LOWE COUNCILMAN JIM HARRELL , COUNCILMAN JAN JORDAN � C�UNCILMAN PHYLLIS LEE COUNCILMAN EVELYN NEWMAN COUNCILMAN JOE PRIHODA COUNCILMAN BOB WICKLANDER CITY ATTORNEY JOHN OLSON CITY MANAGER JIM MORGAN CITY SECRETARY DELORIS MCKENZIE � INVOCATION WAS GIVEN BY JIM MORGAN. � � MAYOR LOWE REPORTED THE CLEAR CR�EK COALITION COMMITTEE WILL MEET � AT HIS HOME ON WEDNESDAY OF THIS WEEK TO DISCUSS METHODS TO m REDUCE THE COST OF THIS PROJECT. A MEETING WAS HELD WITH HOUSTON Q LIGHT AND POWER REPRESENTATIVES WITH APPROXIMATELY TWELV E PEOPLE IN ATTENDANCE TO DISCUSS DONATION OF LAND FOR A DISPOSAL SITE. MAYOR LOWE REPORTED HE 5POKE TO THE FOREMAN OF THE STATE HIGHWAY PROJECT WIDENING FM 518 AND WAS ADVISED THE TURNING LANE AT WHISPERING PINES WILL BE CONSTRUCTED THIS WEER. MAYOR LOWE REPORTED PLANS ARE BEING MADE AT THIS TIME TO PREPARE FOR UNDERGROUND POWER FOR THE PROPO5ED NEW CITY HALL. COUNCILMAN PRIHODA REPORTED ' HE HAD AN OPPORTUNITY TO OBSERVE THE FRIENDSWOOD FIRE DEPARTMENT FIRST HAND WHEN HE HAD A SMALL FIRE AT HI5 STORE AND STATED HE APPRECIATED THE QUICK RESPONSE AND HOW HELPFUL EVERYONE WAS. COUNCILMAN JORDAN AND COUNCILMAN LEE ATTENDED THE GROUND BREAKING CEREMONIES FOR PEARLANDS NEW CITY HALL COMPLEX. ' COUNCILMAN JORDAN REPORTED THAT SHE ATTENDED A SEMINAR TODAY ON INVESTMENTS CONDUCTED BY MOODYS INVESTORS 5ERVICE WHICH WAS ALSO � ATTENDED BY COUNCILMAN JIM HARRELL AND DIRECTOR OF ADMINISTRATIV E SERVICES SAM WAT50N. COUNCILMAN HARRELL REPORTED HE ATTENDED A TEXAS MUNICIPAL LEAGUE WORKSHOP CONFERENCE FOR NEWLY ELECTED OFFICIALS AND STATED IT WAS V ERY INFORMATIV E AND HE HAD THE OPPORTUNITY TO MEET WITH TED � WILLIS WHO IS THE EXECUTIV E DIRECTOR OF TEXAS MUNICIPAL LEAGUE. MAYOR LOWE READ CORRE5PONDENCE RECEIV ED FROM THE MAYOR OF VANCOW ER, CANADA INVITING THE CYTY OF FRIENDSWOOD TO PARTICIPATE IN THEIR 100 YEAR CELEBRATI�N. MAYOR LOWE REQUESTED COUNCILMAN NEWMAN, SESQUICENTENNIAL CHAIRMAN TO LOOK INTO THIS REQUEST. MAYOR LOWE PROCLAIMED THE WEEK OF MAY 19 THRU MAY 23, 1986 A5 "FRIENDSWOOD SPECIAL OLYMPIC WEEK" . MR. J . W. SANDERS ADDRESSED COUNCIL REGARDING A DITCH THAT HAS BEEN CUT ACROSS A DEDICATED RIGHT-OF-WAY IN , THE SLONE �. SUBDIVISION. ACCORDING TO THE CITY ATTORNEY THIS UNDEVELOPED ROAD WAS NEVER ACCEPTED INTQ THE COUNTY ROAD SYSTEM AND THEREFORE WAS NOT INCLUDED INTO THE CITY RQAD PROGRAM WHEN ANNEXED AND THEREFORE MAKES THIS ISSUE A PERSONAL MATTER. PAT HINES, PRESIDENT OF FINE ARTS COMMIS�ION APPEARED HEFORE COUNCIL TO PRESENT COPIES OF INCORPQRATION FOR THE FRSENDSWOOD FINE ARTS COUNCIL. BENNY BAKER OUTLINED THE "SPY" TRIP TO GONZALES SATURDAY TO MAKE PREPARATIONS TO CAPTURE "THE COME AND TAKE IT CANNON" FOR THE 4TH OF JULY PARADE. ****MOTION WAS MADE BY COUNCILMAN PRIHODA TO AUTHORIZE THE MAYOR �� TO SEND A LETTER FROM THE COUNCIL TO CLEAR CREEK SCHOOL DISTRICT ��' STATING THE COUNCIL UNANIMOUSLY AGREES THEY WOULD WELCOME