITING . COUHCILMAN NEWMAN AGREED TO WORK WITH THE DEVELOP�R OF TIMBER FIELDS SUBDIVISIOI� TO SEE IF HE WOULD SHARE IN COSTS INVOLVED TO RE—LOCATE OR TO S�UNDPROOF THESE FACILITIES AND WILL REPORT BACK NEXT WEEK.
