G. FITZGERALD WITH THE METHODIST � CHURCH. �� � MAYOR LOWE ANNOUNCED THAT ON CHANNEL 13 LAST NIGHT, ONE OF THE � ASTRONAUT' S ON THE SPACE SHUTTLE "ATLANTIS" EXCLAIMED "I SEE , d FRIENDSWOOD" AND WAS ON THE 5:00 NEWS. MAYOR LOWE ANNOUNCED HE HAD PUT TOGETHER A MEETING TODAY WITH THE CORP5 OF ENGINEERS, GALVESTON COUNTY REPRESENTATIVES, HARRIS COUNTY REPRESENTATIV ES, AND BRAZORIA COUNTY DRAINAGE DISTRICT REGARDING CLEAR CREEK FLOODING PROBLEMS. MR. BOB EILAND WITH THE SECRETARY OF ARMY ATTENDED THIS MEETING AND TO BRING EVERYONE CONCERNED UP TO DATE REGARDING THIS PROJECT. C�LONEL GORDAN � CLARKE WITH THE CORP5 OF ENGINEERS OF THIS AREA WILL MEET WITH � HARRIS COUNTY JUDGE JON LINDSAY TO GAIN HARRIS COUNTY�S SUPPORT � FOR SHARING THE COST OF THIS PROJECT AND TO STRESS THE IMPORTANCE OF DOING THIS FLOOD WORK. COUNCILMAN NEWMAN STATED SHE ATTENDED THIS MEETING ALONG WITH COUNCILMAN PRIHODA AND THAT THE COUNCIL SHOULD CONTINUE TO SUPPORT OUR MAYOR AND THOSE WORKING ON THIS PROJECT TO GET THE WORK DONE ON CLEAR CREEK. COUNCILMAN PRIHODA STATED THAT $40 MILLION DOLLARS WAS A LOT OF MONEY TO COME UP WITH TO DO THIS WORK AND NEEDED THE SUPPORT OF HARRIS, BRAZORIA AND GALV ESTON COUNTIES TO ACCOMPLISH THIS WORK. MICKEY LANTZ , PRESIDENT OF THE FRIENDSWOOD COMMUNITY CHORUS APPEARED BEFORE COUNCIL TO ASK THEIR HELP TO RTNG IN THE CHRISTMAS SEASON AND TO INVITE ALL TO ATTEND A HOLIDAY CONCERT ON DECEMBER 6, 1985 AT 8: 00 PM AT THE HIGH SCHOOL. COUNCILMAN NEWMAN REPORTED THERE HAD BEEN A NUMBER OF INQUIRIES REGARDING THE FLAGS AT STEVENSON PARK NOT BEING FLOWN. THE FLAGS HAV E BEEN TAKEN DOWN FOR REPAIRS AND CLEANING. COUNCILMAN NEWMAN ANNOUNCED THAT ON DECEMBER 29, 1985 AT 3 : 00 PM, A 5ESQUICENTENIAL EVENT OBSERVING STATEHOOD DAY WILL BE HELD AT THE QUAKER CHURCH AND INVITED EVERYONE TO ATTEND. COUNCILMAN JORDAN PRESENTED AN UPDATE ON THE GALVESTON COUNTY BOND ISSUE THAT WAS APPRW ED ON N(7VEMBER 5, 1985, REPORTING THAT STARTING TODAY THEY WOULD BE ISSUING $8 MILLION DOLLARS FOR JAIL BONDS FIRST AND IN CON3UNCTION WITH THAT THEY ARE REFINANCING SOME OF THEIR EXISTING DEBTS AND SO ALTOGETHER THEY ARE SELLING $34.7 MILLION DOLLAR BOND ISSUE. THE MARKETING OF THOSE BQNDS BEGAN TODAY, SO FAR THOSE ORDERS HAV E BEEN COMING IN V ERY BRISKLY AND THE MARKETING WILL BE COMPLETED ON WEDNESDAY. THE JAIL BONDS ARE THE EARLY BONDS, THEY ARE FROM 1987 TO 1992 AND THEY RANGE IN INTEREST RATES FROM 5 3/4$ TO 7 .40$ . COUNCILMAN JORDAN REPORTED THAT AFTER THE REVIEW THAT GALV ESTON COUNTY DID RETAIN THEIR DOUBLE A RATING. 1 434 . COUNCILMAN WICKLIINDER RE11D INTO RECORU 1� RCSOLUTTUN FRUM THE COUNTY OF GALV ESTON, THANKING AND RECOGNIZING MAYOR LOWE, THE CITY OF FRIENDSWOOD AND MANY, MANY REPRESENTATIVES FROM FRTENDSWOOD WHO WORICED IN SUPPORT OF THIS BOND ISSUE AND THAT FRIENDSWOOD PROVIDED A 83$ FAV ORABLE VOTE IN FAV OR OF THE LEADING SOND PROPO5ITION. COUNCILMAN LEE REPORTED SHE ATTENDED THE GENERAL ASSEMBLY OF THE HOUSTON GALV ESTON AREA COUNCIL BOARD OF DIRECTORS AS � .. , FRIEND5WOOD'S REPRESENTATI�IE AND THAT SANDRA PICKETT FROM LIBERTY � AND TOM REID FROM PEARLAND WERE SELECTED AS REPRESENTATIV ES. FOR , HOME RULE CITIES. **MOTION WAS MADE BY• COUNCILMAN NEWMAN TO APPRaVE THE SECOND READING OF T85-34, EXTENDING THE CITY LIMITS OF THE CITY OF FRIENDSW�OD, TEXAS, TO INCLUDE ALL LAND AREA WITHIN CERTAIN LIMITS AND BOUNDARIES AND ANNEXING TO THE CITY OF FRIENDSWOOD ALL OF � THE AREA WITHIN SUCH LIMITS AND