MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT
WA5 HELD ON NCN EMBER 18� 1985 AT CITY HALL AT 7 :00 PM WITH THE
FOLLOWING PRESENT CONSTITUTING A QUORUM: � ,,

� MAYOR LOWE RECOGNIZED A LARGE GROUP OF STUDENTS FROM SAN JACINTO
� � COLLEGE.
� � MAYOR LOWE STATED HE WAS PROUD OF THE CITIES INVOLU EMENT IN THE
.Q FLOOD PROGRAM FOR CLEAR CREEK BUT HAD SOME DISCOURAGING NEWS THAT
IT APPEAR5 THAT THE PLAN FOR WORK IN KIND THAT HAD BEEN WORKED
OUT WITH THE SECRETI�RY OF THE ARMY HAS BEEN KILLED WHICH MEANS
MORE DIFFICULTY IN SOLVING THE FLOODING PROBLEM THAN ANTICIPATED.
MAYOR LOWE REPORTED THE STREET BOND ISSUE SET ASIDE SOME $90,000
TO $100,000 FOR WORK BETWEEN CASTLEWOOD AND WHISPERING PINES TO
EXPAND TWO LANES TO FOUR LANES. THESE FUNDS WERE IN THE
GALVESTON COUNTY BOND ISSUE WHICH WAS JUST APPRW ED AND JUDGE
HOLBROOK STATED THE CITY SHOULD PAY FOR THIS AND THEN THE COUNTY
WOULD REIMBURSE THE CITY.
MAYOR LOWE REQUESTED THE CITY MANAGER TO LOOK INTO THE
CORRESPUNDENCE RECEIV ED FROM MR. E. L. LESTER COMPANY RESQUESTING
SOME AS5ISTANCE IN OBTAINING FUNDS OWED THEM FOR WORK DONE ON THE
ELEVATED WATER STORAGE FOR SERVICE ENTERPRISES.
COUNCILMAN 30RDAN REPORTED SHE WENT TO NEW YORK WITH TWO
GALVESTON COUNTY COMMISSIONERS�. COUNTY AUDITOR AND THE COUNTY'S
FINANCIAL ADVISOR TO MEET WITH MOODY'S INVESTORS SERVICE AND WITH
STANDARDS AND POOR5 WHICH ARE RATING SERVICES, TO DISCUSS THE
BOND ISSUE RECENTLY PASSED FOR GALV ESTON COUNTY. THE COUNTY
PRESENTLY ENJOYS A DOUBLE A RATING AND THE OBJECT OF THE TRIP
WAS TO CONVINCE THEM THAT THE COUNTY IS STILL ENTITLED TO A
DOUBLE A RATING. THE OFFICIAL RELEASE OF THE RATING SHOULD BE
EITHER FRIDAY OR EARLY NEXT WEEK AND EVERYONE FEELS CONFIDENT
THEY WILL BE ABLE TO KEEP THIS RATING. THE SCHEDULE THEN WILL
CALL FOR A BOND SALE THE FIRST WEEK IN DECEMBER.
COUNCILMAN JORDAN ANNOUNCED THAT DON HARRIS PASSED AWAY SUDDENLY
LAST EV ENING� HE WAS A V ERY WELL LCN ED FATHER AND H[�SBAND. HE WAS
A V ERY ACTIV E LEADER IN ONE OF THE FRIENDSWOOD CHURCHES, HE WAS
AN ELECTED OFFICIAL WHO SERV ED AS SUPERVISOR FOR THE CLEAR CREEK
DRAINAGE DISTRICT. COUNCILMAN JORDAN STATED EVERYONE WAS
SADDENED BY HIS PASSING AND HE WOULD BE GREATLY MISSED.
COUNCILMAN LEE ANNOUNCED THAT HARVEY THIELMAN �ASSED AWAY
YESTERDAY MORNING, HE WAS A CLOSE FRIEND AND HIS SERVICES WILL BE
WEDNEBDAY MORNING JUST PRECEDING DON HARRIS '5 SERVICE.
MAYOR LOWE RECOGNIZED MR. ROY HUTCHISON REGARDING WALDEN POND
CONDOMINIUMS DEVELOPMENT. MR. HUTCHISON REQUESTED THE CITY LOOK<�_.
INTO WHAT LEGAL RECOURSE WE HAV E IN HAVING THE IMFR(7VEMENTS
EXPEDITED AND CLEANED UP AS HE FEELS THIS IS A FIRE HAZARD. CITY
MANAGER REPORTED THEY WERE PUT ON NOTICE BY THE FIRE MARSHAL THAT

