LOWE ' COUNCILMAN JIM HARRELL C�UNCILMAN JAN J�RDAN COUNCILMAN PHYLLIS LEE COUNCILMAN EVELYN NEWMAN . COUNCILMAN JOE PRIHODA ' COUNCILMAN BOB WICKLANDER CITY MANAGER JIM MORGAN CITY SECRETARY DELORIS MCKENZIE ' MAYOR LOWE CALLED THE MEETING TO ORDER AND NOTED THAT IN ADDITION � TO THE COUNCIL MEMBERS PRESENT, THE MEMBERS PRESENT FROM THE CITY � C� HALL COMPLEX COMMITTEE WERE JAN STEWART AND BILL GANSHIRT, A NEW � MEMBER REPLACING DON FRANTZ WHO RESIGNED. � A LENGTHY DISCUSSION WAS HELD REGARDING THE EXTERNAL DESIGN OF THE PROPOSED CITY HALL. COUNCILMAN JORDAN HAD SEVERAL Q SUGGESTIONS REGARDING THE EXTERNAL STAIRS AND LAND5CAPING TO 50FTEN THE LOOK OF THE BUILDING WHICH EVERYO�E AGREED WAS HARSH LOOKING. THE BRICK COLOR AND LAYOUT WAS ALSO DISCUSSED ALONG WITH OTHER OPTIONS FOR THE FINISH WORK. IT WAS DECIDED TO GIVE THIS INFORMATION TO THE ARCHITECT AND REQUEST REVISED DRAWINGS. BILL TAYLOR REPRESENTING "THE TEXIAN" COMMITTEE FOR THE APRIL 19, 1986 PARADE AND EVENTS HELD AT ARENA PARK WITH BENEFITS GOING TO THE FRIENDSWOOD "100" CLUB AND THE SESQUICENTENNIAL � COMMITTEE. MR. TAYLOR STATED THE EVENT WAS A BIG SUCCESS AND THANKED ALL THAT PARTICIPATED. MR. TAYLOR AT THIS TIME PRESENTED ONE HALF OF THE PROCEEDS TO CHIEF MITCH WRIGHT FOR THE "FRIENDSWOOD 100 CLUB" � AND PRESENTED THE REMAINDER OF THE PROCEEDS TO COUNCILMAN NEWMAN, COORDINATOR OF THE SESQUICENTENNIAL COMMITTEE. MAYOR LOWE PROCLAIMED THE WEEK OF MAY 12 THRU MAY 1$ AT "NATIONAL POLICE WEEK" AND PRESENTED THE PROCLAMATION TO CHIEF WRIGHT. CHIEF WRIGHT INVITED EVERYONE TO ATTEND CEREMONIES SCHEDULED AT STEVENSON PARK ON MAY 15 TO HONOR THOSE OFFICERS WHO HAVE GIVEN THEIR LIVES IN THE LINE OF DUTY. FRIENDSWOOD WAS CHOSEN AS HOST FOR THIS CEREMONY DUE TO THE FLAG DISPLAY IN STEVENSON PARK AND SURROUNDING CITIE5 WILL BE PARTICIPATING IN THIS EVENT. BROWNIE TROOP 455 PRE5ENTED A $15. 00 CHECK FROM THEIR COOKIE SALES TO COUNCILMAN NEWMAN FOR THE SESQUICENTENNIAL COMMITTEE. COUNCILMAN NEWMAN ANNOUNCED THIS IS NATIONAL CaNVALESCENT HOME WEEK AND THAT ADOPTION CEREMONIES WILL BE HELD THURSDAY NIGHT AT AUTUMN HILLS FOR 55 OF THE RESIDENTS. MR. NOEL FINNEY REPRESENTING KYNGS PARK WHITEHALL AREA RESIDENTS ON MARY ANN CALLED AND COMPLAINED ON THE TYPES QF REPAIRS BEING MADE TO THE STREETS IN THIS AREA. COUNCIL WIGKLANDER OUTLINED THE R�AD PROGRAM AND AI7VISED MR. FINNEY THE 1986/1987 BUDGET FOR THE ROAD PROGRAM WILL BE DEVELOPED SOMETIME BETWEEN MAY 15 AND � JULY 15 AND THE PUBLIC