MAYOR LOWE REPORTED HE DISCUSSED WITH REG ARNOLD WITH THE TEXAS WATER DEVELOPMENT BOARD , THE PLAN FOR FINANCING OF SURFACE WATER PROJECT AS PRESENTED BY THE CITY OF FRIENDSWOOD DURING A RECENT MEETING ATTENDED BY COUNCILMAN JORDAN , COUNCILMAN PRIHODA , CITY OF HOUSTON , PUBLIC WORKS DIRECTOR JON VANDEN BOSCH , GUEST OF THE CITY OF FRIENDSWOOD AND MAYOR LOWE . MAYOR LOWE 5TATED THE PLAN IS FOR THE CITY OF FRIENDSWOOD TO BORROW APPROXTMATELY $3 MILLION DOLLARS AT APPROXIMATELY 7 . 6� INTEREST WITH ONLY INTEREST BEING PAID THE FIRST THREE YEARS , TO BUY IN TO THE CITY OF HOUSTON SOUTH EAST WATER PLANT AT ELLINGTON FIELD . THE TEXAS WATER DEVELOPMENT BOARD IS VERY INTERESTED IN MEETING WITH SURROUNDING CITIES TO MAKE THIS SAME FINANCIAL PLAN AVAILABLE , THE CITY OF FRIENDSWOOD WILL PUT TIiIS MEETIt3G TOGETHER AS SOO.N AS POSSIBLE . ' RICHARD HIXON APPEARED BEFORE COUNCIL TO REQUEST COUNCIL ALLOW HIM TO PLANT SEVEN OAKS TREES IN STEVENSON PARK AS A MEMORIAL TO THE ASTRONAUTS OF THE CHALLENGER WHO LOST THEIR LIVES , AS A PROJECT FOR HIS EAGLE SCOUT REQUIREMENTS . MAYOR LOWE REQUESTED COUNCILMAN PRIHODA AND COUNCILMAN LEE TO MEET WITH MR . HIXON AND WORK ON THE PLANS FOR THIS PROJECT . MAYOR LOWE ANNOUNCED HE WILL BE ATTENDING A LUNCHEON WITH VICE ' PRESIDENT BUSH IN BEAUMONT THIS WEEK AND REQUESTED A SMALL PICTURE OF "AND TOUCHED THE FACE OF GOD" FROM ARTIST LAURIE WHITEHEAD TO PRESENT TO THE VICE PRESIDENT . VERA SMART APPEARED BEFORE COUNCIL ON BEHALF OF THE ANNALEA HOMEOWNERS ASSOCIATION TO EXPRESS CONCERN FOR THE PROPOSED COMMERCIAL DEVELOPMENT TO BE LOCATED ON THE THREE LOTS IN FRONT OF THE ANNALEA SUBDIVISION ON FM 518 AND MARY ANN WHICH WERE ZONED COMMERCIAL . MS . SMART STATED THE HOMEOWNERS ASSOCIATION IS FORMALLY GIVING NOTICE THAT THE MEMBERS UNANIMOUSLY VOTED TO PROHIBIT COMMERCIAL DEVELOPMENT ON THESE THREE LOTS ON FM 518 AND MARY ANN AND TO FORMALLY GIVE NOTICE OF INTENT �TO PRESERVE THE yNTEGRZTY OP THE RESIDENTIAL STATUS OF ANNALEA SUBDIVISION AND PRESENTED A PETITION TO THE CITY OF FRIENDSWOOD REQUESTING THE CITY TO LOOK INTO ACQUIRING THESE LOTS AS GREEN SPACE WITH THE POSSIBILTTY OF THE HOMEOWNERS ASSOCIATION PROVIDING VOLUNTEERS TO LANDSCAPE AND MAINTAIN . � � 98 MS .
