WAS HELD ON APRIL 28, 1986 AT CITY HALL AT 6:00 PM WITH THE
FOLLOWING PRESENT CONSTITUTING A QUORUM: ' -°

� HALL COMPLEX COMMITTEE WERE JACK BRIDWELL, SARA BETTERTON, LAURIE

Q DESIGN WITH CITY COUNCIL, CITY HALL COMMITTEE AND ARCHITECT LARRY
SPECK . THE ARCHITECT RECEIVED INPUT REGARDING MATERIALS TO BE
' USED, PLACEMENT OF WINDOWS AND Ct7VERING5 AND USE OF CHILLED WATER
SYSTEM FOR AIR CONDITIONING PURPOSE. THE ARCHITECT ADVISED HE
, WOULD BE COMPILING A "FINAL" DESIGN AND THAT ANYONE WISHING
ADDITIONAL CHANGES SHOULD CONTA�T HIM A5 SOON AS POSSIBLE.
A BRIEF INTERMISSION WAS HELD AT THIS TIME.
MAYOR LOWE REPORTED THE CHARTER REUIEW COMMI5SION SHOULD BE
, APPOINTED IN JULY AND COUNCIL NEEDED TO BE THINKING ABOUT THESE
APPOINTMENTS.
MAY�R LOWE REPORTED THERE HAS BEEN FOUR MEETINGS WITH JON VANDEN
BOSCH, HOU5TONS PUBLIC WORKS DIRECTOR AND WILL MEET AGAIN THIS
FRIDAY REGARDING SURFACE WATER.
MAYOR LOWE ANNOUNCED THAT THE STATE AND COUNTY ELECTIONS WOULD BE
MAY 3 , 1986 AND URGED ALL CITIZENS TO V OTE.
MAYOR LOWE REPORTED HE HAS SPOKEN TO THE STATE HIGHWAY DEPARTMENT
TO REQUEST A TEMPORARY LEFT TURNING LANE AT FM 518 AND WHISPERING
PINES DURING CONSTRUCTI�N OF FM 518.
COONCILMAN NEWMAN REPORTED THAT JOHN DAVENPORT WITH CHANNEL 13
NEWS WOULD BE INTERVIEWING LAURIE WHITEHEAD ON WEDNESDAY AT 6 :30
PM.
' MAYOR LOWE ANNOUNCED THAT FRIENDSWOOD JOINED THE HARRIS COUNTY
MAYOR�S AND COUNCILMEN'S ASSOCIATION IN DECEMBER AND THAT IN
APRIL COUNCILMAN PHYLLIS LEE HAS BEEN ELECTED AS SECRETARY
TREASURER FOR 1986/1987 FOR THIS ORGANIZATION. �

INTERVIEWED TO ATTEND THIS MEETING TO DISCUSS THIS ARTICLE BUT
WAS UNABLE TO DO SO. DR. JACK BRIDWELL, CHAZRMAN CITY HALL NEEL
AND SITE SELECTION COMMITTEE OUTLINED THE REPORT FROM THI5
C�MMITTEE AND THE MEMBERS THAT SERVED ON THIS COMMITTEE.

FIRE CHIEF KEN BEECH ADDRESSED COUNCIL IN REGARDING TO THE
PURCHAS-E OF THE NEW PUMPER FIRE TRUCK . FIRE CHIEF EXPLAINED IF
THE CITY TOOK POSSESSION OF THE TRUCK TOMORROW BUT DID NOT ISSUE
PAYMENT, INTEREST WILL BE CHARGED DAILY, BUT IF THE CITY TAKES
POSSESSION WITH DELIV ERY NEXT MONDAY AND ALLOWS THE TRUCK TO BE
SHOWN AT THE TEXAS A & M FIRE TRAINING SCHOOL OVER THE WEEKEND,
NO INTEREST WILL BE CHARGED. COUNCIL HAD NO OBJECTIONS TO THIS � .•
PROPOSAL.
MAYOR LOWE STATED FOREST BEND SHQULD BE INVITED TO NEXT MONDAY'5
MEETING WHEN THE CITY WILL ACTUALLY TAKE POSSESSION OF THE TRUCK
AND PAYMENT WILL BE MADE.

