AT THIS Ur TIME COUNCIL RECE5SED TO TOUR THIS 5UBDIVISION IPd ORDER TO SEE m THE VARIOUS TYPES OF BRICI{ AVAILABLE. 'Q MAYOR LOWE CALLED THE MEETING BACK TO ORDER WIiEN THE COUNCIL RETURNED FROM THIS 'I'OUR. COUNCILMAN NEWMAN AND CITY ATTORNEY OLSON ARRIVED AT THIS TIME. INVOCATION WAS GIV EN BY BRYAN G06VEN, A BAYLOR COLLEGE STUDENT. P4AYOR LOWE ANNOUNCED HE FiAD SPOKEN TO HARRIS COUNTY JUDGE JON LINDSAY REGARDING CLEAR CREEK AGREEAIENT AND JUDGE LINDSAY PLANS TO SIGN THI5 AGREEMENT TOMORROW AND GALV ESTON COUNTY JUDGE RAY HOLBROOK PLANS TO SIGN THIS AGREEMENT WEDNESDAY. CLEAR CREEK COMt�IITTEE MET LAST WEER TO DISCUSS WAYS TO REDUCE THE COST OF CL�AR CRE�K AND RESURRECT THIS PROJECT AND SO FAR THIS MONTH THIS COMP+lITTEE HAS REDUCED THE COST FOR CLEAR CREEK ACCORDING TO THE ESTIMATE BY THE CORPS OF ENGINEER5 BY P�IORE THAN $7 MILLION DOLLARS. MAYOR LOWE REPORTED HE WILL BE MEETING WITH THE HARRIS COUNTY COMDIISSIONERS COURT TO BRING THEM UP TO DATE ON PROGRESS BEING MADE BY THE COMMITTEE. MAYOR LOWE REPORTED HE MET WITH CLEAR CREEK SCHOOL BOARD AND DELIV ERED THE LETTER FROM THE COUNCIL WELCOMING CLEAR CREEK SCHOOL DISTRICT TO THE CITY OF FRIENDSWOOD IF THEY SO CHOOSE TO BE ANNEXED. THE PRESEIVTATION WAS EVIDENTLY NOT ADEQUATE AS THE COUNTER PRESENTATION REGARDING THE SERVICES THE CITY COULD PROVIDE TO THE 5CHOOL WAS DEEMED TO BE FACTUAL AND THEREFORE THE SCHOOL BOARD DECLINED THE OFFER TO BE ANNEXED BY THE CITY OF FRIENDSWOOD. • MAYOR LOWE REPORTED SURFACE WATER STUDY IS STILL ONGOING BUT IS MCJV I NG SLOWLY. COUNCILMAN PRIHODA INVITED MITCH MITCHELL WITH ASTRO DEVELOPMENT TO SPEAK TO COUNCIL REGARDING A NEW COMPANY THAT IS PROPOSING TO COME TO FRIENDSWOOD. MITCS MITCHELL WITH ASTRO DEVELOPr'tENT ANNOUNCED A NEW COMPANY WILL BE RE—LOCATING IN FRIENDSWOOD AT PARKWOO� BUSINESS CENTER. THEY ARE A PRIME AERO—SPACE CONTRACTOR WORKING FOR THE U.S. GCJVERNMENT, APPROXIMATELY 80$ OF THEIR INCOME IS FROM GW ERNMENT CONTRACTS. MR'. MITCHELL STATED THIS COMPANY WILL BE IMPORTANT TO THE CITY AS IT WILL EMPLOY APPROXIMATELY 200 PEOPLE WHEN FINALIZED AND WILL CREATE A TAK BASE OF APPROXIMAT�LY $250�000. PAUL TOMPKINS, PRESIDENT OF FRIENDSWOOD CHAMBER OF COMMERCE MADE MEMBERS OF CITY COUNCIL HONORARY MEMBERS OF THE CHAMBER AND PRESENTED