HomeMy WebLinkAboutCC Minutes 1985-12-09 Special 4��, SPECIAL MEETING FRIENDSWOOD CITY COUNCIL DECEMBER 9, 1985 MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL TIiAT WAS HELD ON DECEMBER 9, 1985 AT CITY HALL AT 7 :00 PM WITH THE FOLLOWING PRESENT CONSTITUTING A QUOROM: MAYOR RALPH LOWE MAYOR PRO-TEM EVELYN NEWMAN COUNCILMAN LEON BROWN COUNCILMAN BOB WICKLANDER COUNCILMAN PHYLLIS LEE COUNCILMAN JAN JORDAN COUNCILMAN JOE PRIHODA CITY MANAGER JIM MORGAN ACTING CITY SECRETARY JANE TOLLETT MAYOR LOWE WAS ABSENT FROM THE MEETING. MAYOR PRO-TEM EVELYN O NEWMAN PRESIDED C7VEft THE MEETING. '�" MAYOR PRO-TEM NEWMAN REPORTED THAT SHE AND DONNA CASHION WILL BE � ATT�NDING A CONFERENCE IN AUSTIN FOR THE SESQUICENTENNIAL. THE � THEME WILL BE "HOW BIG IS A TEXAS VACATIUN?" ON DECEMBER 29TH , Q THERE WILL BE A RECEPTION AT THE FRIENDS CHURCH TO FORMALLY ADOPT CITIZENS AS TEXAN. ANYONE IS WHO IS INTERESTED IN BEING ADOPTED '� IS TO GET IN TOUCH WITH DONNA CASHION AS SOON AS POSSIBLE. DR. GRADY ELLIOT FROM THE FINE ARTS COMMISSION REPORTED THAT THE CHRISTMAS DECORATIONS AND LIGHTS IN THE GAZEBO WERE DONATED BY AN ANONOMOUS PERSON. THERE WILL BE A PERFORMANCE OF "THE LITTLE MATCH GIRL" AT FRIENDSWOOD HIGH SCHOOL AND A BUS WILL BE TAKING A GROUP OF PATRONS TO SEE THE "NUTCRACRER" ON DECEMBER 28TH WITH THE TICKETS BEING AV AILABLE AT TEXAS COMMERCE BANK. MAYOR LOWE ARRIV ED AT 7 :10 P.M. . JAN JORDAN ANNOUNCED THAT GALV ESTON COUNTY HAD REFINANCED SOME OF ITS EXISTING DEBT AND ISSUED $8 MILLION IN JAIL BONDS. THE TOTAL PACKAGE IS $34,000,000 WITH THE $8 MILLION BEING SOLD AT 7 .140$ . MAYOR LOWE ANNOUNCED THAT CITY SECRETARY, DELORIS MCKENZIE, IS IN THE HOSPITAL WITH A BACK PROBLEM AND WOULD HOPEFULLY BE BACK 500N. MAYOR LOWE EXPLAINED HIS REASON BEING LATE TO THE MEETING WAS THAT HE IS WORKING AS A WAITER AT PONTILLO'S RESTAURANT T(J RAISE MONEY FOR THE HEART FUND. DISCUSSION WAS HELD IN REGARDS TO A REQUEST FOR A WAIV ER OF ENCROACHMENT AT 321 ST. CLOUD, SUNMEADOW SUBDIVISION. LAV ETTA MENDLEHALL, OF MCCARVER REALTORS, ASKED FOR AN ABANDONMENT OF ALL - PROPERTIES WHICH WILL BE 1. 4 FOOT OF UTILITY EASEMENT. MR. MORGAN STATED THAT THE CITY ATTORNEY SAID THAT IN ORDER TO MAKE AN ABANDONMENT THAT AN APPRAISAL OF THE PROPERTY IS NEEDED AND THE PEOPLE NEED TO PAY THE CITY FOR THAT PROPERTY. THERE IS 51. 