MAYOR LOWE ANNOUNCED HE WOULD BE (,�] LEAVING THE MEETING EARLY IN ORDER TO ATTEND A CORP OF ENGINEERS Q MEETING WHICH WAS HONORIDTG RETIRING COLONAL AL LAUBISAER. MAYOR LOWE ANNOUNCED COUNCILMAN BROWN WAS IN THE HOSPITAL FOR TESTS. MAYOR LOWE STATED WE HAD RECEN ED A RESPON5E TO THE FHA PROJECT COUNCIL HAD BEEN WORKING ON. MAYOR LOWE LEFT THE MEETING AT THIS TIME, TURNING THE MEETING OVER TO MAYOR PRO-TEM BOB WICKLANDER. , PAUL FRONCZEK REPRE5ENTING THE 4TH OF JULY COMMITTEE, APPEARED � BEFORE COUNCIL TO ALLOW COUNCIL TO PREVIEW THE TEE SHIRTS AND HATS THAT WOULD BE GOING ON SELL ON MAY 25 AT THE BANKS. MR. - FRONZCEK REPORTED THE COMMITTEE WAS UNABLE TO OBTAIN THE LACKLAND AIR FORCE BAND FOR THE 4TH OF JULY BUT WAS WORKING ON OTHER BANDS. ' MR. FRONZCEK REPORTED THE 4TH OF JULY COMMITTEE MEETS EVERY OTI3ER WEDNESDAY AT THE PUBLIC WORKS BUILDING AND THE PUBLIC IS INVITED TO ATTEND. REPRESENTATIV ES FROM WILDERNESS TRAILS HOMEOWNERS ASSOCIATION APPEARED BEFORE COUNCIL TO REQUEST PAVING OF WILDERNESS TRAIL5 DRIVE BE MOVED FORWARD FROM 1988 DiJE TO THE HEAVY USE OF THI5 ROAD FOR DEVELOPMENT. REQUEST WAS ALSO MADE FOR OILING IN THE MEAN TIME TO CUT DOWN ON THE DUST. COUNCILMAN WICKLANDER EXPLAINED THE ROAD PROGRAM AS TO HOW THE YEAR WAS ARRIVED AT THAT WILDERNESS TRAILS DRIVE WOULD BE PAVED. COUNCILMAN WICKLANDER SUGGESSTED THE HOMEOWNERS ASSOCIATION ATTEND THE BUDGET HEARINGS WHEN FUNDING FOR THE ROAD PROGRAM WILL BE DISCUSSED. COUNCILMAN WICKLANDER SUGGESTED THE CITY MANAGER WORK WITH THE DEVELOPERS FOR SOME ASSISTANCE IN HELPING KEEP THE TRAFFIC DOWN TO A MINIMUM AND REQDESTED THE SPEED LIMIT BE LOOKED INTO. THE CITY MANAGER EXPLAINED THE ROAD WAS BEING PREPARED FOR , EMULSIFIED ASPHALT TO BE PLACED ON THE ENTIRE LENGTH OF THE ROAD j WHICH WOULD HELP UNTZL THE ROAD WAS PAVED, EXPLAINING DITCH WORK COULD NOT BE DONE BEFORE THE EMULSION PROGRAM DUE TO THE EQUIPMENT BEING TIED UP ON A MAJOR PROJECT. **A MOTSON WAS MADE BY COUNCILMAN LEE TO AUTHORIZE TRANSFER OF g�/g� 'I FUNDS FROM THE WATER BILL DOI�TATION FUND TO THE AMBULANCE DIVISION / TOWARDS PURCHASE OF A CA.RDIAC MONITOR. SECOI�IDED BY COUNCILMAN JORDAN. MOTION APPR(7VED UNANIMOUSLY. 324 C�UNCILMAN JORDAN REPORTED A MEETING WAS HELD LA5T FRIDAY WITH JIM MORGAN, DAVID QUICK, JESS WILLIAMS, PHYLLIS LEE AND HER5ELF TO DEU ELOP GUIDELINES, FOR THE WATER RATE STUDY. SOME OF THE AREAS TO BE LOOKED AT ARE RATES, STRUCTURE, SINKING FUND, SERIES OF RATE INCREASES, BREAK EVEN ANALYSIS AND COMPARI50N WITH NEIGHBORING CITIES. A PROJECTION OF HOW LONG THE STUDY WILL TARE WILL BE MADE AFTER MR. WILLIAMS HAS HAD THE