TS ALWAYS INCLUDED IN •THE BUDGET , PREPARATION. MR. FINNEY REQUESTED COUNCIL RECONSIDER STRUCTURE OF THE FIV E YEAR ROAD PROGRAM. MAYOR LOWE STATED THAT COUNCILMAN - WICKLANDER WOULD BE HAPPY TO MEET WITH THE HOMEOWNERS ASSOCIATION TO DISCUSS THE ROAD PROGRAM IF REQUESTED. MAYOR LOWE REPORTED THE CLEAR CREEK PROJECT WAS 5TILL ONGOING AND HARRIS COUNTY AGREED TO APPOINT A COMMITTEE OF FIV E MADE UP OF HIMSELF� JIM GREEN, MARTA GREYTOK, HAROLD WALLACE AND GARY PATE. 1 72 THE COMMITTEE MET LAST WEEK IN FRIENDSWOOD. IT WAS AGREED TO REQUEST HOUSTON LIGHT AND POWER DONATE USE OF LAND F'OR TFiE SPOILS FROM CLEAR CREEK WHICH WOULD REUUCE THE LUCAL SH1�RE �1MOUN'i' BY APPROXIMATELY $10 MILLION. MAYOR LOWE 5TATED THAT THE COUNTY DISTRICT ATTORNEY MIKE DRISCOLL HAS BEEN V ERY HELPFUL AND SUPPORTIVE OF THIS EFFORT. _. COUNCILMAN WICKLANDER REPORTED HE HAD MET WITH THE HOMEOWNERS ON NORTH AND SOUTH SHADOWBEND AND THAT THEY ARE SATISFIED WITH THE '. ONGOING PROJECT. • .• COUNCILMAN WICKLANDER ANNOUNCED THERE WOULD BE A MEETING ON MAY 22 AT THE LIBRARY TO DISCUSS UPDATE OF THE FLOOD INSURANCE RATE MAP BASED ON STUDY BY BERNARD JOHNSON. BERNARD JOHNSON REPRESENTATIV E WILL BE AT THE MEETING TO ANSWER TECHNICAL QUESTIONS. MAYOR LOWE REPORTED HE HAS BEEN WORKING ON A PROPOSAL FOR SURFACE WATER TO INCLUDE THREE ENTITIES, CDC, MUD 55 AND FRIENDSWOOD ANn � WILL KEEP COUNCIL INFORMED AS TO THE STATUS OF THIS PROPOSAL. **MOTION WAS MADE BY C�UNCILMAN HARRELL TO ACCEPT THE CITY r�tD MANAGERS RECOMMENDATION TO PAY SERVICE ENTERPRTSES FOR THE MC1VE �� IN CHARGE AND FOR 30$ OF THE STEEL IN THE AMOUNT OF $89, i00 . � SECONDED BY COUNCILMAN NEWMAN. MOTION APPROVED UNANIMOUSLY. A LENGTHY DISCUSSION WAS HELD WITH ENGINEER TED BOGRAN REPRESENTING THE DEVELOPERS REGARDING PARTICIPATION WITH THE DEVELOPER IN OVER SIZING STORM SEWER ON MERRIWOOD. IT WAS THE CONSENSUS OF COUNCIL TO DISCUSS THIS FURTHER WITH THE CITY ENGINEER AND PUBLIC W4RKS DIRECTORS AND PLACE ON NEXT WEEKS AGENDA. � **MOTION WAS MADE BY COUNCILMAN WICKLANDER TO APPRW E AND AUTHORIZE THE MAYOR TO EXECUTE THE INTERL�CAL COOPERATION ��"� AGREEMENT WITH GALU ESTON COUNTY FOR ROAD WORK FOR 1986 . ; SECONDED BY COUNCILMAN NEWMAN. MOTION APPRC7VED UNANIMOUSLY. **MOTION WAS MADE BY COUNCILMAN LEE TO AUTHORIZE SETTING A REWARD ���� OF $500 FOR THE ARREST AND C�NVICTION OF THOSE RESPONSIBLE FOR V ANDALISM OF THE FLAGS IN STEVENSON PARK. SECONDED BY COUNCILMAN NEWMAN. MOTION APPROVED UNANIMOUSLY. JESS