CERTIFICATES TO EACH MEMBER. THE CHAMBER ANNOUNCED THE THE YOUTH NEEDS OPPORTUNITY COMMITTEE � '' (Y.N.O.C. ) OFFICIALLY OPENED TODAY AND IS A TEENAGE EMPLOYMENT SERVICE. Y.N.O.C. IS FUNDED 13Y THE CITY AND IN A COOPERATIV E EFFORT, THE CHAMBER IS PROVIDING OFFICE SPACE AND TELEPHONES IN ORDER THAT FRIENDSWOOD TEENAGERS MAY OBTAIN SUMMER EMPLOYMENT THRU THIS EFFORT. MAYOR LOWE ANNOUNCED A NUMBER OF FRIENDSWOOD CITIZ�NS WEPdT TO SANTA FE TO ATTEND A TAX MEETING FRIDAY REGARDING THE NEW TAX APPRAISALS FOR GALV ESZ'ON COUNTY. MAYOR LOWE INTRODUCED MARY ANN DEORE, P�'IAYOR PRO—TEt� FROM SANTA FE, WHO REPORTED THAT W ER 11,100 ATTENDED THIS MEETING AND STA'I'ED THE CITY OF SANTA FE WROTE A LETTER TO THE BOARD OF DIRECTORS OF GALV ES`I'ON COUNTY CENTRAL APPRAISAL DIS'I'RICT TO STATE THE INIQUITIES IN THE APFRAISAL OF PROPERTIES IN SANTA FE. MAYOR LOWE APPOINTED A COMMITTEE OF COUNCILMAN HARRELL, JESS WILLIAMS AND JOHN STONESIFER TO WORK WITH THE COMMITTE� FROM SANTA FE. THERE WILL BE A MEETING OF THE GALV ESTON COUNTY CENTRAL APPRAISAL DISTRICT WEDN�SDAY, JUNE 11, 1986 AT 2: 00 PM AND E�IERYONE I5 URGES TO ATTEND. BILL FUSS FROM WEDGEWOOD VILLAGE SUBDIVISION APPEARED BEFORE COUNCIL TO ASK IF CITY IS IN FAVOR OF ANNEXING THE CLEAR CREEK INDEFENDENT SCHO�L PROPERTY IF THE BOARD REQUEST THE CITY TO DO SO EVEN IF THEY HAVE CHOSEN TO HAV E WATER SUPPLIED BY MUD 55. THE MAJORITY OF COUNCIL STATED THEY WOULD BE WILLING TO CONSIDER THIS REQUEST BUT WOULD HAV E TO LOOK AT WHAT THE COST WOULD BE TO THE CITY TO PROVIDE POLICE AND FIRE TO THAT AREA. COUNCILMAN PRIHODA WILL WORK WITH THE SCHOOL DISTRICT TO SEE WHAT CAN BE WORKED OUT. DENNIS HOLT, CHAIRMAN OF THE PLANNING AND ZONING APPEARED BEFORE COUNCIL TO DISCUSS THE PROPOSED DEVELOPMENT OF A 5. 0 ACRE TRACT ZONED MFR—L FOR DUPLEXES. THERE WOULD BE FIFTEEN BUILDING5 WHICH. WOULD HOUSE A TOTAL OF 30 PEOPLE. MR. HOLT STATED THIS PROPOSAL MEETS THE REQUIREMENTS OF THE ORDINANCE BUT THE CONCERN OF THE PLANNING AND ZONING COMMISSION IS MAKING SURE THERE COULD BE NO FURTHER SUBDIVISION. MR. HOLT POINTED OUT THE STATEMENT WILL BE PLACED ON THE PLAT THAT THERE WILL BE NO FURTHER SUBDIVISION. **MOTION WAS MADE BY COUNCILMAN JORDAN TO ACCEPT THE �` _ RECOMMENDATION FROM PLANNING AND ZONING COMMISSION