OPPORTUNITY T� LOOK � ,, O�VER THE CITY RECORDS. CITY MANAGER PRESENTED COUNCIL WITH REVENUE PROJECTIONS FOR THE REMAINDER OF THE BUDGET YEAR WITH EXPLANATION OF VARIOUS DIFFERENCES IN REVENUES RECEN ED AND PROJECTED. CITY MANAGER ALIVISED COUNCIL THAT EXPENDITURES WERE �N LINE IN THE MAJORITY OF THE DEPARTMENTS. CITY MANAGER PRESENTED AN UPDATE ON THE ELEVATED WATER STORAGE PROJECT. THE GENERAL CONTRACTOR HAS HAD A CREW ON THE JOBSITE SINCE LAST WEDNESDAY CHECKING THE PRELIMINARY WORK THAT WAS COMPLETED BEFORE THEY BEGIN �ONSTRUCTION. THE PROJECTION FOR COMPLETION WITH LINER IS SEPTEMBER 1, 1985, WITH THE EXTERIOR LEFT TO BE PAINTED. CITY MANAGER REPORTED THE SUNSET RECONSTRUCTI0I�T CONTRACT WAS SIGNEIJ TODAY AND THE CONTRACTOR WILL START CON5TRUCTION WEDNESDAY. COUNCILMAN NEWMAN REPORTED SHE HAD JUST RETURNED FROM AUSTIN AND HAD BROUGHT BACK INFORMATION REGARDING THE SESQUICENTENNIAL. COUNCILMAN NEWMAN REPORTED THAT LAST WEDNE5DAY� CITY MANAGER, GITY ENGINEER, COUNCILMAN I,EE, C�UNCILMAN WICKLANDER AND HERSELF MET WITH RESIDENTS FROM MILLS, MURPHY AND BRIARMEADOWS ROADS TO WORK OUT COSTS TO PRWIDE SEWER AND WATER SERVICE AND STREET PAVING FOR THIS AREA. RESIDENTS WILL BE SENDING IN THEIR RESPONSE5 WITH AFFIRMATIV E ANSWERS WHICH WILL BE COMPILED AND A REPORT WILL BE GIV EN TO THE COUNCIL AT A LATER DATE. **MOTION WAS MADE BY GOUNCILMAN JORDAN TO SEND A LETTER TO g g/gJ.r�" GALV ESTON COUNTY COMMI5SIONLRS CQURT SUPPORTING THE 5EPARATION OF ! THAT AREA OF CLEAR CREEK INDEPENDENT 5CHOOL DISTRICT WHSCH IS IN THE CITY LIMITS OF THE CITY OF PEARLAND. SECONDED BY COUNCILMAN PHYLLIS LEE. MOTION APPRCJVED UNANIMOUSLY. COUNCILMAN WICKLANDER BRIEFED COUNCIL ON THE LETTER RECEIV ED BY THE MAYOR FROM TH� DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT REGARDING THE FHA SINGLE FAMILY MORTGAGE LTMITS WHICH WAS ADDRESSED BY THE MAYOR AND SOME MEMBERS OF COUNCIL AT A RECENT MEETZNG IN WASHINGTON, D.C. . COUNCILMAN NEWMAN STATED THAT SHE HAD COMPLETED A REPORT WHICH HAD BEEN COMPILED BY MANY SOURCES TO BE SENT BACK TO FHA TO DOCUMENT DATA ON SALES PRICES IN GALVESTON COUNTY WHICH SHOW THE MEDIAN PRICE TO BE SIGNIFICANTLY ABOVE $67,500 WHTCH SHOULD INCREASE THE MORTGAGE LTMIT ACCORDINGLY. COUNC�L ADJOURNED IN EXECUTIVE SESSION UNDER TEXAS OPEN MEETINGS LAW ARTICLE 6251-17 , TEXAS V ERNONS CIVIL STATUTES, SECTION (G} PERSONNEL. COUNCIL RE-CONVENED IN C)FEN SESSION WITH NO ACTION BEING TAKEN. ACCEPTANCE OF RESIGNATIONS FROM THE ZONING BOARD OF ADJUSTMENTS AND AFPOINTMENTS TO FILL THE5E FOSITION5 AND TWO ALTERNATE POSITIONS WAS TABLEED UNTIL THE NEXT COUNCIL MEETING.
