� MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT
, � . WAS HELD ON APRIL 14, 1986 AT CITY HALL AT 7 : 00 PM WITH THE
, FOLLOWING PRESENT CONSTITUTING A QUORUM:

� MAYOR LOWE ANNOUNCED HE RECEIV ED A CONGRATULATORY NOTE FROM
� HARRIS COUNTY JUDGE JON LINDSEY ON THE MAYOR'S RE-ELECTION.
�� MAYOR LOWE REPORTED THE APPQRTIONMENT OF THE $34 MILLION DOLLARS
Q NEEDED FOR THE CLEAR CREEK PROJECT IS STILL BEING WORKED OUT WITH
HARRIS COUNTY. MAYOR LOWE REPORTED THAT COLONIAL GORDAN CLARKE
WITH CORP OF ENGINEERS WILL WRITE A LETTER SETTING OUT DEADLINE
WHEN TH� TWO SPONSORS MUST HAV E THIS AGREEMENT SIGNED. MAYOR
LOWE HAS REQUESTED A BREAKDOWN OF HOW THE CORP CAME UP WITH THE
$34 MILLION DOLLAR FIGURE. MAYOR LOWE STATED IT APPEARS THERE IS
SOME CONFUSION AND BOB EILAND WITH THE CORP OF ENGINEERS HAS
AGREED TO HELP WORK ON THIS MATTER.
MAYOR LOWE SPOKE TO JON �IANDEN BOSCH WITH THE CITY OF HOUSTON
REGARDING THE CONSORTIUM EFFORT FOR SURFACE WATER AND A MEETING
- WILL BE HELD AT 2:00 PM WEDNESDAY TO DISCUSS TAIS MATTER AND
COUNCIL I5 INVITED TO ATTEND.
� MAYOR LOWE REPORTED THE GITY RECEIV ED THE SALES TAX CHECK AND THE
RECEIPTS HAV E INCREASED BY 12$ .
MAYOR LOWE REPORTED THAT THE CITY HAD RECEIV ED THE PRELIMINARY
BERNARD JOHNSON FLOOD STUDY WHICH IS ANTICIPATED TO REDUCE THE
FLOOD INSURANCE RATES. MAYOR LOWE REQUESTED COUNCILMAN
WICKLANDER TO REVIEW THE PRELIMINARY STUDY AND REPORT BACK TO
COUNCIL HIS FINDINGS.
MAYOR LOWE REPORTED HE HAD MET WITH EPA AND PEOPLE INVOLV ED WITH
THE BRIO SITE STUDY AND WAS ATTENDED BY REPRESENTATIVES FROM THE
SCHOOL BOARD, COUNCIL AND THE CITY MANAGER. EPA WAS REQUESTED TO
DO WHATEVER IS NECESSARY FOR THE PRINCIPALS INVOLVED IN ORDER TO
GET THE SITE CLEANED UP.
COUNCILMAN JORDAN STATED THERE WERE SIX CARS SITTING ON THE
UNOFFICIAL "USED" CAR LOT.
COUNCILMAN JORDAN REPORTED THE FOREST BEND FAIR PLAY COMMITTEE
WILL MEET TUESDAY AT AT 7 :30 PM AT THE FOREST BEND HOMEOWNERS
BUILDING. COUNCILMAN JORDAN STATED THERE WERE THREE HOMEOWNERS
ASSOCIATTON AND THAT THE PATIO HOMES AND THE TOWNHOMES
ASSOCIATIONS SHOULD BE INCLUDED IN THESE DISCUSSIONS.
COUNCILMAN JORDAN REPORTED ACCORDING TO THE TAX COLLECTION
REPORT THE CITY HAS REACHED 90$ COLLECTION.
COUNCILMAN 1VEWMAN REPORTED SHE HAD THE OPPORTUNITY TO VIST THE
� SAN FRANCISCO CITY HALL DURING A RECENT BUSINESS TRIP AND STATED
' THE CITY HALL WAS VERY BEAUTIFUL.

JANIS LOWE, VICE PRESIDENT OF THE CHAMBER OF COMMERCL REQUESTED
THE CITY RECOGNIZE THE RECIPIENT OF' THE 1986 CHAMBER
SCHOLARSHIP BY PRESENTATION OF A PROCLAMATION. IT WAS DECIUED T0 =�
PRESENT THIS PROCLAMATION AT THE NEXT COUNCIL MEETING.
JUDI TODD AND BETTE JANE WELLS APPEARED BEFORE COUNCIL TO SUGGEST
AN EXCHANGE PROGRAM FOR THE MAYOR WITH THE CITY OF CARMEL,
CALIFORNIA'S NEWLY ELECTED MAYOR, CLINT EASTWOOD FOR A PERIOD OF
ONE WEEK . THIS RECOMMENDATION WAS TAKEN INTO CONSIDERATION AND • ,,
CORRESPONDENCE WILL BE SENT TO MAYOR EASTWOOD SUGGESTING THIS
EXCHANGE PROGRAM. .
, GINNY HACKNEY, SPOKESPERSON FOR THE FRIENDSWOOD VOLUNTEER FIRE
DEPARTMENT PESENTED THE CTTY OF FRIENDSWOOD WITH A CERTIFICATION
OF APPRECIATION IN COMMEMERATION OF 35 YEARS OF V OLUNTEER SERVICE �
BY THE V OLUNTEER FIRE DEPARTMENT. KEN CAMP, �IRE DEPARTMENT
PRESIDENT PRESENTED THE 1986/1987 OFFICERS.
A BRIEF INTERMISSION WAS HELD WITH REFRESHMENTS BEING SERV ED BY
THE FIRE DEPARTMENT IN CELEBRATION OF THEIR 35 YEARS OF VOLUNTEER
SERVICE.
BILL TAYLOR APPEARED BEFORE COUNCIL TO INVITE EVERYONE TO �
PARTICIPATE IN THE "TEXIAN DAY" PARADE AND EVENTS AT 10 : 00 AM ON
APRIL 19, 1986 AT 10:00 AM. PROCEEDS TO BENEFIT THE FRIENDSWOOD
100 CLUB AND THE SESQUICENTENNIAL PROGRAM.
MS. ROXIE ALDEN WH(? RESIDES UN OXNARD LANE APPEARED BEFORE
COUNCIL TO REQUEST ASSISTANCE IN CONTROLLING DIRT BIKERS FROM
TRESPASSING ON PRIV ATE PROPERTY TO RIDE ALONG THE CREEIt BANKS.
MAYOR LOWE RECOMMENDED A COMMITTEE FROM COUNCIL AND THE CITY
MANAGER WORK WITH THE DRAINAGE DISTRICT TO LOOK INTO THE MATTER
AND REPORT BACK AT THE NEXT COUNCIL MEETING.