ON PROPOSED �( AMENDMENTS TO THE ZONING ORDINANCE — SIGNS, FOR GRAND OPENING AND (\� LANDSCAPING AND AUTHORIZE THE CITY ATTORNEY TO PREPARE A DRAFT ORDINANCE FOR COUNCIL REUIEW. SECONDED BY COUNCILMAN NEWMAN. MOTION APPROV.ED UNANIMOUSLY. DISCUSSION REGARDING AUTHORIZING THE MAYOR TO EXECUTE NECESSARY DOCUMENT5 TO ACQUIRE FOREST BEND VOLUNTEER FIRE DEPARTMENT BUILDING AND TERMINATE THE LEASE OF THE BUILDING LOCATED ON THE FOREST BEND HOMEOWNERS ASSOCIATION PARK LAND AND AUTHORIZE PAYMENT OF $25, 000 FOR THE BUILDING WAS POSTPONED UNTIL NEXZ "' WEEKS MEETING TO ALLOW THE HOMEOWNERS ASSOCIATION ATTORNEY TC I REVIEW THE DOCUMENTS. ; DISCUSSION WAS HELD REGARDING THE STRUCTURE OF THE WATER RATE WITH JESS WILLIAMS REPORTING HE HAD LOOKED IN TO A TWO LEVEL P4INIMUM AS REQUESTED BY COUNCILMAN JORDAN AND STATED AFTER LOOKING INTO THIS MATTER THAT THIS WOULD CAUSE A LOT OF PROBLEMS ADMINISTRATIV ELY AND THEREFORE DOES NOT RECOMMEND GOING TO THIS TYPE OF RATE STRUCTURE. MR. WILLIAP�S REPORTED THAT IN LOOKING AT THE LAST BILLING CYCLE, THERE WERE 656 MINIMUM USERS AND OF THAT 234 WERE EITHER V ACANCIES OR REALTORS OR BUILDERS. COUNCILMAN JORDAN REQUESTED COUNCIL ALLOW HER TO CONTINUE RESEARCHING HOW TO 2 LOWER RATES FOR MINIMUM USERS WITH COUNCIL HAVING NO OBJE�IONS � TO 7.'flI S REQUEST. . DISC[)SSION WAS HELD REGARDING A PROPOSED CONTRACT WITH BERNARD JOHNSON ENGTNEERING FOR RETENTION POND STUDY WITH NO ACTION BEING TAKEN. COUNCI.LMAN PRIHODA REPORTED F1E FiAD SPOKEN TO THE DRAINAGE DISTRICT TO SEE IF THEY WOULD LIKE TO JOIN THE CITY IN THIS `STUDY AND INVITED THE PRESIDENT OF THE DISTRICT TO DISCUSS THIS WITH COUNCIL. FRANK FRANKOVITCH ADDRESSED COUNCIL AND STA�'ED THE DRAINAGE DISTRICT WAS OPPOSED TO THE STUDY JUST TO IDENTIFY O�VLY.� WHERE DETENTION PONDS TO BE LOCATED BUT WOULD FAVOR COMPLETE STUDY FOR ENTIRE WATERSHED. COUNCILDiAN PRIHODA REQUESTED COUNCIL APPROVAL TO DISCUSS THIS MATTER WITH BRAZORIA COUNTY DRAINAGE DISTRICT #4, HARRIS COUNTY, CLEAR CRE�K DRAINAGE DISTRICT AND LEAGUE CITY TO SEE IF THERE IS ANY INTEREST IN PARTICIPATING IN THIS STUDY. COUNCIL HAD NO OBJECTIONS AND SUGG�STED THAT THE CITY OBTAIN PROPOSALS FROM VARIOU5 ENGINEERING FIRi�iS TO DO � THIS STUDY AND THA�' THE DRAINAGE DISTRICT PARTICIPATE IN PREPARING.
