MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT
WAS HELD ON APRIL 7 , 1986 AT CITY HALL AT 7 :00 PM WITH THE
FOLLOWING PRESENT CONSTITUTING A QUORUM:

� MAYOR LOWE ANNOUNCED THE FRIENDSWOOD FINE ARTS COMMISSION BROUGHT
m THE GERMAN ORCHESTRA TO FRIENDSWOOD AND WAS ENJOYED BY ALL.

MAYOR LOWE REQUESTED EVERYONE HAVING POLITICAL SIGNS STILL UP IN
THE CITY TO PLEASE REMW E THEM AS SOON AS POSSIBLE.
MAYOR LOWE REPORTED HE SPOKE TO JOHN PINKSTON WITH THE HIGHWAY
DEPARTMENT REGARDING STOP LIGHTS AT WINDING WAY AND FM 528,
CYPRESS POINT AT SAN JOAQUIN AND SUN MEADOW INTERSECTION AND HE
HAS AGREED TO RECOMMEND THIS WORK BE INCORPORATED INTO PROJECTS
ONGOING IN FRIENDSWOOD.
COUNCILMAN LEE ANNOUNCED THE MUNICIPAL SWIMMING POOL GROUND
BREAKING HELD LAST WEEK WAS WELL ATTENDED WITH REPRESENTATIVES
FROM COUNCIL, SWIMMING POOL COMMITTEE, THE CHAMBER, THE ARCHITECT
AND THE CONSTRUCTION FIRM PRESENT WITH THE CHAMBER OF COMMERCE
PRCIVIDING REFRESHMENTS.
COUNCILMAN JORDAN ANNOUNCED THAT DELORIS MCKENZIE'S DAUGHTER
• DEDRA MCKENZIE WON FIRST PLACE IN STATE HIGH SCHOOL V OCATIONAL
COMPETITION IN THE MEDICAL FIELD AND WTLL COMPETE IN NATIONAL
COMPETITION IN PHOENIX, ARIZONA IN JUNE .
COUNCILMAN LEE REPORTED THAT CITY HALL ARCHITECT LARRY SPECK
WOULD LIKE TO MEET AT 6 : 00 PM ON APRIL 21 WITH THE CITY HALL
C�MMITTEE AND CITY COUNCIL. COUNCIL HAD NO OBJECTIONS TO MEETING
AT THIS TIME.
COUNCILMAN LEE REPORTED THE MASTER PARK PLAN PREPARED BY MORMAN
MOK AND GREEN HAS BEEN RECEIV ED AND WILL BE PRESENTED TO PLANNING
, AND ZONING FOR REUIEW.
MAYOR LOWE ASRED THAT RECOGNITION BE GIVEN TO ELECTION JUDGES
CLARENCE WHITE, PRECINCT 56, R. J . BLANKEN, PRECINCT 57 , RUTH
PRENGLE, PRECINCT 60, JANIS FUSS, PRECINCT 474 AND MARGE GEORGE,
PRECINCT 378, FOR A JOB WELL DONE IN THE CITY ELECTION HELD
SATURDAY.
T�M SOBEY APPEARED BEFORE COUNCIL TO THANK ALL THOSE WHO V OTED IN
SATURDAYS ELECTION AND ASKED COUNCIL BE AWARE OF THE ECONOMIC
PROBLEMS IN FRIENDSWOOD, TO OBTAIN VOTE FROM CITIZENS REGARDING
THE PROPOSED NEW CITY HALL AND ASKED THE CITY TO ISSUE QUARTERLY
REPORTS TO KEEP THE CITIZENS MORE INFORMED.
HOWARD YEAGER APPEARED BEFORE COUNCIL AND THANKED THOSE WHO
VOTED IN SATURDAYS ELEGTION.

