JULY 8, 1985
MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT
WAS HELD ON JULY 8, 1985 AT CITY HALL AT 7 :00 PM WITH THE
FOLLOWING PRESENT CONSTITUTING A QUORUM:

COUNCILMAN PHYLLIS LEE
COUNCILMAN EU ELYN NEWMAN
COUNCILMAN JOE PRIHODA
COUNCILMAN BOB WICKLANDER
CITY MANAGER JIM MORGAN
CITY SECRETARY DELORIS MCKENZIE-PONDISH
ABSENT FROM THE MEETING WAS COUNCILMAN JAN JORDAN AND COUNCILMAN
LEON BROWN.
MAYOR LOWE CONGRATULATED ALL THE VOLUNTEERS AND CHAIRMAN EVELYN
� NEWMAN FOR A JOB WELL DONE FOR THE 4TH OF JULY CELEBRATION.
CO COUNCILMAN NEWMAN READ A LETTER OF THANKS AND APPRECIATION INTO
�,jJ THE RECORD TO ALL THOSE WHO PARTICIPATED IN PUTTING THE 4TH OF
m JULY CELEBRATION TOGETHER.
Q CHUCK TALBOT, PRESIDENT OF EMPERE CHATEAU HOMEOWNERS ASSOCIATION
APPEARED BEFORE COUNCIL TO ASK WHEN CLEARVIEW WOULD BE COMPLETED.
COUNCILMAN WICKLANDER RESPONDED THAT THIS IS A JOINT PROJECT
BEING SHARED WITH GALV ESTON COUNTY AND WORK SHOULD BEGIN ON THIS
PROJECT WITHIN THE NEXT COUPLE OF MONTHS AND WILL DEFINITELY BE
COMPLETED WITHIN THIS BUDGET YEAR.
, MAYOR LOWE STATED THAT SOME OF OUR STREETS ARE DETERIORATING,
STATING THAT THE CHUG HOLES IN 5TONESTHROW WERE REALLY BAD AND
ASKED IF THERE WAS ANY MONEY AVAILABLE FOR REPAIRS.
BENNY BAKER� REPRESENTING THE FLAG COMMMITTEE REQUESTED THAT
SPECIAL RECOGNITION BE GIVEN TO THE SCOUTS WHO PARTICIPATED IN
THE FLAG CEREMONIES ON THE 4TH OF JULY BY PRESENTING CERTIFICATES
' WITH COUNCIL SIGNATURES. COUNCIL HAD NO OBJECTION WITH THIS
PROPOSAL.
BENNY BAKER REPORTED THE FLAG FUND RAISING COMMITTEE WOULD LIKE
TO THANK LAURIE WHITEHEAD FOR DONATION OF THE ORIGINAL THREE FLAG
SCENE WHICH WILL BE RAFFLED �FF IN ORDER TO RAISE THE ADDITIONAL
FUNDS NEEDED FOR THE FLAG WITH RAFFLE TICKETS TO BE SOLD AT
V ARIOUS COMMUNITY MEETINGS.
� PAT HINES, PRESIDENT OF THE FIN� ARTS COMMI5SION APPEARED BEFORE
COUNCIL TO REQUEST $6,000 FOR THE 1985/1986 BUDGET IN ORDER TO
HAV E FUNDING AV AILABLE FOR SPONSORSHIP OF A SESQUICENTENNIAL
PROGRAM. MS. HINES ALS� INVITED ALL TO A CHAMPAGNE TRIP TO HEAR
GERSHWINS MUSICAL "OLDEST LIVING GRADUATE" . TICKETS ARE BEING
SOLD FOR THE MUSICAL AND BUS TRIP FOR $20 . 00 .
� JESS WILLIAMS PRESENTED THE SECOND INTERIM REPORT ON ON THE WATER
� RATE STUDY. COUNCIL DISCUSSED THE RATES AS PRE5ENTED AND ADVISED
I MR. WILLIAMS TO WORK WITH THE CITY MANAGER ON THE FINAL REPORT IN
( ORDER THAT THE CITY MANAGER CAN PRESENT A RECOMMENDATION TO
COUNCIL.
. DEXTER JOYNER REPORTED ON THE DELINQUENT TAX COLLECTION THAT 32
ADDITIONAL SUITS ON REAL AND PERSONAL PROPERTY HAV E BEEN FILED
� AND COURT DATES SHOUD BE SET WITHIN THE NEXT 30 TO 45 DAYS. ONE
BIG SUIT HAS BEEN SETTLED WITH PAYMENT FORTHCOMING AND NO ORDER
FpR 5ALE SUITS ARE PENDING. COUNCIL ASKED WHAT $ OR DOLLAR
AMOUNT HAS BEEN COLLECTED, MR. JOYNER STATED THIS INFORMATION
WOULD BE PROVIDED BY ALTA CARBONE.

CITY MANAGER JIM MORGAN REPORTED THE ELE'VATED WATER STORAGE WAS A
LITTLE BEHIND DUE TO THE WEATHER AND H�LIDAY, THE WELDING IS •
BEING DONE ON THE GROUND AND BEING CHECKED BY X-RAY, THE BOWL IS
SCHEDULED TO BE PUT IN PLACE WI7.'HIN 10 DAYS. THE RECONSTRUCTION
OF SUNSET DRIV E FROM EAST 2351 Z'0 SHADOWBEND IS SCHEDULED FOR
POUR THIS WEDNESDAY AND FRIDAY. THE PROJECT IS M(7VING ALONG
QUITE NICELY. THE DRAINAGE PROJECT ON NORTH AND SOUTH SHADOWBEND � .y
HAS BEEN COMPLETED WITH CLEAN UP WORK BEING D(�NE AT THIS TIME.
COUNCIL ADJOURNED IN EXECUTIV E SESSION ACCORDING TO TEXAS OPEN
MEETINGS LAW ARTICLE 6251-17 , TEXAS V ERNONS CIVIL STATUTES
SECTION (g) PERSONNEL.
COUNCIL RECONVENED IN OPEN SESSION WITH NO ACTION BEING TAKEN.
MOTION WAS MADE AND SECONDED TO ADJOURN AT 9:05 PM.
