WAS HELD ON JANUARY 6, 1986 AT CITY HALL AT 7 : 00 PM WITH THE

�, COUNCILMAN NEWMAN REPORTED THE STATEHOOD DAY COMMUNITY RECEPTION
WAS HELD ON SUNDAY, DECEMBER 29, 1985, WITH APPROXIMATELY 104
PERSONS ADOPTING TEXAS AS THEIR HOMELAND. THIS EVENT WAS CC7VERED
BY CHANNEL TWO NEWS AND THEY WILL SEND THE SESQUICENTENNIAL
COMMITTEE A COPY OF THE TAPE. THE OFFICIAL SESQUICENTENIAL HOT
AIR BALLOON AND THE "COME AND TAKE IT" CANNON WERE A PART OF THE

MAYOR LOWE ANNOUNCED THAT HE HAD MET WITH SENATOR BUSTER BROWN

WOULD LIKE TO ATTEND A COUNCIL MEETING TO VISIT WITH COUNCIL.

MA�OR LOWE ANNOUNCED THAT BERNARD JOHNSON HAD STARTED THE FLOOD
CONTROL WORK STUDY FOR THE CITY OF FRIENDSWOOD AND HOPEFULLY A
MASTER DRAINAGE PLAN WILL COME OUT OF THIS STUDY. MAYOR LOWE
R�PORTED HE TALKED TO JUDGE RAY HOLBROOK AND REMINDED HIM OF THE
, COMMITMENT TO GIV E $50,000 IN JANUARY TO THE DRAINAGE DISTRICT TO
, UPGRADE THE WORK ON CHIGGER AND COWARD CREEKS WITH THE CITY OF
FRIENDWSWOOD MATCHING THOSE FUND5. MAYOR L�WE REPORTED HE SET IT
, UP FOR THE CHECKS TO BE GIVEN TO THE DRAINAGE DISTRICT AT THE

COUNCILMAN JORDAN REPORTED THAT ON DECEMBER 23 , THE OiVER NIGHT
, PARKING� ORDINANCE COMMITTEE MEMBERS CHIEF WRIGHT, BILL FUSS,
' BRUCE WILLIAMS AND HERSELF MET TO DISCUSS AMENDING THIS
ORDINANCE, WITH THE COMMITTEE MEMBERS PRESENT BEING UNANiMOUS
THIS ORDINANCE SHOULD REMAIN ON THE BOOKS AND SUGGESTEQ
AMENDMENTS OF CHANGING THE HOURS DURTNG WHICH ON THE STREET
PARKING IS PRQHIBITED TO TWO TO FIV E A.M. AND ALLOWING THE POLICE
CHIEF TO ISSUE SPECIAL PERMITS FOR THOSE HAVING AN UNUSUAL NUMBER � .
OF CARS USING THE LANGUAGE FROM THE CITY OF EL LAGO ORDINfiNCE.
COUNCILMAN JORDAN STATED 5HE WOULD HAV E THE CITY ATTORNEY DRAFT
AN AMENDMENT AND COUNCIL CONCURRED WITH THTS PROPOSAL.
HOWARD YEAGER STATED HE WAS A MEMBER OF THIS COMMITTEE AND WAS
UNABLE TO ATTEND THIS MEETING AND STATED HE WAS OPPOSED TO THIS
CHANGE TO THE ORDINANCE AND FEELS THAT MORE WORK SHOULD BE DONE
BEFORE HAVING THE DRAFT PREPARED.
COUNCILMAN JORDAN ANNOUNCED SHE WOULD BE A CANDIDATE FOR RE-
ELECTION TO POSITION #5 ON THE APRIL 5TH CITY BALLOT.
MAYOR LOWE ANNOUNCED THE PC?SITIONS OPEN WOULD BE POSITION #1,
CURRENTLY HELD BY COUNCILMAN LEON BROWN, POSITION #3 , CURRENTLY
HELD BY COUNCILMAN EV�LYN NEWMAN, POSITION #5, CURRENTLY HELD BY
GOUNCILMAN JAN JORDAN AND MAYOR, CURRENTLY HELD BY MAYOR RALPH L.

