MS. MOORE INVITED ALL TO ATTEND THE ICE CREAM SOCI�L WHICH WILL INCLUDE ARTS AND CRAFTS AND ANNOUNCED THAT GOOD MORNING AMERICA WOULD BE FILMED AT 1 : 30 PM WITH THE MAYOR. MAYOR LOWE INTRODUCED MR. NICHOLAS GIMBER WHO MAYOR LOWE RECOMMENDS FOR APPOINTMENT TO DIRECTORS OF THE GULF COAST WASTE - DTSPOSAL AUTHORITY. ; **MOTION WAS MADE BY COUNCILMAN WICKLANDER TO APPRCN E THE ��Q��?� APPOINTMENT OF MR. MOTION APPROV ED UNANIMOUSLY. **MOTION WAS MADE BY COUNCILHIAN JORDAN TO APPRCIVE THIRD AND FINAL ����� READING OF ORDINANCE N0. T85-22, GRANTING A FRANCHISE TO TEXAS- NEW MEXICO POWER COMPANY. SECONDED BY COUNCILMAN LEE. MOTION APPR(JVED UNANIMOUSLY. MAYOR LOWE RECOGNIZED MR. DWIGHT SPURLOCK WITH TEXAS NEW-MEXICO WAS IN THE AUDIENCE AND MR. SPURLOCK ADDRESSED COUNCIL REGARDING HIS WORK WITH THE SALV ATION CENTER ON THE CAPITOL CAMPAIGN TO RAISE DONATIONS. MAYOR LOWE ItEPORTED THAT COUNCILMAN JORDAN AND HIMSELF WENT TO TEXAS CITY TO WORK ON THE PROPOSED COUNTY HIGHWAY BOND ELECTION TO BE HELD NCIVEMBER 15, 1985 . THE BOND PROPOSAL IS FOR $36 MILLION WITH $23 MILLION FOR HIGHWAYS, $8 MILLION FOR COUNTY 3AIL AND $5 MILLION FOR CLEAR CREEK . JUDGE HOLBROOK HAS ASKED MAYOR LOWE TO CO-CHAIR THE COMMITTEE TO WORK ON SELLING THE BOND ISSUES. COUNCILMAN JORDAN STATED THAT CLEAR CREEK IS A SEPARATE PROPOSITION AND ONLY FRIENDSWOOD AND LEAGUE CITY WOULD DIRECTLY BENEFIT FROM THE PROPOSAL AND THEREFORE IT WILL TAKE A LOT OF � SELLING COUNTY WIDE AND ENCOURAGED EVERYONE TO WORK ON THIS BOND PROPOSAL. COUNCILMAN WICKLANDER REPORTED THAT LAST TUESDAY �HE WAS GUEST SPEAKER FOR SUNMEADOW HOMEOWNERS ASSOCIATION AT WHICH TIME HE WAS MADE AWARE THAT THERE WAS NO TURNING LAI�IE PLANNED IN THE RECONSTRUCTION OF FM528 . COUNCILMAN WICKLANDER AI7VISED MAYOR LOWE OF THIS AND MAYOR LOWE CALLED STATE HIGHWAY DEPARTMENT AND BROUGHT THIS TO THEIR ATTENTION. MAYOR LOWE REPORTED HE HAD R£CEIV EU CURRESPONUENCE FROM STATE DEPARTMENT OF HIGHWAYS AND PUBLIC TRANSPOR`.L'A7.'IUN REGARDING OFF- SYSTEM BRIDGE INSPECTION WHICH REFERS TO A BRIDGE IN FRIENDSWOOD LOCATED W ER MANDALE RC?AD WHICH IS RECOMP9ENDED TO BE CLOSED DUE TO STRUCTURAL DEFICIENCIES. MAYOR LOWE REFERRED THIS TO THE CITY . , MANAGER FOR REVIEW. MAXOR LOWE ANNOUNCED THE POLICE DEP�'1.RTMENT IS HOSTING A RECEPTION ON OCTOBER 3 , AT 3 : 30 PM IN THE COUNCIL CHAMBERS IN APPRECIATION FOR JUSTICE OF THE PEACE MARILYN LUNNEY WHO IS RE5IGNING HER POSITION . COUNCILMAN WICKLANDER REPORTED Z'HAT DURTNG HIS DISCUSSION WITH THE SUNNIEADOW HOMEOWNER5 ASSOCiATION REGARDING OUR ROAD PROGRAM HE TALKED BRIEFLY ABOUT THE COUNTY BOND PROPOSAL. COUNCILMAN WICKLANDER REPORTED HE MET WEDNESDAY WITH WATER DISTRICT 108 REGARDING SOME OF THE WATFR PROGRAM AND PLANS TO GET ON TO SURFACE WATER. COUNCILMAN WICKL�ANDER READ A LETTER DATED SEPTEMBER 19, 1985 HE RECEIV�D FROM 108 REQL]ESTING THAT WFiEN WE RUN OUR 14" LINE DOWN TO BAY AREA B�ULF�U ARD THAT THERE BE A TAP PUT IN SO THAT AT SOME FUTURE DATE WHEN THAT LINE IS HANDLING SURFACE WATER THEY WILL BE ABLE TO TAP INTO IT. THE COP9MITTEE MET WITH LARRY 5PECK AND LAWRENCE HANS AND WAS AI7VISED THAT AFTER THE SOIL BORING TEST WERE COMPLETED THAT THE POOL AS DESIGNED FOR GUNITE WOULD NOT BE FEASIBLE. A DECISION WILL HAV E TO BE MADE WHETHER TO GO WITH THE ORIGINAL PLAN WITH CONCRETE WHICH WILL COST APPROXIMATELY $200, 000 MORE OR SCALE THE PLAN DOWN TO A 25 METER POOL WITH 13 FT. DEPTH, 6 LANES, AND 3M AND 1M DIVING5 BOARD5 . COUNCIL REQUESTED COUNCILMAN LEE TO CALL PARKS AND WILDLIFE TO CHECK THE POSSIBLITY OF ADDITIONAL FUNDING. COUNCILMAN LEE REPORTED A STRIP MAP SHQWING OWNERSHIP ALONG FM 2351 FOR THE PURPOSE OF ACQUISITION OF RIGHT OF WAY HAS BEEN COMPLETED WITH 47 PROPERTY OWNERS IN GALV ESTON COUNTY AND APPROXIMATELY 30 PROPERTY OWNERS IN HARRIS COUNTY.
