FRIENDSWOOD CITY COUNCIL
OCTOBER 28, 1985
MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT
WAS HELD ON OCTOBER 28, 1985 AT 6 : 00 PM WITH THE FOLLOWING
PRE5ENT CONSTITUTING A QUORUM:

MAYOR LOWE CALLED THE MEETING TO ORDER.
COUNCIL CONVENED IN EXECUTIV E SESSION ACCORDING TO TEXAS OPEN

� COUNCIL RE-CONVENED IN OPEN SESSION WITH NO ACTION BEING TAKEN.

MAYOR LOWE CALLED TO ORDER A PUBLIC HEARING TO RECEIV E TESTIMONY
REGARDING THE PROPOSAL TO ANNEX INTO THE CITY ALL TERRITORY
INCLUDED WITHIN THE BOUNDS OF HARRIS COUNTY WATER CONTROL AND
IMPRW EMENT DISTRICT NUMBER 108.
DISCUSSION WAS HELD REGARDING SERVICES TO BE EXTENDED TO THIS
AREA WITH QUESTIONS REGARDING POLICE PROTECTION, COULD THE CITY
CONTRACT WITH THE FOREST BEND FIRE DEPARTMENT AND HOW WOULD THE
DISPOSITION OF PERSONNEL AND EQUIPMENT BE HANDLED, COULD FOREST
BEND AND FRIENDSWOOD FIRE DEPARTMENTS 5ET UP A MEETING TO W�RK
THIS MATTER OUT, HOW WOULD PAYMENT OF STREET LIGHTS BE HANDLED,
WOULD HOMEOWNERS ASSOCIATION BE ABLE TO CONTINUE LEASING SPACE
FOR OFFICE AT THE WATER BUILDING, WOULD ZONING APPLY AND WOULD
FOREST BEND CONTINUE TO BE WET FOR SALE OF ALCOHOLIC BEVERAGES?
COUNCIL STATED THAT ALL RULES AND REGULATION APPLICABLE TO
CITIZENS IN FRIENDSWOOD WOULD ALSO APPLY IN FOREST BEND IF
ANNEXED. COUNCIL REQUESTED CITY MANAGER TO SET UP A MEETING FOR
THE TWO FIRE DEPARTMENTS TO DISCUSS A MERGER AND THE BEST WAY TO
ACCOMPLISH THIS.
CITY MANAGER READ INTO RECORD THE SERVICE PLAN FOR FOREST BEND IF
ANNEXED.
APPROXIMATELY FORTY CITIZENS WERE IN ATTENDENCE.
HEARING NO FURTHER INPUT MAYOR LOWE CLOSED THE PUBLIC HEARING.
**MOTION WAS MADE BY MAYOR LOWE TO APPROVE RESOLUTION R23-85, ���y��
SUPPORTING THE COUNTY BOND ISSUE AND PASSAGE OF PROPOSITIONS ON�,
TWO, THREE AND THAT ALL DULY QUALIFIED V OTERS LIVING WITHING THE
FRIENDSWOOD LIMITS BE CALLED UPON TO V OTE IN THEIR FAVOR AT THE
UPCOMING NaVEMBER 5, 1985 ELECTION. � ,
SECONDED BY MAYOR PRO-TEM NEWMAN. MOTION APPRC7VED UNANIMOUSLY. ~ _.
MAYOR LOWE SUGGESTED THAT YELLOW RIBBONS BE SHOWN IN EVERY
BUSINESS, ON TELEPHONE POLES AND ON ALL CITY V EHICLE5 IN SUPPORT
OF V OTING NW EMBER 5. V OTE RIBBONS TO BE PASSED QUT AT FOOTBALL
GAMES AND AT THE FRIENDSWOOD HIGH SCHOOL COUNTRY FAIR. THE VOTE
BANNER IS TO BE PUT UP WITH YELLOW RIBBONS AND COUNCILMAN PRIHODA
WILL BE PUTTING OUT 5IX SIGNS URGING EVERYONE TO VOTE.