IF THEY HAD NOT CLEANED UP THE DEBRIS AND BU�LDING MATERIAL IN A
SPECIFIED TIME THAT CHARGES WOULD BE FILED AND THE CITY MnN�GER
REPORTED THAT THE MORTGAGE COMPANY HAS STARTED FORCLOSURE.
PROCEEDINGS. MAYOR LOWE ASKED THE CITY ATTORNEY COULDN 'T THE
CITY REQUIRE BONDS FOR THIS TYPE OF PROJECTS? THE CITY ATTORNEY
STATED HE WOOLD LOOK INTO THE LAW REGULATING BONDS FOR
DEVELOPMENTS OF THIS NATURE.
MR. HUTCHISON ALSO REQUSTED THE CITY LOOK INTO THE POT HOLES AND
DRAINAGE AT THE INTERSECTION OF FM 518 AND DUNBAR ESTATES DRIV E � .�

DEPARTMENT REPRESENTATIVES TO WORK OUT SOME ARRRNGEMENT FOR FIRE •
PROTECTION FOR FOREST BEND IF ANNEXATION IS FINALIZED.
COUNCILMAN WICKLANDER REPORTED THAT BOTH DEPARTMENTS SEEMED IN
AGREEMENT TO ACCEPT AN PROPOSED EXTENSION OF A CONTRACT TO THE
FOREST BEND FIRE DEPARTMENT WHICH WOULD BEGIN AT 12 : 01 AM THE DAY
AFTER THE FINAL PROPOSED ANNEXATION ORDINANCE IS FINAL TO EXPIRE
ON SEPTEMBER 30, 1986 TO COINCIDE WITH THE CITY'S FiSCAL YEAR.

FRIENDSWOOD CITY LIMITS, LIST OF ALL THE PROPERTY TO BECOME CITY
OF FRIENDSWOOD PROPERTY, LIST OF ALL IMPRW EMENTS ON THE ABCIVE
PROPERTIES WITH PROFESSIONAL ANALYSIS OF CONDITION AND WORTH OF
SUCH IMPROVEMENTS AND IF REPAIRS ARE RECOMMENDED ESTIMATED COST
OF SUCH REPAIRS, FINANCIAL ANALYSIS OF SALES TAX IN THE PROPOSED

MINUTES OF NOVEMBER 4, 1985 WERE APPRO�VED AS CORRECTED.
CITY MANAGER REPORTED THAT BRA20S RIVER AUTHORITY HAD RE-
CONSTRUCTED THE BRIDGE CJVER MANDELL MANDALE ROAD AND THE CITY COST TO
WIDEN THIS BRIDGE CAME TO $7 ,002. THE COUNTY IS TRYING TO
FINALIZE CLEAR VIEW, MELODY LANE AND MARY ANN SO THEY CAN COME IN
AND PUT A PRIME COAT ON TO GET READY TO PUT ASPHALT AND ROCK AND
EXPECT TO DO THIS THIS WEEK. THE OVERLAY PROJECT ON OAK DRIV E
� HAS BEEN COMPLETED AND THE CURB AND GUTTER ON NORTH AND SOUTH
SHADOWBEND IS ONGOING BUT HAS BEEN SLOWER THAN ANTICIPATED DUE TO
THE WEATHER. EXCESS MATERIAL FROM SUNSET RECONSTRUCTION HAS BEEN
PLACED ON MILLS, MURPHY AND MUSTANG DRIV E AND HAS BEEN BROKEN UP
AND HAVE BEEN SHAPED UP AND ARE NOW MORE WEATHER PROOF.
MAYOR LOWE REPORTED THAT SINCE THE PUBLIC OFFICI•AL INSURANCE
� EXPIRES THE FIRST OF DECEMBER HE HAD SPOKEN TO TEXAS MUNICIPAL
LEAGUE AND THAT THEY COULD PRC7VIDE COVERAGE "IF" THE CITY
TRANSFERRED ALL INSURANCE TO T.M.L. , MAYOR LOWE REQUESTED THE
CITY MANAGER TO LOOK INTO THIS POSSIBILITY.