BOUNDARIE5; APPRCIVING A SERVICE PLAN FOR ALL OF THE AREA WITHIN SUCH LIMITS AND BOUNDARIES; AND PRWIDING A SAVING AND SEVERABILITY CLAUSE. SECONDED BY COUNCILMAN LEE. MOTION WAS APPRW ED UNANIMOUSLY. +. CITY MANAGER RECOMMENDED THAT THE ANNEXATION PROCEEDINGS CONTINUE AFTER HIS REVIEW OF ALL ASSETS AND DEBTS INVOLV ED. THE ASSETS THE CITY WILL OWN FOLLOWING APPRt7VAL OF ANNEXATION WILL BE THE NEW BUILDING LOCATED BY THE PARK WHICH IS LOCATED ON LEASED LAND AND HAS BEEN LEASED TO THE HOMEOWNERS ASSOCIATION FOR 99 YEAR5, WATER SYSTEM, WATER WELLS, AND LIFT STATIONS. THE PARK AND THE FIRE STATION BUILDING BELONG TO THE HOMEOWNERS ASSOCIATION. MAYOR LOWE SUGGESTED THAT JESS WILLIAMS LOOK INTO THE WATER RATE FACTOR AFTER ANNEXING FOREST BEND TO SEE IF A NEW NUMBER COULD BE USED FOR SURFACE WATER. COUNCIL CONCURRED WITH THIS SUGGESTION. COUNCILMAN WICKLANDER REPORTED THE CITY MANAGER WILL BE MEETING -- THIS WEEK WITH THE FRIENDSWOOD E'IRE DEPARTMENT AND FOREST BEND � FIRE DEPARTMENT TO WORR ON A CONTRACT FOR SERVICING FOREST BEND i SUBDIV ISION. **MOTION WAS MADE BY COUNCILMAN LEE TO APPROVE ORDINANCE E85-38, � AMENDING CITY OF FRIENDSWOOD ORDINANCE #84-15, PASSED AND APPROVED THE 19TH DAY OF NCN EMBER, 19$4, AND BEING THE ZONING ORDINANCE OF THE CITY, BY PERMITTING THE USE OF ON PREMISE PORTABLE SIGNS BY COMMERCIAL ESTABLISHMENTS BETWEEN DECEMBER 3, THRU DECEMBER 31, 1985; PRWIDING A SEVERABILITY CLAUSE, PR(7VIDING A PENALTY AND; DECLARING AN EMERGENCY. PROPOSED CITY LIMIT LINE ANU FM 518 FROM WHISPERING PINE5 SOUTH TO LEAGUE CITY/CITY OF FRIENDSWOOD CITY LIMIT LINE WITH ACTION TABLED UNTIL NEXT MEETING **MOTION WA5 MADE BY COUNCILMAN LEE TO ACCEPT THE CITY MANAGERS RECOMMENDATION TO ALLOW WATER AND SEWER SERVICE LOCATED ON THE ��3���- SOUTH 5IDE OF FM2351 BORDERING THE EAST SIDE OF THE LUTHERAN CHURCH PROPERTY OUTSIDE CITY LIMITS WHICH WILL BE COMMERCIAL, � , USI�G PRESCRIBED RATES OUT5IDE THE CITY LIMITS. SECONDED BY COUNCILMAN JORDAN. MOTION APPRCJVED UNANIMOUSLY. DISCUSSION WAS HELD WITH THE CITY MANAGER REGARDING THE WIDTH OF BRIDGE TO BE RECONSTRUCTED ON WHISPERING PINES WITH THE CITY MANAGER REFORTING THE STATE AND FEDERAL GW ERNMENT WERE JOINTLY GOING TO RECONSTRUCT THE BRIDGE. THEY WANT TO KNOW IF THE CITY IS GOING TO CONSTRUCT 4 LANE ROADS ON EITHER SIDE OF THAT BRIDGE BECAUSE IF WE ARE THEY WILL CONSTRUCT A 4 LANE BRIDGE IF NOT THEY WILL NOT CONSTRUCT GREATER THAN A TWO LANE BRIDGE. CITY MANAGER STATED HE THOUGHT WE WOULD NOT GO WITH 4 LANES AS THIS IS RESIDENTIAL AREA� WITH COUNCIL CONCURRING WITH THIS � RECOMMENDATION. DISCUSSION WAS HELD WITH COUNCIL ASKING CITY "Ci" MANAGER IF THEY WERE GOING TO MOVE THE BRIDGE W ER IN ORDER TO ('� STRAIGHTEN OUT THE CURVE WITH THE CITY MANAGER SAID THEY WERE � LOOKING AT THIS BUT HAD NOT MADE A DECISION YET. DISCUSSION WAS HELD REGARDING CLARIFICATION OF LOT SIZES AND SET BACKS IN WEDGEWOOD SUBDIVISON AND FOREST BEND SUBUIVISION (IF ANNEXED) WITH EVERYONE IN AGREEMENT THESE SUBDIVISION WERE PLATTED PRIOR TO ANNEXATION AND LOT SIZE AS PLATTED ARE ACCEPTABLE "BUT" SET BACK REQUIREMENTS MUST COMPLY WITH SUBDIVISION AND ZONING ORDINANCES. COUNCIL CONCURRED WITH THIS CLARIFICATION. **MOTION WAS MADE BY COUNCILMAN LEE TO APPRCJVE SECOND READING OF ORDINANCE T84-33, ESTABLISHING SPEED LIMITS DURING CONSTRUCTION ON A PORTION OF FM 518 WITHIN THE CORPORATE LIMITS OF FRIENDSWOOD AND PROVIDING A PENALTY FOR THE VIOLATION THEREOF. SECONDED BY COUNCILMAN BROWN.
