WAS HELD ON OCTOBER 7 , 1985 AT CITY HALL AT 7 : 00 PM WITH THE

� AND THAT FRIENDSWOOD WOULD BE ON GOOD MORNING AMERICA FOR THIS
OCCASION WITH THE DATE TO BE ANNOUNCED LATER.
MAYOR LOWE REPORTED COUNCIL WILL BE ACCEPTING RECOMMENDATIONS FOR
APPOINTMENTS TO PLANNING AND ZQNING COMMISSION FOR TWO POSITIONS
WHICH WILL BE CONSIDERED THIS MONTH.
MAYOR LOWE REPORTED HE WILL MEET WITH JUDGE HULBROOK AND THE
OTHER CHAIRMAN ON THURSDAY TO WORK ON THE $36 MILLION COUNTY BOND
ELECTION TO BE HELD ON NOVEMBER 5 WITH $8 MILLION GOING TO THE
JAIL, $23 MILLION FOR ROADS AND $5 MILL�ION FOR FLOOD W�RK ON
CLEAR CREEK. ABSENTEE VOTING WILL BE HELD F'ROM OCTOBER 16 THRU
NOVEMBER l, V OTING ON NCJVEMBER 5 WILL BE HELD AT THE REGULAR
PRECINCT V OTING PLACES IN GALV ESTON COUNTY.
MAYOR LOWE STATED THE COUNCIL HAS BEEN WORKING WITH THE STATE
TRYING TO ESTABLISH RIGHT OF WAY LAWS ON FARM TO MARKET ROADS
THRU THE CITY OF FRIENDSWOOD IN ORDER TO GET THOSE ROADS UPGRADED
UP TO A MINIMUM OF FOUR LANES. THE STATE HIGHWAY DEPARTMENT HAS
GIV EN THE CITY DIFFERENT ANSWERS REGARDING RIGHT OF WAY NEEDED
AND AFTER THE CITY COMPLAINED THE STATE HAD A MEETING AND REACHED
AN AGREEMENT WHICH THE CITY MANAGER AND THE CITY ATTORNEY WILL
REPORT ON LATER ON.
MAYOR LOWE ANNOUNCED HE WOULD t3E ADDRESSING THE 3RD GRADE AT
WESTWOOD ELEMENTARY THIS WEEK ON BEING GOOD CITIZENS.
COUNCILMAN WICKLANDER REPORTED THAT OUR COUNTY/CITY JOINT ROAD
PROGRAM WOULD BE DELAYED AS THE COUNTY HAD BEEN NOTIFIED BY THE
STATE THAT SEVERAL BRIDGES NEEDED REPAIRS AND THEREFORE THE
COUNTY HAD TO PULL CREWS FROM FRIENDSWOOD TO DO THE5E REPAIRS .
MAYOR LOWE PROCLAIMED 5UNDAY OCTOBER 13, 1985 AS "NATIONAL FALLEN
FIRE FIGHTERS RECOGNITION DAY" IN FRIENDSWOOD AND PRE5ENTED THE
PROCLAMATION TO KEN CAMP, PRESIDENT OF THE FIRE DEPARTMENT.

MEMBER OF THE BOARD OF DIRECTORS ADVISED COUNCIL THERE WERE 95$
SINGLE FAMILY RESIDENCES, 140 TOWNHOMES AND 30 PATIO HOMES. THE
RESPONSES TO THE SURVEY RESULTED IN 111 FOR, 29 AGAINST AND 8 DID
NOT V OTE.
COUNCIL DISCUSSED THE POSITIV E AND NEG�TIV E OF ANNEXING FOREST
BEND SUBDIVISION WITH IT BEING DECIDED TO RFTAIN JESS WILLIAMS,
CPA TO CONDUCT A PROFESSIONAL ANALYSIS AND MUST HAV E THIS REPORT
BACK TO COUNCIL NEXT WEEK FOR C�NSIDERATION. MR. WILLIAMS
ADVISED COUNCIL HIS COST SHOULD BE IN THE RANGE OF $1, 000 TO
$1�500 AND THE CITY SHOULD OBTAIN THE METES AND BOUNDS OF THIS
AREA AND HAV E THE ENGINEER LOOK AT THE ROADS AND UTILITIES.
MAYOR LOWE ADVISED MS. R.UNNELS HE WOUI�D BE GLAD TO MEET WITH
WATER DISTRICT 108 AND EXPLAIN H�W THIS PROCES5 WOULD TAKE PLACE.