COUNCILMAN JORDAN IF SHE HAD STUDIED THE IMPACT OF CHANGING THE
OVER NIGHT PARKING ORDINANCE AS FAR AS MANPOWER, FUNDING AND WHAT �
IT WOULD BE TAKING OFFICERS AWAY FROM TO ENFORCE THIS ORDINANCE.
COUNCILMAN JORDAN RESPONDED TO MS. JONES BY STATING THE OVER
NIGHT PARKING ORDINANCE ZS ALREADY ON THE BOOKS AND WHAT THE
AMENDMENT WOULD DO WOULD ACTUALLY REDUCE THE ENFORCEMENT TIME.

ROBERT MCKAY, AMBULANCE CHIEF AND MARK CLARK, FIRE CHIEF -
PRESENTED THE ANNUAL FIRE DEPARTMENT REPORT.
MAYOR AND COUNCIL CONGRATULATED THE FIRE DEPARTMENT FOR A FINE
YEAR AND THANKED THOSE VOLUNTEERS FOR THE MANY HOURS THEY HAV E

5TATED HE WOULD BE LIKE TO BE RE-APPOINTED AND STATED HE HAD
SERVED ON THE BOARD FOR SIX YEARS. COUNCIL DISCUSSED WITH MR.

ACTION THEY DID TO ALLOW PORTABLE SIGNS TO BE USED BY BUSINESSES
DURING THE MONTH OF DECEMBER. MR. TOMPRINS REPORTED THE CHAMBER
BANQUET WOULD BE HELD ON JANUARY 24 AND INVITED EVERYONE TO

� COMPLEX PLANS AND REPORTED IF ALL GOES AS PLANNED, THE POOL COULD

COUNCIL DISCUSSED WITH MR. SPECR THE DRAWINGS FOR CITY HALL WITH
THE CONSENSES THAT THE TNSIDE OF THE THE CITY HALL LOOKED GOOD
BUT WOULD LIKE TO WORK ON THE OUTSIDE OF CITY HALL. COUNCIL
DECIDED TO APPOINT A COMMITTEE TO WORK ON THE CITY HALL AND TO
SET UP A SPECIAL MEETING TO DISCUS5 THESE PLANS ON FEBRUARY 8 AT
9:30 AM. .

COUNCIL ASKED CITY MANAGER TO CHECK WITH THE SURROUNDING CITIES
TO SEE IF THEY ARE EXPERIENCING THE SAME TYPES OF PROBLEMS AND TF
LAYNE TEXAS DRILLED THEIR WELLS AND ALTERNATE METHODS FOR REPAIRS

CITY MANAGER REPORTED THAT A LETTER HAS BEEN RECEIVED FROM THE
PAINT CONTRACTOR ON THE ELEVATED WATER STORAGE WANTING MORE
� MONEY. SINCE THEN HAV E TALKED TO SERVICE ENTERPRISE AND THEY
HAV E AGREED V ERBALLY TO COME IN AND DO THE PAINTING UNDER THE
PAINTING SPECIFICIATIONS FOR THE SAME AM�UNT OF MONEY THE
ORIGINAL CONTRACT HAD. CITY MANAGER ADVISED HE WAS GOING TO
SEND ANOTHER LETTER TO D. BROTHERS DEMANDING THEY DO •THE WORK OR
THE CITY WILL HIRE ANOTHER CONTRACTOR AND USE THE MONEY THAT IS
HELD IN RESERVE TO PAY THE CONTRACTOR AND IF NEEDED WILL GO

UP THE CITY OF DEBRIS. MAYOR LOWE SUGGESTED THE IN-HOUSE
, ENGINEER COULD W�RK WITH COMMUNITY APPEARANCE BOARD ON SUCH A
PROJECT. COUNCILMAN NEWMAN SUGGESTED THIS COULD BE A
SESQUICENTENNIAL PROJECT POSSIBLY A MONTH LONG WITH PICK UPS
SCHEDULED ON FRIDAYS. IT WAS DECIDED TO HAV E THE CITY MANAGER
CHECK WITH COMMUNITY APPEARANCE BOARD TO EVALUATE THIS ENDEAVOR � ,,