WILLIAMS PRESENTED A REPORT ON THE WATER RATE STUDY AND STATED THAT TO LOWER RATES EOR THE SENIOR CITIZENS AND MINIMUM USER. DISCUS5ION WAS HELD REGARDING THE POSSIBILITY OF A TWO TIERED WATER RATE BASED ON USAGE AND THE FEASIBILITY OF BILLING ONC� A MONTH OR BILL WATER ONE MONTH BILL AND BILL THE SEWER AND ' GARBAGE THE NEXT MONTH . MR. WILLIAMS WILL LO�K INTO THIS POSSIBILITY AND REPORT BACK NEXT WEEK. **MOTION WAS MADE BY COUNCILMAN HARRELL TO APPROVE PAYMENT OF �,e� CAPITAL PROJECTS AS PRESENTED. � �aECONDED BY COUNCILMAN NEWMAN. MOTION APPROVED UNANIMOUSLY. CITY MANAGER PRESENTED UPDATE ON ELEVATED STORAGE, 14—INCH , WATERLINE, WATER WELL #5, STREET PROGRAM AND SWIMMING POOL, � ' ADVISING ALL OF THESE PROJECTS WERE WORKING AND MOVING ALONG. COUNCILMAN WICKLANDER REPORTED THE CITY MANAGER AND HIMSELF MET WITH COMMISSIONER CROWDER LA5T WEEK TO DISCUSS THE STATE HIGHWAY PROJECTS AND GAVE HIM A MAP OF OUR PREFERRED RAISED MEDIAN, CURB � AND GUTT�R PROGRAM. COMMISSIONER CROWDER TOOK THIS PROPOSAL AND WILL DISCUSS THIS WITH THE STATE HIGHWAY DEPARTMENT, AND WITH THE COUNTY OFFICIALS TO SEE IF A CONCLUSION CAN BE REACHED. � COUNCILMAN NEWMAN ANNOUNCED THE SESQUICENTENNIAL IS WORKING ON A BOOK OF THE HISTORY OF FRIENDSWOOD AND WILL BE OPEN TO ALL RESIDENTS PAST AND PRESENT. THE COMMITTEE WILL MEET WITH THE PUBLISHER THIS WEEK AND WILL KEEP COUNCIL INF(�RMED. 2 / e) COUNCILMAN PRIHODA ASKED THE CITY MANAGER IF ANYTHING HAS BEEN DONE ABOUT THE BYPASS AT THE INTERSECTION OF WHISPERING PINES AND FM 518 WHERE CONSTRUCTION I5 GOING ON? CITY MANAGER. REPORTE�U f�E HAD NOT BEEN IN CONTACT WITH THE 5TATE HIGHWAY DEPARTMENT AFTER , THE MAYORS REQUEST FOR THIS BYPASS. COUNCIL REQUESTED THE CI'1'Y . MANAGER TO CONTACT THE SUPERINTENDENT OF CONSTRUCTION ON FM 518 AND ASK HIM THE STATUS OF THIS REQUEST. COUNCILMAN PRIHODA REPORTED HE WA5 CONTACTED THIS WEEK BY BERNARD JOHNSON REGARDING THE PROPOSAL THEY HAD MADE TO DO A RETENTION � ,, ' POND STUDY. COUNCILMAN PRIHODA A5KED COUNCIL APPRCJVAL TO ALLOW HIM TO ADDRESS THE DRAINAGE DISTRICT FOR INPUT REGARDING WOULD THIS STUDY ACCOMPLISH ANYTHING. COUNCIL FELT THAT ALL THREE CREEKS IN ADDITION TO CLEAR CREEK SHOULD BE INCLUDED IN ORDER TO HAVE A MASTER PLAN FOR THE ENTIRE CITY. COUNCIL HAD NO OBJECTIONS TO COUNCILMAN PRIHODA MEETING WITH THE DRAINAGE DISTRICT TO DISCUSS THIS PROPOSAL AND TO DEVEliOP A LIST OF ITEM5 THIS 5TUDY SHOULD ADDRESS AND WHETH�R THE DRAINAGE DISTRICT WANTED TO SHARE IN THIS STUDY.