9 SQUARE FEET OF ENGROACHMENT AT $1.06 PER SQUARE FOOT. MAYOR LOWE STATED THAT HE WOULD LIKE TO SEE A NEW POLICY STARTED WITH THE CITY IN REGARDS TO ENCROACHMENTS OF SMALL PIECES OF LAND. HE FELT THAT THE MINIMUM AMOUNTS OF LAND SHOULD EQUAL THE COSTS OF THE ATTORNEY'S FE�S AS A MINIMUM CHARGE. **MOTION WAS MADE BY COUNCILMAN BOB WICKLANDER T(1 APPROVE THE o EXECUTION OF A DEED TO ABANDON THE UTILITY EA5EMENT OF 51.9 �o�� 'Gf� SQUARE FEET, ON THE SOUTH SIDE OF THE PROPERTY LOCATED AT 321 ST. MOTION APPRCJVED UNANIMOUSLY. � AT THIS TIME MAYOR LOWE RECOGNIZED DENNIS HOLT, CHAIRMAN OF . PLANNING AND ZONING COMMISSION. HE TOLD THE CO�UNCIL OF SOME ITEMB WHICH THE COMMISSION WOULD LIKE TO SEE SOME CHANGES IN THE FUTURE. ONE ITEM WAS THE CONVEYANCE OF LAND IN REGARDS TO THE GREEN AREA AND HOW DOES ONE SATISFY THE ORDINANCE. THEY WOULD LIRE TO SEE PERFORMANCE BONDS AND A STRONG COMITTMENT ON MULTI-FAMILY DWELLINGS SO THAT THE CITY WILL NOT BE LEFT HIGH AND DRY. DENNIS WOULD LIKE TO SEE THE COUNCIL SET SOME GUIDELINES FOR SOME OF THESE ITEMS IN THE FUTURE. HE JUST WANTED COUNCIL TO KNOW WHAT WAS BEING DISCUSSED AT THE PLANNING AND ZONING MEETINGS. MAY�R LOWE LEFT THE MEETING AT 8:15 PM. MAYOR PRO-TEM EVELYN NEWMAN PRESIDED OVER THE REMAINDER OF THE MEETING MEETING AT THIS TIME. COUNCILMAN BOB WICKLANDER MADE A REPORT ON THE STATE HIGHWAY MEETING� WITH OMER POORMAN, THAT HE AND JIM MORGAN HAD ATTENDED. KOCUREK CURVE WILL BE COMPLETED IN MARCH 1986; CURB AND GUTTER AT CASTLEWOOD AT THE FIRE STATION IS DECEMBER 1985; FM518, .2 MILE WEST OF GALV ESTON COUNTY LINE, CURB & GUTTER AT LOTTIE LANE IN APRIL 1986; FM518 AT WHISPERING PINES TO LEAGUE CITY IN JANUARY 1987; BRIDGE (7VER CLEAR CREEK AT FRIENDSWOOD LINK ROAD IN APRIL 1987; FM528 ON BRAZORIA COUNTY LINE TO HARRIS COUNTY LINE TO WIDEN 4 LANE LANE DIVIDED HIGHWAY IN DECEMBER 1987 ; AND FM2351, ' I-45 TO FM518 IN JUNE 1988. MR. POORMAN AGREED THAT THE TRAFFIC ; COUNT NEEDED TO BE RE-EVALUATED AND THE NEW HIGH SCHOOL TAKEN INTO CONSIDERATION. HE ALSO AGREED QN RAISED MEDIANS FROM WHISPERING PINES TO THE LEAGUE CITY LINE5 IF WE INSIST ON THEM WITH NO COST TO THE CITY. BOB WICKLANDER AND JIM MORGAN WILL MAKE , A MORE IN DEPTH REPORT IN REGARDS TO COST TO CITY, ETC. , AT A LATER DATE. � JIM MORGAN REPORTED THAT ON SHADOWBEND ALL OF THE� DRIV EWAYS ARE POURED BUT ONE, THEY ONLY LACK 2 OR 3 SIDEWALKS AND 2 PRIVATE ROADS HAVE NOT BEEN CONSTRUCTED. MAYOR PRO-TEM NEWMAN ASKED MR. MORGAN FOR A STATUS REPORT ON THE WATER TOWER. HE STATED THAT THEY ARE WAITING ON THE CONTRACTOR FOR THE PAINTING, IT IS OPERABLE� BUT THERE IS NO COATING ON THE INSIDE OF THE TOWER, THE PAINT CONTRACT IS ONE YEAR OLD AND THERE IN NO TIME LIMIT ON THE BID.
