MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT
WAS HELD ON JUNE 10, 1985 AT CITY HALL AT 6:00 PM WITH THE
FOLLOWING PRESENT CONSTITUTING A QUORUM: . ,

ABSENT FROM THE MEETING WAS COUNCILMAN BOB WICKLANDER.
O JESS WTLLIAMS PRESENTED AN UPDATE ON THE WATER RATE STUDY AND
�, REQUESTED COUNCIL INPUT ON POPULATION, DEBT SERVICE AND ESTIMATED
DATES ON CONSTRUCTZ�N COSTS FOR 5URFACE WATER. COUNCIL DISCUSSED
CD THESE ITEMS AT LENGTH WITH MR. WILLIAMS WHO WILL COMPILE THI5
(,� DATA INTO HIS REPORT WHICH SHOULD BE READY BY THE NEXT MEETING.
� MAYOR LOWE REPORTED THAT CARL SMITH FROM CLEAR CREEK DRAINAGE
Q DISTRICT WAS REQUESTING THAT THE DRAINAGE DISTRICT AND THE CITY
BE PLACED ON THE NEXT GALV ESTON COUNTY COMMISSIONERS COURT AGENDA
TO REQUEST FUNDING FOR COWART AND CHIGGAR CREEK PROJECTS.
MAYOR LOWE REPORTED THAT "THE GATHERING" WOULD AGAIN HONOR THE
CITY EMPLOYEES WTTH A BARBEQUE ON JULY 3. A MALE AND FEMALE
EMPLOYEE OF THE YEAR WILL BE ANNOUNCED AND HONORED DORING THE
BARBEQUE.
" I MAYOR LOWE ASKED COUNCIL TO CC3NSIDER JULY 5TH AS A CITY HOLIDAY
THIS YEAR AND REQUESTED THIS ITEM BE PLAGED ON THE NEXT AGENDA
FOR CONSIDERATION.
JOYCE BOWMAN AND LARRY BELL APPEARED BEFORE COUNCIL TO DISCUSS
WITH COUNCIL THE SUNSET STREET PROJECT ELEVATION AT THE COWART
CREEK BRTDGE. MR. BELL REQUESTED COUNCIL TO RE-CONSIDER LOWERING
THE GRADE AS PROPOSED A5 THEY WERE CONCERNED WITH THE STREET
FLOODING AT THI5 POINT. COUNCIL REQUESTED MALCOM COLLINS REVIEW
THE PLANS FOR THIS PROJECT TO SEE IF TT WA5 FEASIBLE TO RAISE THE
GRADE AT THIS POINT DURING CONSTRUCTION.
MS. PAT HINES NEWLY ELECTED PRESIDENT OF THE FINE ARTS COMMISSION
APPEARED BEFORE COUNCIL AND INTRODUCED JIM HARRELL AS VICE-
PRESIDENT, GEORGE ULBRICH AS SECRETARY AND PAT RILEY AS
TREASURER. MS. HINES READ A LETTER OF THANKS TO THE COUNCIL AND
STAFF MEMBERS AND PRESENTED A 5ET OF ADOPTED BY-LAWS. THE MEMBER5
OF THE BOARD ARE PAUL SCHRADER, COOKIE LANGDOC, CARL MURRAY,
LAURIE WHITEHEAD AND LIZ EMERY.
DOTTIE ELLIOTT AND DR. BILL JONES APPEARED BEFORE COUNCIL TO
REQUEST INFORMATION ON SEWER SERVICE IN WILLIAMSBURG SUBDIVISION
ON BRIARMEADOW STREET. COUNCIL'N1AN NEWN'iAN REPORTED THAT THERE WAS
SEVERAL OPTIONS THAT THE CITY ATTORI�TEY HAD AI7VISED THE CITY COULD
USE TO PROiVIDE SEAVICE TO THIS AREA. THOSE OPTTONS WERE THAT
INDIVIDUALS COULD INDIVIDUALLY PAY� TO EXTEND LINES, OR ALL IN THE
AREA COULD JOIN IN, OR COULD USE AN ASSESSMENT OF PROPERTY 'I'O
FUND OR COULD USE A REBATE POLICY. COUNCILMAN IQEWMAN REPQRTED
THAT CORRESPONDENCE WAS BEING SENT TO THE PRUPERTY OWNERS THIS
WEEK ASKING INPUT ON THESE OPTIONS AND COUNCIL SHOULD HAV E
SOMETHING DEFINITE IN THE NEXT COUPLE OF WEEKS.

OF EASEMENT AT 105 ROYAL COU�T. Ar'TER DISCUSSING THIS WITH
COUNCI.L IT WA5 AGREEll THAT THE CITY WILL SELL ITS 10-FOOT UTILITY
EASEMENT THAT TRAV ERSES HIS PROPERTY ALONG THE SOUTH-EAST
BOUNDARY FOR AND IN CONSIDERA.TION OF THE SUM OF $300 .00 UPON . .,
EXECUTION OF PROPER LEGAL INSTRUMENTS BY THE MAYOR.
COUNCIL ANll STAFF MEMEBERS REUIEWED REVISIONS TO SUBDNISION
ORDINANCE 210 WITH NUMEk�U� CHANGES TO BE MADE. THESE REVISIONS
WSLL BE REFLECTED IN THE ORDINANCE AS PREPARED FOR THE FIRST
READING WHICH IS SCHEDULED FOR THE �`IRST WEEK TN JULY.
