LOWE • ,, COUNCILMAN JAN JORDAN COUNCILMAN PHYLLIS LEE COUNCILMAN EVELYN NEWMAN COUNCILMAN JOE PRIHODA _ COUNCILMAN BOB WICKLANDER CITY MANAGER JIM MORGAN CITY SECRETARY DELORIS MCKENZIE MAYOR LOWE CALLED THE MEETING TO ORDER. � COUNCIL CONVENED IN EXECUTIVE SESSION ACCORDING TO TEXAS OPEN MEETINGS LAW ARTICLE 6252-17, TEXAS V ERNONS CIVIL 5TATUTES (e) � LEGAL AND (g) PERSONNEL. � COUNCIL RE-CONVENED IN OPEN SES5ION WITH NO ACTION BEING TAKEN. � COUNCILMAN LEON BROWN AND CITY ATTORNEY ARRIV ED AT THIS TIME. Q INVOCATION WAS GIVEN BY JIM MORGAN. MAYOR LOWE REPORTED HE TALKED TO JOHN PINKSTON WITH THE STATE HIGHWAY DEPARTMENT ABOUT THE NEED FOR A TRAFFIC LIGHT AT FM 528 AND WINDING WAY AND ALSO ABOUT THE STRIPING OF KOCUREK CURV E. , MAYOR LOWE STATED THE BICYCLE RACE BENEFITING SPECIAL OLYMFICS WAS HELD W ER THE WEEKEND AND EVERYTHING WENT ALONG WELL BUT NEEDS MORE ORGANIZATION AND MORE 5AFETY MEASURES IF HELD AGAIN NEXT YEAR. MAYOR LOWE ASKED COUNCIL IF THE�' CITY WANTED TO SEND CITY COUNCIL REPRESENTATIV ES TO WASHINGTON WITH GALV ESTON COUNTY REPRESENTATIV ES TO APPEAR BEFORE APPROPRIATIONS COMMITTEE FOR CLEAR CREEK ON APRIL 9, 1986. MAYOR LOWE REPORTED HE WOULD BE MEETING WITH HARRIS COUNTY TOMORROW AND WILL BRING BACK AN UPDATE ON THE STATUS OF CLEAR CREEK. MAYOR LOWE AL50 STATED THE CORPS OF ENGINEERS WANTED TO MEET ON APRIL 7, 1986 TO PRESENT AN UPDATE. � � **MOTION WAS MADE BY COUNCILMAN WICRLANDER TO SEND TWO �} , ' REPRESENTATIVES FROM COUNCIL TO WASHINGTON TO APPEAR BEFORE THE . S- 0 � CONGRESSIONAL APPROPRIATIONS COMMITTEE ON BEHALF OF CLEAR CREEK. � � COUNCILMAN JORDAN AND COUNCILMAN LEE WERE SELECTED TO ATTEND. SECONDED BY COUNCILMAN NEWMAN. MOTION APPROVED UNANIMOUSLY. � MAYOR LOWE WAS PRESENTED A ST. PATRICK'S DAY CARD FROM COUNCIL. � COUNCILMAN JORDAN PRESENTED AN UPDATE ON THE PENDING TAX REFORM � ' ACT THAT HAS HAD THE BOND MARKET IN TOTAL CHAOS. COUNCILMAN LEE STATED SHE WOULD BE MEETING WITH THE SCHOOL BOARD TO DISCUSS THE PROPOSED JOINT SECURITY OFFICER AGREEMENT. � COUNCILMAN WICKLANDER REPORTED COUNCILMAN PRIHODA, CITY MANAGER AND HIMSELF MET WITH THE HARRIS GALV ESTON SUBSIDENCE DISTRICT AND THE EXAMINER WILL RECOMMEND THE PERMIT FOR WICD 108 WATER WELL PERMIT BE PUT INTO THE CITY OF FRIENDSWOOD�S NAME AND WILL BE � AVAILABLE TO USE UNTIL THE NEXT RENEWAL DATE FOR ALL OF THE CITY WELL PERMITS. THIS WA5 APPRC)VED WITH ONE STIPULATION THAT ON OR BEFORE JULY 1, 1986 THE CITY MUST RENEW OR UPDATE OUR MASTER ; WATER PLAN AND MAKE IT COINCIDE WITH THE SUBSIDENCE DISTRICTS LATEST PLAN WHICH REQUIRE5 80$ SURFACE WATER BY 1990. __._.. �..• _�._....�.,...._�..__._.._ .... . ._._..._. __.._ 4 2 �,� FRED KRCH APPEARED BEFORE COUNCIL TO DISCUSS DRAINAGE AT THE INTERSECTION OF WOODLAWN AND SHADOWB�ND. MR. KRCH REQUESTEU THE GRADE BE CUT DOWN AND STATED THE 42" PIPE NEEDS REPLACING. MAYOR LOWE REQUESTED THE CITY MANAGER TO LOOK INTO MR. KRCH'S � REQUEST. MR. RRCH ALSO REQUESTED THE CITY LOOK INTO CLEANING UP THE STREET BEHIND CAPTAINS CORNER SHOPPING CENTER. COUNCILMAN PRIHODA REPORTED THE BUSINESSES HAV E TALKED TO THE OWNER ABOUT THIS MATTER AND THE OWNER IS LOOKING AT WHAT CAN BE DONE. � ,, MR. DARYL REIFEL WHO RESIDES ON MARY ANN REQUESTED NO PARKING SIGNS BE ERECTED IN FRONT OF HIS RESIDENCE WHICH IS LOCATED NEXT TO THE SOFTBALL FIELD. THE CITY MANAGER ADVISED HE WOULD HAV E NO PARKING SIGNS ERECTED AND WOULD COMMUNICATE WITH THE SOFTBALL ASSOCIATION REGARDING THIS MATTER. ROBERT MCRAY, AMBULANCE CHIEF APPEARED BEFORE COUNCIL TO REQUEST PURCHASE OF SIX REPLACEMENT WALKIE TALKIE RADIOS FOR THE AMBULANCE DNISION. QUOTES HAV E BEEN RECEIV ED IN THE AMOUNT OF $12,000 FROM MOTOR�LA AND FROM A LOCAL SOURCE IN THE AMOUNT OF $6,000. COUNCIL ADVISED ALL PURCHASES C7VER $5, 000 WOULD HAV E TO BE PUT OUT FOR BID AND REQUESTED MR. MCKAY TO RE—NEGOTIATE WITH THE LOCAL SOURCE. COUNCILMAN WICKLANDER INTRODUCED JOE SANDEL AND JOE WILHELM FROM GALVESTON COUNTY WATER AUTHORITY, CHARLES SCHAEFER FROM BOVAY � ENGINEERING AND BILL WALSH FROM WALSH ENGINEERING. COUNCILMAN WSCKLANDER PRESENTED A PROPOSED CONTRACT WITH GALV ESTON COUNTY WATER AUTHORITY FOR ENGINEERING OF THE ELEVATED WATER STORAGE IN HARRIS COUNTY. A LENGTHY DISCUSSION WAS HELD REGARDING HOW THIS STUDY WOULD DIFFER FROM THE STUDY FOR THE ELEVATED STORAGE AT THE HIGH SCHOOL.