BRINGING THE AREA FOR THE NEW SCHOOL SITE INTO THE CITY LIMITS SECONDED BY COUNCILMAN LEE. MOTION APPROVED UNANIMOUSLY. COUNCILMAN JORDAN REPORTED THE FAIR PLAY COMMITTEE HAD REVIEWED THE PROPOSAL TO PURCHASE THE FOREST BEND FIRE DEPARTMENT BUILDING FROM THE FOREST BEND FIRE DEPARTMENT AND LEASE AGREEMENT WITH THE FOREST BEND HOMEOWNERS ASSOCIATION. CITY ATTORNEY STATED HE WOULD LIKE TO RE'�IIEW THE DOCUMENTS PRIOR TO COUNCIL V OTING TO ENTER � INTO THIS AGREEMENT AND WOULD NEED A COPY �F THE FOREST BEND � HOMEOWNERS ASSOCIATION BY LAWS AND A COPY OF THE FOREST BEND FIRE � ' DEPARTMENT LEASE. JOHN JONES ASSURED COUNCIL HE WOULD WORK WITH � THE ATTORNEYS TO RESOLVE THIS MATTER. I DIRECT(?R OF ADMINISTRATN E SERVICES, SAM WATSON PRESENTED AN OVER ; VIEW OF THE BUDGET AND CITY MANAGER, JIM MORGAN REPORTED ON THE AUDIT MANAGEMENT REPORT. COUNCILMAN WICKLANDER REQUESTED THAT A REPORT BE PREPARED FOR THE NEXT MEETING SHOWING REVENUES VERSUS � EXPENDITURES. **MOTION WAS MADE BY COUNCILMAN HARRELL TO APPROVE PAYMENT OF �� STATEMENT FOR 1984 TAX YEAR, TAX OFFICE EXPENSES FISCAL YEAR, 1984-1985 IN THE AMOUNT OF $51,962.12 WHICH IS IN EXCESS OF THE a,� BUDGETED AMOUNT OF $48,000 . SECONDED BY COUNCILMAN NEWMAN. MOTION APPRCJVED UNANIMOUSLY. **MOTION WAS MADE BY COUNCILMAN NEWMAN TO AUTHORIZE THE CITY � \n ATTORNEY, CITY MANAGER, CITY ENGINEER AND PUBLIC WORKS TO REVIEW �'� THE REQUEST FOR ABANDONMENT QF PROPERTY AT FM 2351 AND BLACKHAWK (`� AND MAKE A RECOMMENDATION AT THE NEXT MEETING. SECONDED BY COUNCILMAN WICKLANDER. MOTION APPR(7VED UNANIMOUSLY. CITY MANAGER DISCUSSED WITH COUNCIL INSTALLATION OF GENERATOR FOR WATER WELL #5 WHICH WAS OBTAINED THRU TEXAS SURPLUS FOR $350 AND WILL COST APPROXIMATELY $12, 000 TO SET IN PLACE ON A CONCRETE SLAB APPROXIMATELY TWO FEET ABCIVE GROUND. COUNCIL HAD NO OBJECTIONS TO THIS PROPOSAL. DISCUSSION WAS HELD REGARDING PARTICIPATION WITH DEVELOPER FOR (7VER SIZING STORM SEWER ON MERRIWOOD. CITY MANAGER WILL MEET WITH THE CITY ENGINEER, THE PUBLIC WORKS DIRECTOR AND THE DEVELOPERS ENGINEER TO REVIEW THIS PROPOSAL AND� WILL MAKE RECOMMENDATION AND REQUEST AUTHORIZATION TO PREPARE BID PACKAGE IF DEEMED ADVISABLE AT THE NEXT MEETING. DISCUSSION WAS HELD REGARDING FLOOD CONTROL WITH COUNCILMAN PRIHODA AND COUNCILMAN JORDAN REPORTING THEY WERE MEETING WITH CLEAR CREEK DRAINAGE DISTRICT TO DISCUSS A JOTNT STUDY FOR FLOOD CONTROL CONDUCTED BY BERNARD JOHNSON. �� CITY MANAGER LEFT THE MEETING AT THIS TIME. **MOTION WA5 MADE BY COUNCILMAN JORUAN TU nPPROVE THE SECONll � READING OF ORDINANCE NO. T86-9, AN ORDINANCE AMENDING THE FRIENDSWOOD CITY CODE BY STRIKING THEREFROM SECT�ON 17-29 AND SUBSTITUTING THEREFROM SECTION 17-29 AND SUBSTITUTING THEREFOR A NEW SECTION 17-29; PROVIDING IT UNLAWFUL TO PARK A V EHICLE UPON A PUBLIC STREET BETWEEN THE HOURS OF 2 : 00 AM AND 5 :00 AM; PR(JVIDING F�R EXEMPTIONS; AND PROVIDING A PENALTY.
