MINUTES OF A REGULAR MEETING OF THE FRIEND5WOOD CITY COUNCIL THAT
WAS HELD ON NOVEMBER 4, 1985 AT CITY HALL AT 7 : 00 PM WITH THE

'� YELLOW RIBBONS URGING EVERYONE TO GET OUT AND VOTE NCJVEMBER 5 AND
Q 5UPPORT ALL THREE BOND ISSUE5 ESPECIALLY THE CLEAR CREEK ISSUE
AND READ A HEADLINE FROM A 1973 NEWSPAPER STATING "MORE FLOODING
ZMMINENT AS CLEAR LAKE BASIN GROWS" . MAYOR LOWE REPORTED THAT HE
HAD ASKED THE AREA MINISTERS TO MAKE AN ANNOUNCMENT THIS PAST
SUNDAY A5 TO THE FLOODING PROBLEM AND THE IMPORTANCE OF THE
V OTING TUESDAY. MAYOR LOWE ASKED THAT FIRE DEPARTMENT TO MAKE
LOUD SPEAKER ANNOUNCEMENTS THROUGH OUT THE DAY ON ELECTION DAY
' URGING EV ERYONE TO V OTE.
FRANK WEBB STATED THE CITIZENS OWE MAYOR LOWE A DEBT OF GRATITUDE
FOR THE TREMENDOU5 EFFORT ON HI5 PART IN GETTING THE INFORMATION
OUT ON THE BOND ISSUES.
MAYOR LOWE ANNOUNCED THE FOREST BEND ANNEXATION IS ONGOING AND
THAT THE MAYOR AND COUNCIL RECEIV ED A YELLOW ROSE WITH A NOTE OF
THANKS ON THIS MATTER.
COUNCILMAN WICKLANDER ANNOUNCED THAT THE TEXAS MUNICIPAL LEAGUE
CONFERENCE THAT WAS ATTENDED BY MEMBERS OF COUNCIL AND STAFF WAS
VERY CONSTRUCTIV E, WITH PRODUCTIV E MEETINGS, AND MANY TDEA5 WERE
PICKED UP BY THOSE ATTENDING. THE CONFERENCE WAS CONSIDERED V ERY
SUCCESSFUL.
RITTEN HAJACETE WITH THE SESQUICENTENNIAL COMMITTEE APPEARED
BEFORE COUNCIL TO INTRODUCE R.T. TEXADILLO AND EXCORT DONNA
CASHION. DONNA CASHION EXPLAINED THAT R.T. TEXADILLO IS THE
OFFICIAL MASC(�T OF THE 1986 SESQUICENTENNIAL AND WILL BE
TRAV ELING ACROSS THE STATE AS GOOD WILL AMBASSADOR FOR THE 150TH
CELEBRATION OF TEXAS. R.T. TEXADILLO CALLED DOWN
SESQUICENTENNIAL COORDINATING CHAIRMAN EVELYN NEWMAN. CHAIRMAN
NEWMAN ANNOUNCED R.T. HAD BEEN TO WESTWOOD ELEMENTARY, CLINE
PRIMARY, JUNIOR HIGH SCHOOL, CHILDRENS HOUSE AND TO AUTUMN HILLS
NURSING HOME. CHAIRMAN NEWMAN HAD DONNA CASHION PRESENT BALLONS
TO NATIVE TEXANS ON COUNCIL, LEON BROWN, JOE PRIHODA, JAN JORDAN
AND MAYOR LOWE, THEN COUNCILMAN PHYLLIS LEE, COUNCILMAN BOB
WICKLANDER AND CITY SECRETARY DELORIS MCKENZIE WERE ADOPTED AS
TEXANS AND WERE PRESENTED CERTIFICATES OF ADOPTION AFTER SWEARING
ON A FIELD OF BLUEBONNETS THEIR WISHES TO BE ADOPTED. CITY
MANAGER JIM MORGAN WAS PRESENTED WITH A NATIV E TEXAN BALLOON.
R.T. PRESENTED MAYOR LOWE THE OFFICIAL WELCOME FOR THE TEXAS
SESQUICENTENNIAL FROM TEXADILLA. MAYOR LOWE ASKED ALL STUDENTS
FROM SAN JACINCO COLLEGE ATTENDING THIS MEETING COME FORWARD TO
HAV E THEIR PICTURE MADE WITH TEXADILLO.
MAYOR LOWE PROCLAYMED THE WEEK OF NOVEMBER 23 THRU 30, 1985 AS
"NATIONAL FAMILY WEEK" .

