MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT
WAS HELD ON JANUARY 13, 1986 AT CITY HALL AT 7 :00 PM WITH THE
, � FOLLOWING PRESENT CONSTITUTING A QUORUM:

MAYOR LOWE ANNOUNCED THAT HE HAD SPOKEN TO MR. BUCK HAUSEMAN
� REGARDING THE NEED FOR CHELSEA LANE TO OFFSET WITH DUNBAR STREET
AND THAT MR. HAUSEMAN STATED HE WOULD BE WILLING TO EXCHANGE
'� /DONATE RIGHT-OF-WAY TO MAKE CHELSEA DIAMETRIC TO DUNBAR. MAYOR
C� LOWL REQUESTED THE CITY MANAGER TO WORK WITH MR. HAUSEMAN ON THIS
� PROJECT. IT WAS ALSO DISCUSSED THE NEED FOR A TRAFFIC LIGHT AT
(� THIS INTER5ECTION AND THE CITY MANAGER REPORTED HE HAD PROPOSED
m TO THE STATE TO PLACE A TRAFFIC LIGHT DURING WIDENING OF FM 518.
Q MAYOR LOWE REPORTED A NEW PLAN HE HAD CONCEIV ED FOR THE CLEAR
CREEK PROJECT AND IF BLESSED BY GALV ESTON COUNTY, BRAZORIA COUNTY
� AND IF HARRIS COUNTY APPROVES, THIS PROJECT COULD BEGIN THIS
SUMMER. THE NEW PLAN IS TO WORK ON CLEAR CREEK FROM BRAZORIA
COUNTY LINE TO THE BAY FOR AN APPROXIMATE CO5T OF $80 MILLION.
JUDGE RAY HOLBROOK IS WORKING ON SETTING UP A MEETING WITH HARRIS
COUNTY. MAYOR LQWE STATEyL�D THAT THE CORPS �F ENGINEERS WILL
� BUILD THE SECOND OUTLET AND THAT PLANS ARE BEING DRAWN AT THIS
� TIME.
l MAYOR LOWE ANNOUNCED HE IS TRYING TO SET UP A MEETING WITH MAYOR
WHITMIRE REGARDING HOUSTON WITHDRAWING THEIR ETJ AND ALLOWING
FRIENDSWOOD TO ANNEX THE AREA AT THE NEW HIGH SCHOOL ALONG 2351.
COUNCILMAN JORDAN REPORTED THE AUDITORS WERE MAKING PROGRESS BUT
WILL BE REQUESTING A 30 DAY EXTENSION TO COMPLETE THE AUDIT BY
SENDING A LETTER OF REQUEST.
MR. GILL S. GUILLIAMS APPEARED BEFORE COUNCIL TO REQUE5T THAT
COUNCIL LOOK INTO THE REQUIREMENTS FOR SIGN PERMIT AND USAGE FOR
NON-PROFIT ORGANIZATIONS. AFTER MUCH DISCUSSION, IT WAS DECIDED
TO LOOK INTO COST AND PLACEMENT OF COMMUNITY SIGN BOARD WITH
READER PANELS. COUNCILMAN NEWMAN WILL WORK WITH THE FIRE
MARSHAL, MR. GUILLIAMS, HOWARD YEAGER AND THE CITY MANAGER
• REGARDING PRICES AND SITES. MR. GUILLIAMS STATED HE WOULD
PERSOIJALLY DONATE $200 TOWARDS PURCHASE OF THESE 5IGNS.
DISCUSSION WAS HELD REGARDING APPOINTMENT OF NEW CITY HALL
COMPLEX COMMITTEE AND A MEETING TO BE SET FOR FEBRUARY $ AT 9:30
AM. . EACH COUNCILMAN MEMBER IS TO NOMINATE ONE PERSON TO
BE APPOINTED TO THIS COMMIITTEE AT THE NEXT COUNCIL MEETING.

� �, RECOMMENDATION TO ACCEPT THE UTILITIES, DRAINAGE, AND STREETS
PHASES I AND II OF THE PARK SUBDIVISION.
� SECONDED BY COUNCILMAN JORDAN. MOTION APPRCIVED UNANIMOUSLY.
A LENGTHY DISCUSSION WAS HELD REGARDING LIMITS OF RAISED MEDIAN,
� CURB AND STORM SEWER ON FM 518 FROM WHISPERING PINES SOUTH TO
LEAGUE CITY - CITY LIMIT LINE AND FOR FM 528 FROM BRAZORIA COUNTY
, LINE EAST TO WEBSTER CITY LIMIT LINE WITH NO ACTION BEING TAKEN.
' ' IT WAS DECIDED THAT MAYOR LOWE AND COUNCILMAN WICKLANDER WQULD
DISCUSS THIS PR03ECT WITH THE COUNTY ROAD COMMITTEE AND OBTAIN
V ERIFICATION OF FIGURES FOR CURB AND GUTTER SECTIONS AND REPORT
BACR AT THE NEXT MEETING.

� CITY MANAGER REPORTED HE HAD SPOKEN WITH OTHER CITIES REGARDING
SANDING UP OF WELL AND LEARNED THRT FRIENDSWOOD WA5 NOT THE ONLY
CITY EXPERIENCING THIS PROBLEM. CITY MANAGER IS GETTING QUOTES
FOR REPAIRS AND 50LUTIONS TO WATER WELL N0. 5 . �
CITY MANAGER REPORTED THE SCHOOL BOARD DISCUSSED WITH THE CHIEF �
OF POLICE A PLAN TO PLACE A FULL TIME OFFICER ON CAMPUS IF THE
SCHOOL CAMPUS IS CLOSED AND WOULD WANT TO WORR JOINTLY WITH THE • -�
CITY. DISCUSSION WILL BE HELD AT A LATER DATE WHEN MORE

DISCUSSION WAS HELD REGARDING THE FOREST BEND VOLUNTEER FIRE i
DEPARTMENT CONTRACT THAT EXPIRES ON JANUARY 16 . F.B . FIRE CHIEF
. JOHN JONES STATED IT WAS HIS UNDERSTANDING THAT UNLESS SOMETHING
IS HEARD ON THE CONTRACT, FRIENDSW�OD VOLUNTEER FIRE DEPARTMENT `
WILL ASSUME RESPONSIBILITY FOR FOREST BEND ON JANUARY 17 .
THE CITY MANAGER WAS REQUESTED TO RESPOND TO THE FOREST BEND
CORRESPONDENCE REGARDING THIS CONTRACT. THE CITY MANAGER WAS
. ASKED IF HE UNDERSTOOD THE CITY WA5 TO BECOME RESPONSIBLE FOR �
EVERYTHING IN THE CORPORATE LIMITS . THE CITY MANAGER STATED THAT
THIS IS EXACTLY WHAT HE UNDERSTANDS AND THAT HE HAD SPOKEN TO THE
FRIENDSWOOD FIRE CHIEF AND HE UNDERSTANDS FRIENDSWOOD FIRE '
DEPARTMENT WILL TAKE OVER FOREST BEND ON JANUARY 17.
MOTION WAS MADE AND SECONDED TO ADJOURN AT 8:55 PM.
