APRTL 22, 1985
MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT
WAS HELD ON APRIL 22, 1985 AT CITY HALL AT 5:00 PM WITH THE
FOLLOWING PRESENT CONSTITUTING A QUORUM:

MAYOR LOWE CALLED THE MEETING TO ORDER WITH NO ANNOUNCEMENTS

m FRANK JOHNSON APPEARED BEFORE COUNCIL ON BEHALF OF FRIENDSWOOD
Q CHAMBER OF COMMERCE TO REMIND COUNCIL OF FRIENDSWOOD NIGHT AT THE
ASTRODOME ON APRIL 27 , 1985 AND THAT TICKETS ARE ON SALE AT THE
CHAMBER OFFICE AND AT COMMUNITY BANK.
CITY MANAGER ADDRESSED COUNCIL TO RECOMMEND THAT THE AWARD OF BID
FOR RECONSTRUCTION OF 5UNSET DRIV E FROM F.M. 2351 TO CASTLEWOOD
BE AWARDED TU MI5CHER PAVING AND UTILITY CQMPANY, THE SECOND LOW
BIDDER FOR THEIR BID OF $296,338. 95. CABCO ENTERFRISES, INC. ,
� SUBMITTED A BID OF $9,575 LESS THEN MISCHER BUT AFTER CAREFUL
��, REVIEW BY THE CITY MANAGER, THE CITY ENGINEER, AND THE DIRECTOR
OF PUBLIC WORKS IT WAS DETERMINED THAT CABCO BEING NEWLY
INCORPORATED HAD INADEQUATE CORPORATE EXPERIENCE IN MUNICIPAL
STREET CONSTRUCTION AND THE LIST OF EQUIPMENT SUBMITTED APPEARED
TO BE INADEQUATE TO PERFORM THE WORK ON THIS PROJECT.
MR. C.A. BROWN, PRESIDENT OF CABCO APPEARED BEFORE COUNCIL TO
PRESENT EVIDENCE CONCERNING HIS RESPONSIBILITY TO COMPLETE THIS
PRUJECT AS BID. COUNCIL REQUESTED THE CITY MANAGER REVIEW
REFERENCES AND WEEKLY SCHEDULE OF BOTH CABCO AND MISCHER.

BID FOR THE SUNSET PROJECT UNTIL MAY 6, 1985 COUNCIL MEETING. a
SECONDED BY COUNCILMAN BRANHAM. MOTION APPROVED UNANIMOUSLY.
COUNCILNiAN JORDAN LEFT THE MEETING AT THIS TIME.
**MOTTON WAS MADE BY COUNCILMAN LEE TO APPROVE PAVEMENT WIDTH IN
COMMERCIAL DISTRICTS AND HIGH DENSITY RESIDENTIAL AREAS WITH 60 `1'..j/��
FT. RIGHT-OF-WAY REQUIREMENTS WITH 36 FT. CURB TO CURB INTERIOR
MEASUREMENTS AS RECOMMENDED.
SECONDED BY COUNCTLMAN WICKLANDER. MOTIQN APPRdVED UNANIMQUSLY.
MAYOR LOWE PROCLAIMED THE WEEK OF APRIL 28-MAY 4, 1985 AS PRIVATE
PROPERTY WEEK IN FRIENDSWOOD.
MAYOR LOWE READ INTO RECORD CORRESPONDENCE RECEIV ED BY COUNCILMAN
JORDAN FROM THE DEPARTMENT OF THE ARMY ASSISTANT SECRETARY,
ROBERT DAWSON REGARDING THE RECENT TRIP TO WASHINGTON TO DISCUSS
FUNDS FOR CLEAR CREEK REFERENCED AS "SAFETY VALV E PROGRAM" .
MAYOR LOWE LEFT THE MEETING AT THIS TIME.

TO REZONE PROPERTIES WHICH ARE LOCATED AT FM 528 AND WINDING WAY
EAST AND ALSO AT THE CORNER OF CASTLEWOOD AND PROPOSED CEDARWOOD
TO "NEIGHBORHOOD CENTER" .
**MOTION WAS MADE BY COUNCILMAN LEE TO CALL A PUBLIC HEARING FOR
MAY 16, 1985 AT 7 :30 PM F�R THE PURPOSE OF REZONING PROPERTIES

CASTLEWOOD AND PROPC?SED CEDARWOOD TO "NEIGHBORHOOD CENTER" .
SECONDED BY COUNCILMAN NEWMAN. MOTION APPRCIVED UNANIMOUSLY.
MOTION WAS MADE AND SECONDED TO ADJOURN AT 6:15 PM.
