CALLED TO ORDER ON APRIL 8, 1985 AT CITY HALL AT 7 :00 PM WITH THE

COUNCILMAN NEWMAN REPORTED THEY SaT IN ON MEETINGS WITH
GONGRESSMAN JACK BROOKS AND SENATOR LLOYD BENTSEN TO DISCUSS
RAISING LIMITS ON FHA LOANS IN GALV ESTON COUNTY, MET WITH ACTING
SECRETARY OF ARMY REGARDING THE SAFETY VALV E PROJECT ALQNG WITH
THE COUNTY JUDGE AND COMMISSIONERS, CLEAR CREEK DRAINAGE DISTRICT
AND LEAGUE CITY. COUNCILMAN JORDAN 5TATED THAT COUNCILMAN NEWMAN
- HAD CW ERED EU ERYTHING IN HER REPORT.
� MAYOR LOWE REPORTED HE HAD SPOKEN TO CONGRESSMAN BROOKS AND
ACTING SECRETARY OF ARMY SUGGESTING A METHOD 4F FUNDING,
DIFFERENTIATING BETWEEN PROJECTS THAT ARE NEEDED BY THE DIFFERENT
ENTITIES THRQUGHOUT THE UNITED STATES, SUGGESTTNG SOME PRIORITY
CRITERIA THAT WOULD BE APPR(7VED BY LOCAL CORP OF ENGINEERS AS HOW
TO DIFFERENTIATE BETWEEN APPLICANTS. THE SECT. �F ARMY SEEMED TO
BE INTERESTED IN THESE SUGGESTIONS AND MAYBE SOME GOOD WILL COME
OUT OF THIS MEETING.
COUNCILMAN NEWMAN STATED THAT IT IS WITH GREAT HONOR TO ANNOUNCE
THAT EACH YEAR CHANNEL 13 KTRK TELEVISION SELECTS OUTSTANDING
CITIZENS TO BE NOMINATED FOR THE 1985 JEFFERSON AWARD FOR
DISTINGUISED PUBLIC SEI�VICE AT THE LOCAL LEVEL, THE PERSON WHO
RECEIV ES THIS AWARD WILL RECEIV E A BRUNZE MEDALLION FEATURING
THE REPLICA QF THE SEAL OF THE UNITED STATES DONATED AS A PUBLIC
SERVICE BY THE FRANKLIN MINT AND THEN THE RECIPIENT WILL BE
ELIGIBLE FC)R A NATIONAL PRIZE OF $1,000 AND A NATIONAL JEFFERSON
AWARD TO BE AWARDED THI5 SUMMER IN THE CHAMBERS OF THE U.S.
SUPREME COURT IN WA5HINGTON, D.C. , SOME OF THE CITIZENS OF

HAS BROUGHT HONOR TO FRIENDSWOOD THRU HER WORK ON PATRIOTISM,
L(7VE OF COUNTRY AND THE CHILDREN, THEY NOMINATED LAURIE WHITEHEAD
FOR THIS HONOR. COUNCILMAN NEWMAN ANNOUNCED THAT LAURIE RECEIV ED
NOTICE THIS AFTERNOON SHE HAS BEEN CH�SEN AS A RECIPIENT FOR THE
I JEFFERSON AWARD.
MAYOR LOWE REPORTED THE NEW OFFICERS OF THE FRIENDSWOOD V OLUNTEER
FIRE DEPARTMENT WERE KEN CAMP, PRESIDENT, GINNY HACKNEY, VICE-
PRESIDENT, R�BBIE WILLIAMS, SECRETARY, LISA CAMP, TREASURER, MARK
CLARK, FIRE CHIEF, JOHN SKIDMORE, FIRST ASSISTANT, CLINT HACIiNEY,
SECOND ASSISTANT, ROBERY MCKAY, AMBULANCE CHIEF, GREG KUNKLE,
FIRST ASSISTANT AND CHAD SMITH, SECOND ASSISTANT. MAYOR LOWE
REPORTED THE FIR� DEPARTMENT HAD RESPONDED TO APPROXIMATELY 400
CALL5 AND THE AMBULANCE HAD RESPONDED TO APPROXIMATELY 600 CALLS
LAST YEAR.

COUNCILMAN SCHRADER THANKED THE CITIZENS, THE CITY MANAGER, THE
CITY STAFF AND COUNCILMEMBERS WHO HE HAD WORKED WITH DURING HIS
TERM AS COUNCILMAN.
MINUTES OF REGULAR MEETING OF JANUARY 21, MINUTES OF JANUARY 24,
1985 WERE APPROVED AS PRESENTED, MINUTES OF REGULAR MEETSNG OF
FEBRUARY 4, 1985 WERE APPRCN ED AS AMENDED.
CHECK5 WERE PRESENTED FOR CONSIDERATION AS FOLLOWS: �

CHECKS WERE APPRO�VED FOR PAYMENT UNANIMOUSLY.
DEXTER JOYNER AND ALTA CARBONE PRESENTED AN UPDATE ON THE
COLLECTION OF DELINQUENT TAXES WITH 42 TO 46 CLAIMS FILED. MR.
JOYNER REPORTED HE HAS PLACED A CLERK IN MS. CARBONES OFFICE
WHICH SHOULD EXPEDITE COLLECTION ON DELINQUENT ACCOUNTS. MR.
JOYNER WILL APPEAR BEFORE COUNCIL ON A QUARTERLY BASIS FOR
UPDATES ON COLLECTION.
COUNCIL CONVENED IN EXECUTIV E SESSION UNDER TEXAS OPEN MEETINGS

COUNCIL RE-CONVENED IN OPEN SESSION WITH NO ACTION BEING TAKEN.
COUNCILMAN WICKLANDER ASKED THAT THE AGENDA ITEMS ON EXTENSION OF
OBD ZONE EAST FROM CASTLEWOOD TO COWART CREEK AND NEGOTIATION FOR
OPTION ON PROPERTY ADJOINING PROPOSED CITY HALL COMPLEX BE
POSTPONED UNTIL NEXT WEEK.

COUNCILMAN JORDAN DTSCUS5ED WITH COUNCIL CHARTER REQUIREMENTS FOR
EMPLOYEE BONDS AND EXPRESSED CONCERN THE AMOUNTS BONDED MAY NO
LONGER BE ADEQUATE. COUNCILMAN JORDAN AND THE CITY MANAGER WILL
RESEARCH THIS MATTER AND REPORT BACK TO COUNCIL.

COUNCILMAN JORDAN DISCUSSED WITH COUNCIL THE EMPLOYMENT OF A FIRM
TO PERFORM A WATER AND SEWER RATE STUDY. PROPOSALS HAV E ALREADY
BEEN SUBMITTED WITH QUOTES RANGING FROM $3,000 TO $4,000,
COUNCIL REQUESTED THE CITY MANAGER TO REQUEST EXAMPLES OF STUDYS
ALREADY COMPLETED FOR COUNCIL TO LOOK AT THE NEXT MEETING.
COUNCILMAN JORDAN DISCUSSED WITH COUNCIL BANK COLLATERAL
PROCEDURES FOR SECURITIES PLEDGED AND EXPRESSED CONCERN WITH THE
ADMINISTRATIV E PROCEDURES BEING USED AT THIS TIME. THE CITY
MANAGER IS TO CHECK WITH THE CITY ATTORNEY REGARDING THIS
PROCEDURE AND TO REPORT BACK TO CITY COUNCIL.
