WAS HELD ON JULY 15, 1985 AT CITY HALL AT 7 : 00 PM WITH THE
FOLLOWING PRESENT CONSTITUTING A QUORUM:

MAYOR LOWE REPORTED THAT COUNCIL HAS BEEN INVITED TO ATTEND THE
0 GALVESTON COUNTY CHAMBERS OF COMMERCE MEETING TO HEAR THE MAYOR OF
�' TEMPLE SPEAK ON ECONOMIC DEVELOPMENT.

W MAYOR LOWE REPORTED THAT A NEWCOMERS WELCOME LETTER FROM HIM
m WQULD BE PUBLISHED IN THE JOURNAL NEXT WEEK AND PRESENTED COUNCIL
� A COPY FOR THEIR INFORMATION.
COUNCILMAN NEWMAN REPORTED SHE HAS MET WITH TODD STEWERT, MELVIN
MEINECKE AND DUANE HENGST REGARDING THE RED FLAG SUBllIVISIONS AND
WOULD BE BRINGING A RECOMMENDATION BACK TO COUNCIL.
MAYOR LOWE WELCOMED THE BOVING SCHOOL C?F DANCE TO THE CUUNCIL
MEETING AND ASKED COUNCILMAN NEWMAN TO MAKE THE INTRODUCTIONS .
' COUNCILMAN NEWMAN STATED THAT DUE TO THE WEATHER CONDITIONS ON
THE 4TH OF JULY, THE BOVING SCHOOL OF DANCE DID NOT HAV E THE
OPPORTUNITY TO PERFORM AND THEREFORE WAS INVITED TO PERFORM AT
THE COUNCIL MEETING.
MAYOR AND COUNCIL WERE TREATED TO A PERFORMANCE BY VALENTINE
BWING AND MEMBERS OF THE SCIi00L OF DANCE TO TWO ROUTINES
PREPARED FOR CELEBRATION UF THE 4TH OF JULY.
CARL SMITH, PRESIDENT OF CLEAR CREEK DRAINAGE DISTRICT PRESENTED
COUNCIL AN UPDATE ON THE CHIGGAR AND COWART CREEK STUDY,
REPORTING THAT ON JULY 1, MAYOR LOWE AND HIMSELF MET WITH
C�MMISSIONERS COURT REGARDING FUNDING OF $100,000 FOR THI5
PROJECT, ON JULY 8, COMMISSIONERS VOTED TO AFPRW E THIS FUNDING
WITH $50,000 TO BE RECEIV ED JANUARY 1986 AND $50,000 TO BE
RECEIV ED JANOARY 1987 . COUNCIL HAS PLEDGED TO MATCH SUCH AMOUNT5.
COUNCIMAN NEWMAN COMMENDED THE DRAINAGE DI'STRICT FOR THE WORK
THEY HAV E ACCOMPLISHED AND THE RELATI�NSHIP THEY HAV E DEVELQPED
WITH COMMISSIONERS COURT.
FRANK WEBB OF KINGSPARK-WHITEHALL AREA ASKED IF AFTER THIS
DRAINAGE WORK IS COMPLETED, WILL A NEW STUDY BE DONE IN RELATION
TO FLOOD RATES AND IS THERE A POSSIBLITY THE INSURANCE RATES WILL
' GO DOWN? MR. WEBB STATED HE APPRECIATES THE DRAINAGE WORK BEING
DONE BY THE DRAINAGE DISTRICT AND THE CITY COUNCIL. COUNCILMAN
WICKLANDER AD�VISED MR. WEBB THIB WOULD BE ADDRES5ED LATER ON IN
THIS MEETING.
COUNCILMAN WICKLANDER PRESENTED A CHECK IN THE AMOUNT OF $350 . 00
FROM BAY AREA LAND COMPANY TO THE BAND BOOSTER CLUB FOR
PARTICIPATION IN THE 4TH OF JULY PARADE. PAUL S�HRADER, VICE
PRESIDENT OF THE BAND BOOSTER CLUB ACCEPTED THE CHECK AND
THANKING BAY AREA LAND COMPANY AND COUNCILMAN WICIiLANDER AND
STATED THE GROUP THAT MARCHED AND PLAYED IN THE PARADE WAS MADE
UP OF PAST AND PRESENT BAND MEMBERS.

COMPLETED UPDATED MAP THE COST TO THE CITY WOULD BE IN THE
NEIGHBORHOOD OF $35, 000. COUNCILMAN WICKLANDER REQUESTED THE
CITY MANAGER TO SUBMIT IN THE 1985-86 BUDGET THIS COST WHICH WTLL
BE THE APPROPRIATE TIME TO DECIDE IF WE WANT TO GO FORWARD WITH
THIS PROGRAM.
ROBERT MCKAY, AMBULANCE CHIEF AND MEMBERS OF THE EMERGENCY
MEDICAL SERVICE PRESENTED A DEMONSTRI�`PION OF TF3E MEGA CODE
CARDIAC ARREST TECHNIQ[3ES USED WHEN THE EMS IS CALLED OUT ON A
SUSPECTED HEART ATTACK .
CITY MANAGER JIM MORGAN ADVISED COUNCIL THAT FOREST BEND
HOMEOWNERS ASSOCIATION HAD REQUESTED AMBULANCE SEItVICE FROM
FRIENDSWOOD EFFECTIV E JULY 31 AND ASKED HOW DID �'OUNCIL WANT TO
HANDLE THIS REQUEST. COUNCIL AL7VISED A LE'I'TER OF REQUEST SHOULD
COME FROM THE HOMEOWNERS ASSOCIATION AND THE WATER DISTRICT FOR
THEIR CONSIDERATION.
MAYOR LOWE RECOMMENDED THE 1986 4TH OF JULY STEERING COMMITTEE BE
APPOINTED AS REQUESTED BY COUNCILMAN LEE.
