YOR LOWE REPORTED THE CLEAR CREEK PROJECT AGREEMENT WAS FINALLY IGNED � THIS PAST WEEK , REYRESENTING TWENTY YEARS OF HARD WORK BY � MEROUS ENTITIES AND OFFICIALS . FRANK WEBB STATED THAT ON BEHALF OF THE CITIZENS OF FRIEND5WOOD AND ON BEHALF OF THE ALL THE CITIZENS THAT LIVE ALONG CLEAR CREEK , A DEEP DEBT OF GRATITUDE IS OWED TO MAYOR LOWE FOR HIS TWENTY YEARS OF LEADERSHIP ON THE CLEAR CREEK PROJECT . MAYOR LOWE REPORTED THAT THE SURFACE WATER PROGRAM IS ONGOING , WITH THE POSSIBILITY OF OBTAINING FUNDING FROM THE STATE TO BUY �TO THE HOUSTON ELLINGTON WATER PLANT FOR SURFACE WATER WITHOUT �VING TO BEGIN PAYING THESE FUNDS BACK FOR THREE YEARS . MAYOR LOWE READ CORRESPONDENCE WHICH HAS BEEN RECEIVED FROM COMMISSIONER RON CROWDER ADVISING MOSQUITO CONTROL HAS BEEN RE- STORED OVER THE FRIENDSWOOD AREA . MOSQUITO CONTROL FLIGHTS OVER FRIENDSWOOD WERE DISCONTINUED AFTER A FRIENDSWOOD RESIDENT COMPLAINED TO FAA . AFTER INVESTIGATION INTO THIS riATTER , IT WAS DETERMINED AN EMPLOYEE aF FAA WHO RESIDES IN FRIENDSWOOD COMPLAINED TO FAA WHICH RESULTED IN THE MOSQUITO FLIGHTS BEING DISCONTINUED . MAYOR LOWE REPORTED THE 1986 �4TH OF JULY CELEBRATION WAS A GREAT SUCCESS . THE GATHERING , WITH BENNY BAKER AS CHAIRMAN , WAS HELD ON JULY 3RD FOR EMPLOYEES AND COMMITTEES WAS VERY SUCCESSFUL WITH APPRO%IMATELY 500 TO 600 ATTENDING WITH THE GOLAEN KNIGHTS PERFORMING AERIAL ACROBATS . MAYOR LOWE PRESENTED A NEWSPAPER REPORT QN A NEWSPAPER ARTICLE DATED JULY 7 , 1923 RELATING TO MR . FRANK J . BROWN , WIiO FOUNDED FRIENDSWOOD IN 1895 . " � MR . MOTION APPROVED UNANIMOUSLY . COUNCILMAN WICKLANDER PROPOSED LETTER OF APPRECIATION BE SENT TO GALVESTON COUNTY JUDGE HOLBROOK FOR HIS EXTREME EFFORT ON BEHALF OF THE CLEAR CREEK PROJECT OVER THE LAST THIRTY UAYS IN ORDER TO � ,, MEET THE DEADLINE FOR EXECUTING THE AGREEMENT TO DO THE CLEAR CREEK PROJECT BY THE CORPS OF ENGINEER , HARRIS AND GALVESTON COUNTIES . MAXOR LOWE STATED HE FELT A SIMILAR LETTER SHOULD BE SENT T� HARRIS COUNTY JUDGE JON LINDSEY AND ALSO TO BRAZORIA COUNTY DRAINAGE DISTRICT FOUR FOR THEIR SUPPORT AND EFFORTS OVER ; THE PAST TWENTX YEARS WITH COUNCIL CONCURRING WITH MAYOR LOWE . COUNCILMAN LEE REPORTED THE 4TH OF JULY CELEBRATION FOR 1986 WAS A TREMENDOUS SUCCESS AND THANKED . EVERYONE THAT HELPED . COUNCILMAN LEE AT THIS TIME RECOGNIZED THE STEERING COMMITTEE MEMBERS THAT WERE PRESENT , STATING THAT OVER 815 MEETING HQURS WAS PUT IN BY THIS COMMITTEE . COUNCILMAN LEE REPORTED THAT THERE WERE 132 PARADE ENTRIES , AN ESTIMATED 2 , 500 PARTICIPATED IN THE PARADE , AN ESTIMATED 15 , 000 WATCHED THE PARADE AND APPROXIMATELY 10 , 000 PEQPLE PARTICIPATED IN THE FESTIVITIES IN THE PARK . COUNCILMAN NEWMAN STATED SHE FELT THAT LETTERS OF APPRECIATION SIGNED $X MAYOR AND CITY COUNCIL SHOULD BE SENT TO ALL CITY DEPARTMENTS AND THE 1986 �TH OF JULY STEERING COMMITTEE MEMBERS FOR THE HARD WORK AND DEDICATION PUT FORTH FOR THIS CELEBRATION . CITY MANAGER REPORTED THE SWIMMING POOL IS PROGRESSING AS WELL AS CAN BE EXPECTED DUE TO THE WEATHER . FINANCE DIRECTOR SAM WATSON PRESENTED AN IN-DEPTH FINANCIAL REPORT . MAYOR LOWE RETURNED TO THE COUNCIL CHAMBERS AT THIS TIME . CITY MANAGER ADVISED COUNCIL OF A PROBLEM WITH FLOODED CARPET AT A HOME IN RANCHO VIEJO WHEN THE WATER SERVICE WAS TURNED ON . THE CITY EMPLOYEE FOLLOWED PROCEDURES IN TURNING ON A NEW WATER CUSTOMER IN THAT A CUSTOMER DOES NOT HAVE TO BE AT THE RESIDENCE . CITY MANAGER ADVISED HE HAD SPOKEN TO JOHN OLSON AND HE ADVISED THAT IT DOES NOT APPEAR THAT THE CZTY IS LIABLE . DISCUSSION WAS HELD REGARDING THE NEW CITY HALL PLANS AND A COUNCIL COMMITTEE OF COUNCILMAN LEE , COUNCILMAN WICKLANDER AND COUNCILMAN HARRELL WERE APPOINTED TO LOOR AT PAYMENTS TO THE ARCHITECT . DISCUSSION WAS HELD REGARDING REPAIRS TQ FOREST BEND FIRE STATION BUILDTNG WHICH IS ESTIMATED BETWEEN $4 , 000 AND $5 , 000 TO REPAIR THE INSIDE AND PATCHING THE ROOF WOULD BE APPROXIMATELY �1 , 500 AND IF REPLACED WTTH SAME KIND OF ROOF AS THE EXISTING ROOF , THE ESTIMATE WILL BE $6 � OOO . ANA IF THE ROOF IS REPLACED WITH THE TYPE OF ROOF AS ON THE HOMEOWNERS ROOF THE ESTIMATE WILL BE APPROXIMATELY $10 , 000 TO $12 , 000 .