MAYOR LOWE THANKED THE MANY V OLUNTEERS WHO WORKED IN HIS RE-
ELECTION CAMPAIGN.
JUDGE HOLBROOK STATED HE HAD BEEN WORKING WITH MAYOR LOWE SINCE
1967 ON THE CLEAR CREEK PROJECT AND THAT THE PROJECT WAS ALMOST A
REALIZATION, STATING THERE WERE STILL SOME ROADBLOCKS AHEAD.
JUDGE HOLBROOK STATED THEY WERE CURRENTLY WORKING ON A COST
SHARING FROCESS WITH HARRIS COUNTY AND GALV ESTON COUNTY AFTER
CONVINCING THE CORP OF ENGINEERS IT WAS IN THE BEST INTEREST OF
THE PROJECT TO ALLOW BRAZORIA COUNTY TO DROP OUT DUE TO LACK OF
FUNDS. THE CLEAR CREEK PROJECT IS NOW 18 1/2 MILES AT AN
APPROXIMATE COST OF $80 MILLION DOLLARS WITH THE LOCAL SHARES
BEING A TOTAL OF $34 MILLION. MAYOR LOWE STATED THE PROJECT
COULD BE STARTED THIS YEAR IF THE COST SHARING PROCESS COULD BE
AGREED UPON.
MAYOR LOWE PRESENTED A PLAQUE OF APPRECIATION FROM THE CITY OF
FRIENDSWOOD TO �UTGOING COUNCILMAN LEON BROWN.
MAYOR LOWE ADDRE55ED THE NEED FOR A NEW CITY HALL, OUTLINING THE
" PROGRESS THAT HAS BEEN r1ADE AND STATING THE MANY WAYS THE
BUILDING CAN BE USED BY THE COMMUNITY.

WILLIAMS A5 A CONSULTANT TO REVIEW THE WATER RATES STRUCTURE . !

COUNCILMAN JORDAN STATED SHE WAS WORKING WITH THE DIRECTOR OF
ADMINISTRATIV E SERVICES IN LOOKING AT CONVERTING UTILITY BILLING
TO MONTHLY.
� COUNCILMAN WICKLANDER STATED THAT THE CITY NEEDED TO BE CAUTIOUS
IN REDUCING THE WATER RATES AS THEY WERE SET WITH THE REVENUE
PROJECTTON NEEDED FOR SURFACE WATER.

RECOMMENDATION TO PURCHA5E SIX REPLACEMENT WALKIE-TALKIE RADIOS
FOR THE AMBULANCE DIVISION IN THE AMOUNT OF $4, 995 A5 PRESENTED
BY AMBULANCE CHIEF ROBERT MCKAY.

FOREST BEND FAIR PLAY COMMITTEE. COUNCILMAN JORDAN RECOMMENDED
THE COMMITTEE BE SET UP WITH HERSELF AS CHAIRF9AN, RAY RUNNELS,
DAVID PETERSON AND CARL SMITH AND THEY WILL MEET IN
APPROXIMATELY ONE WEEK.
MAYOR LOWE REP�RTED THERE WERE COMPLAINTS REGARDING FLUSHING
WATER MAINS AND PEOPLE GOING DOWN WRONG WAY ON BLACKHAWK
BOULEVARD AND THAT GRASS WAS GROWING THRU THE JOINTS ON
SUNMEADOW. THE CITY MANAGER IS LOOKING INTO THE FIRST TWO
COMPLAINTS AND MALCOLM COLLINS CHECKED ON THE SUNSET COMPLAINT
AND DID NOT RECOMMEND REPAIRS AT THIS TIME.

ACCEPTED AND WILL BE ON FILE IN THE FINANCE OFFICE, CITY
SECRETARY'S OFFICE AND AT THE LIBRARY FOR REVIEW. DIRECTOR OF

INTERLOCAL AGREEMENT FOR CHIGGER CREEK IMPRCIVEMENT WITH THE CLEAR
CREEK DRAINAGE DISTRICT AND AUTHORIZE THE MAYOR TO INITIAL

ACTION TAKEN. THE CITY MANAGER WILL CHECK WITH GALV ESTON COUNTY
COMMISSIONERS COURT TO SEE IF THIS PROJECT WAS INCLUDED IN THE
RECENT BOND ISSUE.