MAYOR LOWE CALLED A PUBLIC HEARING TO ORUER TO RECEIV E PUBLIC
INPUT REGARDING THE FROPOSAL TO INCREASE TOTAL TAX REVENUES FROM
PROPERTIE5 ON THE TAX ROLL IN 1984 BY EIGHT PERCENT.
COUNCILMAN JORDAN EXPLAINED THE TOTAL LEVY OF ALL THE PROPERTY
TAX WE COLLECT FROM EVERY PROPERTY OWNER IN THE CITY HAS
INCREASED EIGHT PERCENT BUT THE ACTUAL RATE OF TAXATION IS
ACTUALLY GOING TO BE LOWERED FROM .72 CENTS PER HUNDRED DOLLARS
� TO .71 CENTS PER HUNDRED DOLLARS BUT EVERY INDIVIDUAL' S TAXES . ,
WILL V ARY ACCORDING TO WHETHER OR NOT THEIR PROPERTY WAS REVALUED
OR ADDED ON TO THEIR HOUSE OR ADDED A SWIMMING POOL. THE
� HOMESTEAD EXEMPTION IS GOING TO DECREASE FROM 40$ TO 30� AS
MANDATED BY STATE LAW. OVERALL CITYWIDE THE CITY WILL BE
COLLECTING EIGHT PERCENT MORE THAN LAST YEAR.
CITY MANAGER 5TATED THE BUDGET WAS PROJECTED USING THE FIGURE OF �
HEARING NO FURTHER COMMENTS MAYOR LOWE CLOSED THE PUBLIC HEARING.

DEXTER JOYNER APPEARED BEFORE COUNCIL TO REPORT THAT SUITS HAV E
BEEN FILED FOR DELINQUENT TAXES. MANY OF THOSE HAV E BEEN PAID
AND DISMISSED AND SOME HAV E ENTERED INTO PAYMENT AGREEMENT AS
ALLOWED BY LAW AND MS. CARBONE HA5 ADVISED THESE AGREEMENTS ARE
BEING HONORED AND BEING PAID UPON. MR. JOYNER STATED HE IS
CURRENTLY WORKING ON THE 1984 TAXES THAT ARE ON THE DELINQUENT
ROLL. DUE TO THE NEW S�FTWARE PROGRAM BEING USED BY THE TAX
DEPARTMENT THE 1984 DELINQUENT STATEMENTS HAV E NOT GONE OUT. MS.
CARBONE ADV I SES SHE HOPES TO HAV E THI S PR(JBLEM SOLV ED IN THE NEXT
FEW DAYS. WITHIN THE NEXT FEW DAY LETTERS WILL BE RECEIV ED BY
COUNCIL ADVISING OF TAX SALES FOR PROPERTY THAT HAS BEEN TAKEN TO
COURT FOR DELINQUENT TAXES AND IF ANY ONE HAS ANY QUESTIONS JUST
CALL MR. JOYNERS OFFICE OR MS. CARBONE AT THE TAX OFFICE.
LARRY SPECK APPEARED BEFORE COUNCIL TO PRE5ENT HIS RECOMMENDATION �
AND DRAWINGS FOR A TWO POOL CONCEPT FOR FRIENDSWOOD PUBLIC POOL.
MR. SPECK PRESENTED A BUDGET SUMMARY TO COUNCIL OUTLINING COST
FOR THIS CONCEPT. PHASE ONE OF THE POOL WOULD BE STATE FUNDED
$400,000 AND CITY COST OF $141,000 WITH PHASE TWO COST FOR THE
POOL ONLY WILL BE $300,000 . MR. SPECK ADVISED THE TIME FRAME FOR
PHASE ONE WOULD BE 6 TO 9 MONTHS. COUNCIL CONCURRED WITH MR.
SPECK REGARDING THIS TWO POOL CONCEPT AND ADVISED MR. SPECK TO
PROCEED.

PRESENTED AND REGULAR MEETING OF OCTOBER 21, 1985 WAS CORRECTED
AND APPRW ED.
CITY MANAGER REPORTED CURB AND GUTTER WORK ON NORTH AND SOUTH
SHADOWBEND WAS MCJVING ALONG, A LITTLE BEHIND DUE TO THE WEATHER.
THE COUNTY IS WORKING ON MELODY LANE� THEY HAV E SCARIFIED AND
SHOULD BE APPLYING FLY ASH. ON CLEARVIEW, FLY ASH HAS BEEN
APPLIED AND STILL LACK FINAL GRADING BUT WAS CAUGHT BY THE RAINS
AND WAS NOT ABLE TO PUT TSE FINAL ASPHALT ON. BUTLER, NORTH CLEAR
CREEK DRIV E AND SMALL SECTION OF MARY ANN LACK ONE APPLICATION OF
ROCK AND ASPHALT.
� COUNCILMAN WICKLANDER STATED THAT ON THE COUNTY PROJECTS THAT ANY
' COMPLATNT CALLS SHOULD BE DIRECTED TO THE CITY AND HE WILL CALL
� THEM BACK.
� CITY MANAGER REPORTED THE CONSTRUCTION IS COMPLETE ON THE WATER
TOWER EXCEPT FOR THE RED LIGHT ON TOP AND TO CONDUIT TO GROUND,
, THE INTERIOR IS NOT PAINTED, BOOSTER PUMPS TO BE BID NEXT WEEK
AND THE, GROUND WORK WILL BE DONE WHEN THE BOOSTER PUMP WORK IS
DONE. COUNCIL ASKED THE CITY MANAGER TO HAV E THE AREA CLEANED UP
AS IT WAS REALLY SLOPPY.