APPEARED BEFORE COUNCIL TO REQUEST PAVING OF WILDERNESS
TRAILS. COUNCILMAN WICKLANDER CHAIRMAN OF THE STREET COMMITTEE
REVIEWED THE 1986 STREET PLAN AND STATED HE WOULD BE HAPPY TO
LOOK INTO THIS REQUEST WITH THE CITY MANAGER AND JOE PRIHODA OF
THE STREET COMMITTEE AND WILL REPORT BACK TO COUNCIL .
MR. WILLIAMS ALSO REQUESTED COUNCIL TO ADVISE OWNERSHIP OF PARK
' AREAS IN GLENSHANNON SUBDIVISION WITH THE CITY ATTORNEY P,DVISING
UNLESS THE CITY ACCEPTED THESE PARK AREAS, THEY BELONGED TO THE
HOMEOWNERS ASSOCIATION . MR. WILLIAMS ASKED COULD THE CITY HELP
WITH THE MAINTENANCE AND WAS AI7VISED THE CITY COULD NOT MAINTAIN
PRIVATE PROPERTY. MR. WILLIAMS ASKED HOW THE CITY COULD TAKE
POSSESSION AND THE CITY ATTORNEY ADVISED THE HOMEOWNERS WOULD
HAV E TO SUBMIT A PETITION TO THE CITY SIGNED BY 50$ OF THE
HOMEOWNERS.
FRED KRCH ASKED TO ADDRESS COUNCIL REGARDING CONSTRUCTION OF THE
MUNICIPAL SWIMMING POOL WITH MAYOR LOWE REQUESTING MR. KRCH MEET
WITH COUNCILMAN LEE, CHAIRMAN OF THE SWIMMING POOL PROJECT IN
ORDER THAT COUNCIL COULD CQNTINUE WITH THE AGENDA. MR. KRCH HAD
NO OBJECTIONS TO THIS PROPOSAL.
BENNY BAKER, 4TH OF JULY COMMITTEE MEMBER ADDRESSED COUNCIL TO
OUTLINE PLANS FOR A GROUP FROM FRIENDSWOOD TO TRAVEL TO GONZALES
TO RESCUE "THE COME AND TAKE IT CANNON" FOR THE 4TH OF JULY
CELEBRATION IN FRIENDSWOOD. MR. BAKER INVITED COUNCIL TO
PARTICIPATE IN THIS RESCUE THE CANNON MISSION.
DISCUSSION WAS HELD REGARDING MR. HARRY MELCER REQUE5T FOR
� SANITARY SERVICE TO A PROPOSED 12 LOT SUBDIVISION WITH COUNCILMAN
NEWMAN VOLUNTEER TO WORK WITH MR. MELCER, CITY MANAGER, MELVIN
MEINECKE ON THIS MATTER AND WILL REPORT BACK TO COUNCIL.
DISCUSSION WA5 HELD REGARDING PAYMENT OF AUDIT FOR HARRIS COUNTY
WATER CONTROL AND IMPRC7VEMENT DISTRICT N0. 108 WITH UNANIMOUS
CONCURRENCE FROM COUNCIL TO AUTHORIZE PAYMENT OF THIS INVOICE.
MAYOR LOWE LEFT THE COUNCIL CHAMBERS AT THIS TIME AND MAYOR PRO-
TEM NEWMAN PRE5IDED OVER THE MEETING.
TED BOGRAN ADDRESSED COUNCIL REGARDING PARTICIPATION OF DEVELOPER
WITH THE CITY IN CN ER SIZING STORM SEWER ON MERRIWOOD IN
CONJUNCTION WITH A PROPOSED 67 LOT SUBDIVISION.

WITH MAYOR LOWE EXPLAINING THE METHOD USED IN THE PAST WAS THE
COUNCIL WITH THE MOST SENIORITY NOT HAVING SERVED BEFORE WOULD BE
AUTOMATICALLY NOMINATED. COUNCILMAN WICKLANDER STATED THIS
METHOD CODLD CONCEIVABLY PUT A NEW COUNCILMAN IN THIS POSITION
AND THAT THIS COULD PRESENT A PROBLEM.
