MAYOR LOWE REPORTED THAT 2/3 'S OF THE 155 MILES FOR THE GRAND PARKWAY HAS BEEN DONATED. THERE IS PROPOSED A 4 LANE, 6 LANE AND 8 LANE FREEWAY THAT WILL CROSS AT THE NORTH COUNTY BUILDING ON FM646 AND WILL EXTEND TOWARD ALVIN TO THE SOUTH OF SUNMEADOW SUBDIVISION AND EXTEND TOWARD MANVEL. � MAYOR LOWE REPORTED HE HAD SPOKEN TO OMER POORMAN TO THANK HIM FOR MWING THE WIDENING OF FM 518 AT CASTLEWOOD UP IN THE STATE HIGHWAY PROGRAM. MAYOR LOWE REPORTED THERE WERE 6000 PROJECTS UNDER CONSIDERATION BY STATE HIGHWAY DEPARTMENT AND FOR FRIENDSWOOD TO BE MCJVED UP WAS GREATLY APPRECIATED. MAYOR LOWE HE RECEIVED A CALL FROM BILL WOOLEY WITH THE CORP OF ENGINEERS WHO HAS BEEN WORKING ON OUR FLOOD PROGRAM. MR. WOOLEY REPORTED THAT THE ADMINISTRATION IS V ERY INTERESTED IN CLEAR CREEK AND WOULD LIKE A MEETING BE CALLED AND CLARIFICATION OF "WORK IN KIND" . MAYOR LOWE READ CORRESPONDENCE FROM COUNCILMAN WICKLANDER TO COMMISSIONER CROWDER THANKING COMMISSIONERS COURT FOR ROAD WORK BEING DONE IN FRIENDSWOOD. COUNCILMAN WICRLANDER REPORTED THE 100 CLUB IS IN THE PROCESS OF RESEARCHING ADDITIONAL INSURANCE FOR THE POLICE DEPARTMENT. COUNCIL HAD NO OBJECTION TO THIS PROJECT. MAYOR LOWE INTRODUCED JUDGE RAY HOLBROOK, COMMISSIONER BILLY PEGUES, BUBBA TAUCH AND BILL MCDONALD WITH THE SHERIFF '5 DEPARTMENT WHO GAVE A SLIDE PRESENTATION OF THE BOND ISSUE AND ASKED FOR EVERYONE'S SUPPORT. MAYOR L()WE SPOKE ON THE IMPORTANCE OF THE BOND ELECTION AND ASKED FOR SUPPORT OF THE $5 MILLION BOND ISSUE FOR CLEAR CREEK. CARL SMITH, PRESIDENT OF THE CLEAR CREEK D.RAINAGE DISTRICT ADDRESSED COUNCIL ON. THE PROGRESS THE DRAINAGE DIST�tICT HAS MADE AND WOULD LIKE TO STRESS THAT PROGRESS WAS PRIMARILY THE RESULT OF COOPERATION BETWEEN AGENCIES THAT CARE ABOUT FLOODING. MARYS CREEK PROJECT HAS BEEN COMPLETED AND WORK HAS BEGUN ON CHIGGER CREEK AND THESE PROJECTS WILL HELP BUT CLEAR CREEK DOES NEED TO BE RECTIFIED AS CLEAR CREEK DOES RECEIV E ALL THE WATER THAT FLOWS THRU FRIENDSWOOD. MR. SMITH STATED HE WOULD LIKE TO STRESS WE NEED TO DO EVERYTHING WE CAN IN HELPING TO PASS THE BOND ELECTION IN NOVEMBER. 1 412 PAUL TOMPKINS REPRESENTING FRIENDSWOOD CFiAMBER OF COMMERCE ADVIS�D THE CHAMBER WA5 ENDORSING THE BOND ISSUE AND WOULD BE SENDING 3200 FLYERS IN THE JOURNAL URGING EVERYONE TO V OTE AND SUPPORT THIS ISSUE. MAYOR LOWE ASKED THAT A RESOLUTI�N BE PLACED ON NEXT WEEK'S AGENDA SUPPORTING THE BOND PROPOSAL. ' MR. ROBERT SELMSER APPEARED BEFORE COUNCIL TO DISCUSS THE P�LICE • .» ,' DEPARTMENT AND THE WATER BILLS. MR. SELMSER STATED HE FELT THE , POLICE WAS HARASSING RE�IDENTS IN WEDGEWOOD AND WERE ALWAYS SITTING ON BLACKHAWK WZTH RADAR. CITY MANAGER AND CHIEF OF � POLICE STATED THEY WERE NOT HARASSING RESIDENTS AND THAT THE � HOMEOWNERS REQUESTED CLO5E PATROL OF THIS AREA TO CUT DOWN ON THE SPEEDERS. MR. SELMSER STATED THE WATER RATE INCREASE WAS GREATER THAN PEOPLE CAN AFFORD AND THIS INCREASE CREATED A HARDSHIP �N HIM AS HE WAS UNEMPL�YED. COUNCIL AI7VISED MR. SELMSER THIS � . INCREASE WAS NECESSARY TO PRWIDE THE FUNDING NEEDED TO EVENTUALLY GO ON SURFACE WATER. CITY MANAGER WAS AI�VI5ED BY COUNCIL TO APPLY EQUALLY TO ALL CU5TOMERS, THE NEW RATES EFFECTIV E OCTOBER 1 AND PRO-RATE THE BILLINGS. CITY MANAGER WAS ADVISED BY COUNCIL TO CREDIT OR REFUND BILLINGS THAT HAV E ALREADY GONE OUT TO WEDGEWOOD AND SUNMEADOW SUBDIVISI�N. AMENDMENT IS PROHIBITING THE OVERNIGHT PARKING WHICH MAY CAUSE SOME OTHER PROBLEMS. CITY MANAGER RECOMMENDED USING THE UTILITY EXTENSION POLICY IN AREAS THAT WERE NOT PLATTED WITH HOMEOWNERS REQUESTING SERVICE TO PUT UP MONEY TO EXTEND SERVICE TO THEM WITH A EXTENSION REFUND POLICY FOR WATER AND SEWER US�NG A PRORATED SHARE. THE CITY PAYS FOR THE FIRST 100 FEET T� EACH BLOCK.
